MALAWI STAKEHOLDERS CHAMPION INFORMATION INTEGRITY AND ACCESS TO INFORMATION IN THE DIGITAL AGE

The Malawi Human Rights Commission (MHRC), in collaboration with the Media Council of Malawi (MCM), Centre for Human Rights and Rehabilitation (CHRR), and Gender Justice Unit (GJU), is holding the two-day Annual Media and Access to Information Conference (AMATIC) from 28–29 September 2026 at the Pearl Convention Centre in Lilongwe.

This year’s theme, “Upholding Information Integrity in the Digital Age: The Role of Access to Information in Addressing Information Disorder,” brings together government institutions, information officers, regulators, media practitioners, civil society, academia, development partners, technology actors, youth representatives and the private sector.

The Office of the Director of Public Officers’ Declarations (ODPOD), as a public information holder, is among the institutions participating in the conference. ODPOD’s participation reflects its mandate to promote transparency, accountability and integrity in public service through the administration of the declaration of assets.

As an institution entrusted with managing and making relevant public information accessible in accordance with the law, ODPOD recognizes that accurate, timely and accessible information is essential to strengthening public trust, accountability and good governance.

The conference provides ODPOD and other information-holding institutions with an opportunity to share experiences, learn emerging best practices and explore practical ways of improving access to public information while addressing information disorder in the digital age.

Speaking at the conference, Minister of Information and Communications Technology, Hon. Dr. Shadrick Namalomba, emphasized the importance of strengthening access to information systems, noting that Institutions should maintain updated information and have dedicated budget lines to popularise the Access to Information Law.”

The message highlights the importance of institutions maintaining up-to-date information and putting in place deliberate measures to ensure that citizens can effectively exercise their right to access information.

Malawi strengthens asset declaration system in fight against Corruption

The Office of the Director of Public Officer’s Declaration (ODPOD) is enhancing Malawi’s Asset Declaration System to combat corruption.

This initiative was highlighted during the recent session of the Implementation Review Group of the United Nations Convention against Corruption in Vienna, Austria, from August 31 to September 4, 2026, which assesses countries' adherence to the Convention and highlights challenges, effective practices, and support needs.

Led by the Honourable Attorney General Frank Farouk Mbeta, Malawian experts discussed their anti-corruption initiatives and assessed best practices.

Mr. Beyani T. Munthali, Deputy Director of ODPOD, gave an update on the Online Declaration System's development with the goal of improving asset management efficiency.

He also thanked the UNODC and Tanzanian Ambassador Naimi S. Aziz, the conference's vice president, for their continued assistance, emphasising ODPOD's dedication to accountability and openness among Malawian public authorities.

ODPOD, MRA Forge Strategic Partnership to Strengthen Anti-Corruption Efforts

The Office of the Director of Public Officers' Declarations (ODPOD) and the Malawi Revenue Authority (MRA) Internal Affairs Department have taken an important step towards strengthening integrity and transparency in the public service through enhanced institutional collaboration.

The meeting was co-led by the Deputy Director of Public Officers' Declarations, Mr. Beyani Munthali, and the Director of Internal Affairs at the Malawi Revenue Authority Authority, Mrs Bose Kamphulusa. Their leadership underscored the shared commitment of both institutions to strengthening collaboration in promoting integrity, accountability, and transparency across the public service.

During a meeting today, the two institutions explored practical ways of working together to improve the management and verification of public officers' declarations and reinforce anti-corruption efforts.

Discussions focused on automating the MRA declaration form, strengthening declaration verification processes, enhancing information sharing between the two institutions, conducting joint public awareness and verification initiatives, and developing a Memorandum of Understanding (MoU) to formalise the partnership, improve coordination, and establish a framework for implementing and monitoring joint initiatives.

The engagement reaffirmed a simple but powerful message: "The fight against corruption cannot be won by one institution alone".

By combining expertise, resources and technology, ODPOD and MRA are laying the foundation for stronger compliance systems, greater transparency, and increased public confidence in public institutions.

The meeting concluded with a shared commitment to formalising the partnership through the proposed MoU and working closely on ICT integration, verification, information sharing, and public awareness initiatives.

Together, these efforts will strengthen integrity systems, enhance accountability, and contribute to a more transparent and effective public service.

ODPOD Orients Newly Appointed Diplomats on Asset Declaration Obligations

The Office of the Director of Public Officers' Declarations (ODPOD) has today conducted an orientation session for newly appointed Malawian diplomats to familiarize them with their legal obligations under the Public Officers' (Declaration of Assets, Liabilities and Business Interests) Act as they prepare to take up their new diplomatic assignments abroad.

The orientation focused on the importance of complying with the country's asset declaration requirements, which are aimed at promoting transparency, accountability, and integrity among public officers.

The session formed part of ODPOD's ongoing efforts to ensure that public officials fully understand their responsibilities under the law before assuming new roles.

ODPOD Deputy Director Mr. Beyani Munthali delivered a presentation on the asset declaration regime, emphasizing that compliance with the Act is a key pillar in strengthening ethical conduct and promoting public \confidence in the public service.

He encouraged the diplomats to uphold the highest standards of integrity throughout their service and to ensure they meet all declaration requirements within the prescribed timelines.

The engagement also provided ODPOD with an opportunity to address common misconceptions surrounding the asset declaration process and reinforce the importance of timely and accurate declarations.

STRENGTHENING DEMOCRACY STARTS WITH TRANSPARENT POLITICAL FINANCING.

On 25 June 2026, key stakeholders gathered at the National Assembly in Lilongwe for a consultation on Political Party and Campaign Financing Transparency and Integrity in Malawi, organized by the United Nations Office on Drugs and Crime (UNODC) with financial support from the Government of Norway.

The consultation brought together parliamentarians, electoral management bodies, anti-corruption institutions, financial intelligence authorities, political parties, civil society organizations, and youth representatives to discuss how Malawi can strengthen transparency, accountability, and integrity in political party and campaign financing.

The Office of the Director of Public Officers' Declarations (ODPOD) was among the key institutions that participated in the consultation, reaffirming its commitment to promoting transparency, integrity, and accountability in public service.

ODPOD's participation reflects the important role of asset declaration systems in preventing corruption and supporting broader efforts to strengthen governance and public trust in democratic processes.

The discussions focused on raising awareness of UNCAC Resolution 11/7, identifying gaps and corruption risks within the current political financing framework, and developing practical recommendations to enhance oversight, inter-agency collaboration, and public confidence in the electoral process.

The outcomes of this dialogue will contribute to a national roadmap that will guide future technical assistance and reforms aimed at promoting transparent political financing, safeguarding electoral integrity, and advancing inclusive democratic governance in Malawi.
