GAMBIA’S NATIONAL SOCIAL PROTECTION AGENCY CONDUCTS STUDY TOUR ON MALAWI’S HARMONISED GRIEVANCE REDRESS MECHANISM

A delegation from The Gambia’s National Social Protection Agency (NSPA) has completed a week-long study tour in Malawi aimed at learning from the country’s Harmonised Grievance Redress Mechanism (HGRM) and the Integrated Social Protection Call Centre, widely recognised as one of Africa’s leading models for coordinated grievance management in the social protection sector.

The visit comes as The Gambia establishes its National Social Protection Agency and works towards developing a unified national grievance redress system, as mandated by the National Social Protection Act (2024). Malawi’s HGRM, with its proven record of strengthening accountability and citizen feedback across multiple social protection programmes and beyond, offered an important benchmark for the delegation.

During the mission, the team engaged with national-level institutions responsible for social protection coordination and conducted field visits to district structures in Ntcheu and Nsanje. These interactions provided firsthand insights into Malawi’s end-to-end grievance management processes, ranging from complaint intake and categorisation to referral pathways and resolution, both at the central Call Centre and through district councils and community structures.

Speaking during a courtesy call in Lilongwe, the Principal Secretary for Economic Planning and Development, Mr. Patrick Zimpita, welcomed the delegation and conveyed Malawi’s commitment to continued south-to-south collaboration. He highlighted that Malawi’s HGRM is built on principles of transparency, efficiency, and citizen trust, enabling multiple Ministries, Departments, and Agencies to work through a single harmonised mechanism that has gained regional recognition.

On behalf of The Gambian delegation, Madam Fatoumata Samateh, Social Safeguard Officer, expressed appreciation for Malawi’s openness in sharing its experience. She noted that lessons from the visit will inform the development of The Gambia’s institutional and technical framework for a national GRM, strengthen staff capacities in case management and ICT-enabled grievance tracking, and guide the creation of an implementation blueprint tailored to the Gambian context.

This study tour marks an important step in advancing bilateral cooperation in social protection between Malawi and The Gambia and contributes to the broader continental effort to build resilient, inclusive, and citizen-responsive social protection systems.

GOVERNMENT UNDERSCORES THE IMPORTANCE OF THE MALAWI SOCIAL REGISTRY IN SOCIAL PROTECTION TARGETING

Government has reaffirmed that the use of the Malawi Social Registry (MSR) is critical for effective targeting in social protection programmes.

The remarks were made by Mr. Dalitso Kalimba, Deputy Director for Poverty Reduction and Social Protection, during a courtesy call by a Gambian delegation currently in Malawi on a social protection learning visit. Mr. Kalimba highlighted the central role of the MSR in programme targeting and outlined the strides the department is making to ensure that Malawi maintains a dynamic, responsive, and inclusive registry.

Speaking during the same session, the Commissioner for the Department of Disaster Management Affairs (DoDMA), Reverend Moses Chimphepo, reiterated the importance of the MSR, particularly during lean seasons and in times of economic shocks. He highlighted that the MSR, which serves as a one-stop platform for intake, registration, and identification of potential beneficiaries, has demonstrated to be a powerful tool for ensuring fairness and transparency in beneficiary selection.

On behalf of the visiting delegation, Mr. Ousmane Caesar, Deputy Permanent Secretary in the Office of the President of the Gambia, stressed the significance of peer learning in strengthening disaster response mechanisms. He remarked that as they were learning from Malawi, it was also their hope that Malawi would learn from the Gambia so that the visit would fully serve its intended purpose.

Also present during the courtesy call was Dr. Kondwani Santhe, Executive Director of the National Local Government Finance Committee (NLGFC).

The Gambian delegation is expected to visit successful programme sites in Balaka, Blantyre, and Lilongwe, and will engage with various stakeholders in social protection and disaster management.

The study tour has been jointly facilitated by the Governments of the Gambia and Malawi with financial support from the World Bank

This afternoon, Propel Health, a US Agency for International Development funded project dedicated to promoting equitable and sustainable health services and delivery systems, handed over a motor vehicle to the Population Coordination Unit within the Department of Economic Planning and Development in the Ministry of Finance and Economic Affairs.

Speaking during the handover ceremony, Ms. Sandra Mapemba, Country Director for PROPEL Health, underscored the project's acknowledgement of the critical role the Government of Malawi plays in coordinating population, health, and development initiatives. She emphasized that the vehicle donation aims to bolster the Unit's capacity to coordinate and implement population programs, thereby contributing to the country's inclusive socio-economic development.

Mr. Patrick Zimpita, Secretary for Public Sector Investment Programme and Population, expressed his gratitude on behalf of the Malawi Government. He highlighted that the vehicle would significantly assist the Population Unit in effectively carrying out its responsibilities., particularly in advancing the coordination and implementation of the National Population Policy, which had previously been hindered by lack of operational resources including transportation.
