The board of Directors for the National Local Government Finance Committee/NLGFC visited the Council to appreciate progress made in implementation of projects under the Constituency Development fund (CDF), Infrastructure Development Fund (IDF), General resource Fund and ORT and also to review the Councils performances in revenue mobilization, project management, human resource issues procurement and financial management.
The Board led by its Chairperson, Commissioner Richard Chapweteka also seek to understand the Council’s readiness in implementing the 5 Billion Kwacha Constituency Development Fund and other critical projects.
The Board commended the Council for strides made in gravelling of some roads during previous financial years saying it eases mobility challenges as not all roads may be upgraded in one year.
The board cautioned the Council to properly strategize its revenue avenues including digitizing to spur its vibrancy in service provision and institutional development.
It said while the Council had managed to fill key vacant posts, there was need to find ways of retaining its staff through staff motivation and welfare.
The board further highlighted the need for speeding up CDF processes to maximize utilization.
The members proposed for embarking on tangible projects that would leave a mark in line with government aspirations as opposed to small fractions to undesirable projects.
During the meeting it was observed that some of the challenges affecting the city council is the pension contribution rate currently at 25%, which they advised for a quick reconsideration as it is a burden in wake of Council’s financial stance.
Earlier the Council commended government for consistent disbursement of CDF and IDF funds while calling for the focus towards road rehabilitation interventions.
It said the major implementation challenge on road project has been delayed funding, which has affected the pace of project ex*****on.
Illegal Street Vending and limited transport capacity were also highlighted as major challenges affecting council systems.
The board also toured some road projects including the Airport road, Luwinga – Mzuzu Technical Road, Mzuzu Government secondary School- Matete Road where it advised the Council to consider allocating some resources towards upgrading works on the Botanical Road.
Meanwhile, NLGFC has advised the Council to relook at the CDF projects and need be incorporate other insights that might have been overlooked prior its engagement with the board.
