First Lady urges hygiene adherence in Thyolo

First Lady, Gertrude Mutharika, has urged Malawians to prioritise hygiene and cleanliness to prevent the spread of diseases, saying maintaining a clean environment is key to protecting public health.

Mutharika made the call on Saturday at Goliati in Thyolo, where she was distributing assorted relief items to 750 households through the Beautify Malawi Trust with support from Muslim World League.

She said hygiene should not depend on having many resources but rather on using what is available.

“Cleanliness is not about what you do not have, but about what you have. Let us use the little we have to keep our surroundings clean,” she said.

She added that homes, markets, schools and communities must be kept clean at all times to avoid preventable illnesses.

“If we maintain hygiene in our homes and public places, we will prevent many diseases and build a better nation,” she added, while commending partners for supporting communities with various interventions.

Traditional Authority Chimaliro hailed the First Lady and BEAM for the timely support, saying it will help address challenges people are facing due to hunger.

“This support has come at the right time and will go a long way in assisting our people who are struggling,” he said.

He also commended government for providing relief maize over the past three months, adding that it has eased the burden on many households.

However, he appealed for improved access to clean water, saying: “Water remains a big challenge here. Even at Goliati Market, we risk waterborne diseases. We are asking for boreholes as we wait for piped water”.

Speaking earlier, Muslim League World National Coordinator Twaibu Mustafa described the First Lady as a caring leader who listens to the needs of the vulnerable.

“Being a First Lady is not just a title, but a listening ear for the hurting,” he said.

Mustafa added that the Muslim World League supports over 7,000 orphans across Malawi with school fees, uniforms and learning materials, alongside providing clean water and houses for the elderly.

On water challenges, Mustafa pledged support to Goliati Market, saying: “We will work on installing boreholes here to help address the problem as communities wait for piped water systems”.

During the distribution, 750 households received maize flour, soya pieces, salt and blankets.

NLGFC,MoLGRD tip Thyolo District Council on revenue diversification, fiscal discipline and CDF absorption

The National Local Government Finance Committee (NLGFC) and the Ministry of Local Government have tipped Thyolo District Council to urgently diversify its revenue streams, strengthen fiscal discipline and improve early planning to maximise absorption of the 2026/27 Constituency Development Fund (CDF).

Speaking in Salima during the council’s budget hearing session, NLGFC Executive Director Kondwani Santhe warned against overreliance on traditional revenue sources such as markets, saying they are not sufficient to guarantee long-term financial sustainability.

He urged the council to invest in cost-effective ventures where it has comparative advantage and to reinforce public finance management systems to avoid audit queries.

Santhe further cautioned the council against irregular budget adjustments and undocumented project variations, stressing that all contract changes must strictly follow procurement and public finance management procedures.

He also advised the council to avoid unfunded commitments and ensure expenditure aligns with approved allocations to comply with performance-based financing requirements.

On CDF management, Principal Secretary for Rural Development and Infrastructure in the Ministry of Local Government and Rural Development, Dingiswayo Jere, called for clear guidance to constituencies on the utilisation of the K5 billion allocation per constituency. Of this amount, K500 million is earmarked for district-wide programmes, K100 million each for women and youth initiatives, and K50 million for sports development.

Jere observed that some draft Constituency Development Plans are not aligned with prescribed guidelines and risk failing to absorb the substantial allocations. He emphasized the need for harmonisation with District Development Plans while respecting grassroots priorities under the decentralisation framework.

He further urged the council to commence procurement preparations early, particularly for infrastructure projects which account for about 75 percent of CDF funding, warning that poor planning could result in low fund utilisation.

The guidance comes as local authorities nationwide continue presenting their proposed budgets before the NLGFC and the ministry for review.

Thyolo District Council is in Salima for a Budget Hearing Session with the National Local Government Finance Committee (NLGFC) and the Ministry of Local Government and Rural Development ahead of the finalization of its 2026/27 Financial Year Budget.

District Commissioner Noel Dakamau said the proposed budget, totaling MK85.6 billion, is a strategic instrument aimed at improving service delivery and transforming socio-economic livelihoods in the district.

The proposed allocation includes MK41.56 billion for Local Development, MK34.36 billion for Personal Emoluments, MK4.36 billion for the Social Cash Transfer Programme, and MK1.29 billion for the Climate Smart Enhanced Public Works Programme.

Dakamau highlighted key achievements registered in the 2025/26 financial year despite resource constraints, including improved immunization coverage, increased access to extension services for farmers, bursary support to learners, and maintenance of water points.

He further indicated that the Council has set an ambitious local revenue target of MK622.6 million for 2026/27, backed by a 12-point strategy aimed at strengthening accountability, sealing revenue leakages, and expanding the revenue base.

The Council has since called for guidance and constructive feedback from NLGFC as it finalizes the budget

Thyolo targets over 1 million trees in 2025/26 forestry season

Thyolo District Council has set a target of planting over one million trees during the 2025/2026 forestry season to restore forest cover and improve rainfall in the district.

District Commissioner Noel Dakamau announced the target during the district’s tree planting launch on Wednesday, saying over 1,060,000 seedlings have been secured from government and partners, with more than 500,000 already planted.

“We must move from business as usual to action. Beyond planting, our focus is on achieving a survival rate of above 90 percent,” said Dakamau, warning that failure to care for the seedlings would undermine the exercise.

Senior Chief Nchiramwera urged communities to plant trees in their homes, villages and churches, saying deforestation has contributed to erratic rainfall and soil erosion in the district.

Council Chairperson George Jailosi also called on residents to continue planting and protecting trees to restore the environment to its former state.

The forestry season runs from December 15 to April 20.

MEC launches Thyolo By-Elections for Muonekera Ward

The Malawi Electoral Commission (MEC) has on Friday officially launched the local government by-elections in Thyolo Goliati Constituency’s Muonekera Ward, following the death of councillor Elisha Joel Milanzi in December 2025.

MEC Chairperson Justice Annabel Mtalimanja announced that the by-elections will be held on 17 March 2026, with voter registration scheduled from 31 January to 6 February, running daily from 8:00am to 4:00pm.

Mtalimanja urged eligible residents aged 18 years and above to register, noting that voter transfers will not be allowed during the by-election.

She also called for peaceful, free and fair campaigns, cautioning candidates against using inflammatory language.

Thyolo District Commissioner Noel Dakamau emphasized the need for issue-based campaigns, while the District Elections Office confirmed that polling will take place across designated centres within Muonekera Ward.

Minister of Gender, Children, Disability and Social Welfare, Mary Navicha, has urged Thyolo District Council to ensure full inclusion of persons with disabilities in the Social Cash Transfer Programme (SCTP).

The Minister made the call on Monday after touring SCTP beneficiary households in Chimbeta Cluster under Traditional Authority Khwethemule in Thyolo District.

Navicha said the programme is helping vulnerable households meet basic needs such as food, soap and school requirements, and has enabled some beneficiaries to invest in small-scale income-generating activities. She, however, noted that while some persons with disabilities and individuals with albinism are already enrolled, more eligible people are still being left out.

The Minister described the current transfer amounts as inadequate, citing households supporting many dependents on about K51,000, and said government is engaging the Ministry of Finance and development partners to strengthen the programme. She also pointed out network challenges affecting access to payments, adding that discussions are underway with mobile service providers to improve connectivity in hard-to-reach areas.

Thyolo District Commissioner Noel Dakamau said the council is strengthening case management and household verification to ensure that only deserving households benefit from the SCTP.

One beneficiary Esnart Chikaonda said the programme has improved her family’s living conditions and enabled her to start rabbit farming, appealing to government to increase the amount received.
