FLOODS DISPLACE OVER 500 PEOPLE IN T/A PEMBA

Over 544 people in the area of Senior Chief Pemba have been affected by floods caused by heavy rains that fell throughout March, leaving many displaced in the district.

Speaking after an assessment conducted on Monday, Principal Disaster Response Officer Efford Kachigwada said the Department of Disaster Management Affairs (DODMA) is working closely with various district clusters to assist those affected by the floods.

Kachigwada explained that the assessment aims to evaluate the impact across key sectors such as education, health, and agriculture to ensure that affected communities receive the necessary support.

“We are hopeful that the water levels will subside in the coming days so that people can return to their homes and reunite with their families,” said Kachigwada.

Secretary for the Village Disaster Risk Management Committee (VDRMC), Jamison Kadango, commended the government for providing relief items during the difficult period.

However, Kadango appealed to well-wishers for additional support, noting that the food supplies provided are insufficient due to the large number of people in the camp.

“Transportation has been disrupted, crops such as rice have been washed away, and livestock, including goats, have died due to flooding of the river,” he said.

SALIMA DISTRICT COUNCIL COMMENCES RELIEF DISTRIBUTION

Salima District Council has started distributing relief items to households affected by heavy rains that caused damage and displacement.

Disaster Risk Management Officer for the district, Gloria Chinangwa said the exercise follows a rapid assessment after floods hit 43 Group Village Headmen across several Traditional Authorities on 16 March 2026.

The assessment found that 1,033 houses were damaged, with roofs blown off and walls collapsed.

With support from Department of Disaster Management Affairs, the council has provided maize, beans, salt, cooking oil, soap, plastic pails and tents to over 300 households in four camps under Traditional Authority Makanjira.

Chinangwa said assessments are still ongoing, with more support expected for affected families.

Meanwhile, DoDMA Commissioner Wilson Moleni visited Msangu Market in Traditional Authority Maganga to appreciate the extent of the damage.

DODMA TO START DISTRIBUTING RELIEF ITEMS TO FLOOD VICTIMS

Commissioner for the Department of Disaster Management Affairs (DoDMA), Wilson Moleni, says the department has started pre-positioning relief items across the country and will soon begin distributing assistance to families affected by floods caused by persistent heavy rains.

Moleni said trucks carrying relief items are already in transit to affected areas, including communities under Traditional Authority Makanjira, as government intensifies its response to the disaster.

He made the remarks on Tuesday in Salima on the sidelines of a maize donation by M and B Company, which has contributed 1,280 bags of maize worth K81,500,000 to households affected by hunger in the district.

Moleni commended the company for supporting government efforts, saying such initiatives demonstrate that local companies can play a critical role in assisting vulnerable communities.

“It is not sustainable to always depend on donors from outside the country when Malawian companies are capable of providing support,” he said, while urging more companies to invest in Corporate Social Responsibility.

The commissioner also visited some of the flood-affected areas, including Nsangu in Traditional Authority Maganga, where he appreciated the extent of the damage. Salima District authorities say about 197 families have so far been affected.

M and B Company Operations Manager, Maxcity Makhuwira, said the company responded to government’s call to help feed vulnerable households, while Traditional Authority Kalonga applauded the initiative, saying it will help save lives from hunger.

STRONG COMMUNITY TURNOUT DURING CLEAN-UP EXERCISE IMPRESSES COUNCIL

Salima District Council Chairperson Adam Fazili says he is impressed with the large number of people who turned u. p for a clean-up exercise at Kamuzu Road Market on Friday, saying the response exceeded his expectations.

Fazili made the remarks after leading the routine sweeping exercise around the market, where community members, traders, youths and business owners joined the council in clearing waste and improving sanitation.

He said the exercise forms part of ongoing efforts to keep public spaces clean in line with the presidential directive that all institutions and open areas across the country must maintain proper sanitation.

Fazili further assured the public that the clean-up activity will be conducted at the end of every month to ensure that Salima maintains a clean and healthy environment.

Boma Ward Councillor George Kankhuni said the exercise should motivate residents to take responsibility for keeping their surroundings clean even in the absence of their leaders.

Meanwhile, Kamuzu Road Market Chairperson Steven Mamba said the initiative was necessary due to the high number of people operating in the market, making it difficult to maintain hygiene if stakeholders do not work together.

Salima District Council Chairperson Fazili Adams will tomorrow lead a clean-up exercise at Kamuzu Road Trading Centre in the district.

The initiative follows the State President's Executive Order No. 2 of 2026, which mandates the immediate installation and proper maintenance of waste disposal facilities in all public spaces across the country.

According to the council, Adams will be joined by Boma Ward Councillor George Kankhuni during the exercise scheduled for Friday, 13 March 2026. The campaign aims to promote proper sanitation, environmental cleanliness and responsible waste management within the trading centre.

The clean-up exercise is also expected to encourage community members, traders and local leaders to actively participate in maintaining clean surroundings as part of efforts to improve public health and prevent the spread of diseases.

KATAWA COMMUNITY DAY SECONDARY SCHOOL OFFICIALLY INAUGURATED IN SALIMA

Minister of Energy and Mining, Jean Mathanga, on Wednesday officially inaugurated Katawa Community Day Secondary School in the area of Sub Traditional Authority Kamzimbe in Salima District.

Speaking during the inauguration ceremony, on Wednesday, Mathanga commended JCM Power for constructing the school as part of its corporate social responsibility, describing the development as a significant contribution to improving access to education in the area.

“I had a very successful tour around the solar farm and it is a very beautiful place. I must commend JCM for doing more than just generating power, but also participating in corporate social responsibility by constructing this school,” said Mathanga.

She added that government remains committed to improving the welfare of communities by expanding electricity access in surrounding areas and strengthening development initiatives in rural areas.

Acting Director in the Ministry of Education, Often Gadabu, also commended the minister for gracing the occasion and applauded JCM Power for constructing the school, saying the facility will help learners in the area continue with their education.

“Learners have been walking long distances to access education, which has not been easy, especially for the girl child as it poses a threat to safety and security,” said Gadabu.

Global Chief Executive Officer for JCM Power, John Bahen, said the company decided to construct the school after noting the need to improve access to education in the area.

“Challenges are always there in life, but we will continue working hand in hand with the government to promote education in order to develop the country,” said Bahen.

JCM Power started constructing the school in 2023. The facility became operational in September 2025 and has now been officially inaugurated in 2026.

SALIMA RESIDENTS URGED TO EMBRACE CROP DIVERSIFICATION

Principal Secretary in the Ministry of Agriculture, Irrigation and Water Development, Erica Maganga, has urged communities in Salima to embrace crop diversification to strengthen food security amid recurring dry spells.

Maganga made the remarks during a maize distribution exercise in Traditional Authority (TA) Kambalame, where government is assisting households affected by hunger.

“We need to diversify our farming practices. Let us not depend on maize alone, but also grow drought-resistant crops to ensure food security despite erratic rainfall patterns,” she said.

She further assured the community that government is committed to strengthening irrigation initiatives in the area.

“I will engage the Department of Irrigation to assess how best we can support the community with irrigation schemes, especially considering your proximity to the lake,” Maganga added.

Salima District Council Chairperson, Fazili Adams, commended the government for the intervention and emphasized that the people of Kambalame are hardworking despite the climatic challenges they face.

“Our people are not lazy. They work hard in their fields during the rainy season, but harsh weather conditions, particularly prolonged dry spells, have greatly affected crop yields,” Adams said.

He appealed to government to consider increasing the number of beneficiaries in the district, noting that many households are likely to face extended hunger due to reduced harvests.

One of the beneficiaries, Christopher Kamtedza from Kambalame community, expressed gratitude to government for the maize support, saying the dry spell had severely affected their harvest.

“We are thankful to government for this maize distribution. Our crops dried up due to the prolonged dry spell. If we had an irrigation scheme, we would not rely heavily on rainfall and relief aid because we are close to the lake where we can draw water for farming,” he said.

Under the Lean Season Contingency Emergency Response Project (CERP), Salima District is expected to reach 38,787 households, of which 70 percent have already received maize support.

The Government has allocated 11 million United States dollars towards the project, with an additional 45 million dollars in funding from the World Bank to support the implementation of CERP interventions.

SALIMA RESIDENTS URGED TO PLANT AND CARE FOR TREES

Salima District Council, in partnership with Civil Society Network on Climate Change and Love Community Radio, has launched the 2025/2026 district tree-planting season, with authorities urging residents to ensure that trees are not only planted but also properly cared for.

Speaking during the launch, Adam Jason, Acting Director of Natural Resources and Environment for Salima District, said the council is targeting to plant three million trees during the current season.

“Our goal is to plant three million trees in the 2025/2026 season. The exercise was delayed due to the dry spell we experienced in January, but with the return of rains, we have now resumed,” said Jason.

He stressed that tree planting should go hand in hand with responsibility and protection of the trees.

“Trees should not just be planted and forgotten. Communities must take care of them and protect them from damage caused by people, animals, fire and harsh climatic conditions,” he said.

Jason also issued a stern warning to those involved in illegal charcoal production stating that those involved in illegal charcoal business risk having their products confiscated by the District Forestry Office working with the police.

In her remarks, Senior Chief Salima, said forest resources in Salima District have been massively depleted, contributing to climate challenges such as erratic rainfall patterns.

She called on fellow community leaders to take the lead by mobilising community members to allocate land for tree planting.

“All community leaders must ensure that each community member sets aside land measuring about 10 by 10 metres for planting trees. This will help restore our community forests,” she said.

She further appealed to the forestry department to intensify civic education on proper tree planting and care, while promoting the use of renewable energy as a way of conserving forest resources.

In attendance was the District Council Chairperson, Counsellor Fazil Adams, NGO's and the function was graced with perfomances from students of Naluva primary School and the community drama group.

SALIMA COUNCIL EYES K33.5 BILLION BUDGET

Salima District Council is set to approve a K33.5 billion budget for the 2026/2027 financial year, with authorities citing revenue expansion plans and persistent staffing challenges as key considerations.

Salima District Commissioner Thokozile Munthali Chingeni confirmed the proposed budget figure on Tuesday during a budget review meeting with the National Local Government Finance Committee (NLGFC).

Chingeni said the council is targeting K662 million in locally generated revenue in the 2026/27 financial year as part of efforts to enhance financial sustainability.

She said the council plans to expand its revenue collection base by extending the rateable area and introducing electronic revenue collection systems to improve accountability and transparency.

“Salima is set to expand its rateable area to Sengabay, which for some time has escaped revenue payments due to laws that were in place when the district operated as a town assembly,” said Chingeni.

She, however, expressed concern over a vacancy rate of about 41 percent, noting that the shortage of staff continues to negatively affect the council’s operational capacity and quality of service delivery.

In his remarks, NLGFC Budget Analyst Jonathan Banda said government remains committed to improving service delivery across local councils.

“That is why government wants to ensure that civil servants reside within their district of service,” Banda said.

He advised the council to start planning for the recruitment of additional staff to fill the existing vacancies and strengthen institutional capacity.

MINISTER CALLS FOR ACCELERATION OF DEVELOPMENT AT SALIMA DISTRICT COUNCIL

Minister of Local Government and Rural Development, Dr Ben Phiri, has urged Salima District Council officers to improve professionalism, accountability and commitment to duty to accelerate development in the district.

Dr Phiri made the call when he addressed council officers, in Salima, warning that absenteeism, laxity and corruption undermine service delivery and public trust.

“Officers must report for duty on time, remain at their work stations and deliver services with commitment if development is to be realized,” he said.

The minister said government remains committed to inclusive development, noting that each constituency will receive K5 billion for development projects, with strict monitoring to ensure transparency and accountability.

He added that additional resources have been allocated towards women and youth empowerment and sports development, including the establishment of sports and recreation centres in each constituency.

Phiri also announced the introduction of a digital monitoring system to track the implementation of development projects at council level.

Meanwhile, Salima District Council Chairperson, Councillor Fazili Adams, said the council is implementing the Quinquennial Valuation Roll (QVR) to improve revenue collection, particularly in Senga Bay, to support district development initiatives.

During the visit, the minister toured Linthipe Community Day Secondary School (CDSS) in Traditional Authority Pemba.
