Natural Resources Committee Engages Joint Taskforce on Illegal Mining

The Parliamentary Committee on Natural Resources, Energy, and Climate Change today held a high-level engagement to review the status of illegal mining activities in Malawi and the just ended progress of the joint task force.

The meeting brought together top officials, including the Principal Secretary in the Ministry of Defence, Gift Dulla, alongside authorities from the Ministry of Mining, Malawi Mining Investment Company (MAMICO), Malawi Defence Force (MDF), Malawi Police Service (MPS), and the National Intelligence Service (NIS).

The Joint Taskforce Commander, Major General LDG Phiri said the operation dubbed ‘Operation Samala Mgodi’ could be deemed a success even though this was initially a pilot phase.

He said the MDF came in through an Executive Order issued on October 21, 2025, which identified illegal mining and smuggling as direct threats to Malawi's economic growth and national sovereignty.

According to the Joint Taskforce, its exercise resulted in 400 individuals being apprehended including Chinese and Mozambican nationals, 117 metric tonnes of galena stones and 32 grammes of gold were seized while 7 primary hotspots were neutralised.

The Joint Taskforce officials said they encountered challenges such as miners operating with expired licenses but still being allowed to operate, lack of strict regulations on what happens to seized equipment and minerals and shortage of personnel in the mining sector especially at district level.

The taskforce also found that communities were protecting illegal miners than supporting enforcement which should be looked into.

Major General Phiri said the taskforce was seeking assistance from the Parliamentary Committee on development of strict licensing framework as well as regulations on confiscated equipment and minerals.

On his part, the Committee acting Chairperson Hon. Bintony Kutsaira said the Committee was interested in ironing out gaps that have been identified in enforcement of illegal mining activities.

He said the Committee was particularly interested in ensuring that mining personnel are available at district level to curb illegal mining and enforce mining licensing regulations.

Natural Resources Committee Queries Ministry on Carbon Credit Market Progress

The Committee on Natural Resources, Energy and Climate Change has queried why Malawi has not yet started benefitting from the carbon credit market even after the government listed 57 potential projects that could earn the country revenue.

The carbon credit market is a global system that allows countries and companies to trade emissions reductions through reforestation, renewable energy, or sustainable farming, and Malawi stands to benefit significantly by leveraging its forests, agriculture, and renewable energy potential to generate high-quality credits that attract climate finance and investment.

Appearing before the Committee on Monday afternoon, the Ministry of Natural Resources informed the Committee that Malawi has developed a national carbon market framework under the Paris Agreement’s Article 6, which is expected to unlock new revenue streams.

However, the Committee Chairperson, Hon. Tiaone Hendry deplored the slow progress of authorizing companies and organisations that have proposed projects that can participate on the global carbon credit market.

According to the information provided to the Committee on the status of carbon projects as of May, 2026, most of the projects are yet to conclude how much the estimated emissions reductions will be realized or the estimated projected revenue for Malawi when the credits mature ranging from one year onwards.

The committee said this was unacceptable considering that of the 57 projects, only 10 had letters of authorization and no credit had been sold and most of the developers were yet to find carbon credit buyers.
