Minister of Transport and Public Works, Jappie Mhango, who is also member of parliament for Rumphi North Constituency has warned contractors who stray from contractual agreements that the Government will sanction them according to the Construction Industry Regulatory Authority (CIRA) prescribed laws.

Mhango was speaking at the launch of Reformed Constituency Development Fund (CDF) at Ngonga Community Day Secondary School on Friday in his Constituency where a girls' hostel worth K699 million will be constructed.

He said the launch of the projects including the hostel will not only provide modern accommodation for girls to concentrate on their studies, but also enhance economic activities in the area.

“People migrating to the cities face a lot of challenges. We are hopeful that the number of people moving to the cities for greener pastures will be reduced as these projects will help them find employment within their communities. The projects will also change the outlook of the constituency,” said Mhango.

The Minister has also said the Government is emphasizing on climate resilient, high quality and timely delivery of projects in its approach to public infrastructure development and expects contractors to adopt the same attitude when handling government projects.

Traditional Authority Chisovya said the hostel will protect the girls and reduce the number of girls who drop out of school.

A learner at the school, Anastazia Banda, 14, who covers a distance of about 8 kilometres to school every day said it affects her concentration in class as she arrives at the school tired and that the hostel will provide her with a conducive environment to focus on her studies and improve performance.

There are 113 female students at Ng'onga CDSS which has a total enrollment of 253 students.

In the 2026/27 financial year, the Reformed CDF will fund 11 projects in the constituency which are expected to improve healthcare provision, extension services and water supply in the area among other things.

Member of Parliament for Rumphi Central, Mathews Chinombo Mtumbuka, has called on contractors to deliver quality and durable Constituency Development Fund projects to improve the livelihoods of constituents.

Speaking today during the handover of Rumphi Central Constituency CDF projects to contractors, Mtumbuka emphasized that resilient infrastructure is key to community development.

He further appealed to the government to ensure that contractors receive project funds on time so that construction works are completed within the agreed period.

In his remarks, Rumphi District Council Chairperson, Alfred Butao, said the completion of all targeted projects is expected to enhance the provision of much-needed social services in the beneficiary areas.

Meanwhile, Rumphi District Council Director of Economic Planning and Development, Obed Mwalughali, assured residents of Rumphi Central that the council will continue engaging contractors to ensure quality delivery of all projects.

Rumphi Central MP Mathews Mtumbuka has urged Government to ensure timely payment of contractors implementing projects under the reformed Constituency Development Fund (CDF) to ensure quality and timely completion of projects.

Speaking today at Bolero Community Hall during the launch of 2026/27 CDF projects, Mtumbuka said delayed payments could affect contractors’ ability to deliver projects on time, within budget and to the required standards.

Among the projects are a guardian shelter at Rumphi District Hospital, a laundry shelter at Bolero Community Hospital and rehabilitation of the Chikhuni-Bondi Road.
