Over K2.5 billion for people of Thyolo

Thyolo District Council has received K1,804,187,025.00 under the Governance to Enable Service Delivery (GESD 2.0) and K780,972,181.00 under the Regional Climate Resilience Programme (RCRP-2) Cycle 3 following the Council’s performance in the 2024/2025 Local Authority Performance Assessment (LAPA).

The Council was ranked 11th out of Malawi’s district councils in the assessment, making it eligible to access Performance-Based Grants (PBGs) under GESD 2.0 and RCRP-2 for the 2026/2027 financial year.

The funds, amounting to K2,585,159,206.00, will support the implementation of various development projects aimed at improving service delivery and strengthening climate resilience across Thyolo District.

Reacting to the development, Thyolo District Commissioner Noel Dakamau described the allocation as a vote of confidence in the Council’s ability to deliver meaningful development, saying the Council is committed to implementing quality and impactful projects that will directly benefit the people of Thyolo.

“We are grateful for this allocation, and I want to assure the people of Thyolo that every kwacha will be invested in quality and impactful projects that respond to the development needs of our communities. Our focus is to ensure that the people see and feel the benefits of these investments,” said Dakamau.

He further emphasized that the Council's priority is not only to utilise the funds fully but also to ensure that implementation adheres to the highest standards of quality, accountability and procurement regulations.

“Our objective is to be among the best-performing councils in the utilisation of these resources without compromising quality, value for money or standard procedures. These funds will also enable us to complete unfinished infrastructure projects that were previously supported under GESD and RCRP, including markets, health facilities, Extension Planning Areas (EPAs) and classroom blocks. Completing these investments will maximise the benefits to our communities and accelerate development across the district,” he said.

Dakamau added that when combined with resources being invested through the Reformed Constituency Development Fund (CDF), the district is poised for unprecedented transformation.

“If we effectively utilise these resources alongside the Constituency Development Fund, people will hardly recognise Thyolo in the next five years. My team and I are determined to ensure that the district is transformed through a full package of development projects that will improve infrastructure, livelihoods and public service delivery,” he said.

Commenting on the Council’s LAPA performance, Dakamau welcomed the district’s 11th position but said the Council is setting its sights even higher.

“Being ranked 11th is encouraging, but we are not satisfied. Our target is to move into the single-digit rankings, and I am fully committed to leading the Council towards that goal through improved performance, accountability and efficient service delivery,” he said.

Likoma District Council has received K147.8 million to implement Local Infrastructure Performance Based Grant (PBG).The funding follows the council's successful performance in the 2025 Local Authority Performance Assessment (LAPA).

Speaking in an interview on Tuesday, District Commissioner (DC) for Likoma, Abubakar Nkhoma, said the council secured the funds after meeting the required performance standards, earning position 18 in the assessment and qualifying for the grant.

"The Ministry of Local Government and Rural Development released the LAPA results, and Likoma ranked position 18, making it eligible for the PBG.

These grants fall under two categories, Governance to Enable Service Delivery (GESD 2.0) and the Regional Climate Resilience Programme (RCRP-2 Cycle 3).

Under GESD 2.0, Likoma has received K147.8 million, while under RCRP-2 Cycle 3, the district has received K46.4 million," said Nkhoma.

He said the district is pleased to have received the funding.

However, he noted that the amount allocated is insufficient to implement larger projects under the RCRP-2 Performance-Based Grant.

The funding was awarded following the official announcement of the 2025 Local Authority Performance Assessment results, reinforcing the government's commitment to promoting accountability, improved service delivery, and sustainable local development through performance-based financing.

Mulanje District Council has received K1.7 billion under the Governance to Enable Service Delivery (GESD 2.0) Project to implement various development projects following its success in good governance, resource management and good implementation of projects and services.

The council has also been awarded with K486 million to rebuild infrastructure damaged by Cyclone Freddy and other resilient ones under the Regional Climate Resilience Program (RCRP-2).

The District Commissioner Chriss Nawata attributed the feat to commitment of the political arm and technocrats at the council to serve citizens in the district well.

Nawata said they will continue to give people high quality and durable projects to benefit them for the long-term.

“GESD is a game changer as it gives us moe funds to erect more durable projects, and builds capacity of officers to discharge duties effectively. RCRP-2 helps us to strengthen our service delivery amid the effects of climate change,” he said.

The District Council Chairperson, Richard Chikhwakhwa, said people of Mulanje should expect an improved welfare and service delivery with the funds.

Ntcheu gets its 2.0 & Regional Climate Resilience Program-RCRP-2 Malawi funds.

Ntcheu District Council receives K1.4 billion under GESD 2 projects

Ntcheu, August 3, Mana: Ntcheu District Council has received Performance Based Grant (PBG) under 2026/2027 Governance to Enable Service Delivery (GESD 2) projects, amounting to MK1,404,061,797.

The council has also received MK 318,261,776 for Regional Climate Resilience Program (RCRP) at the Official Announcement of 2025 Local Authority Performance Assessment (LAPA) Results and Presentation of Cheques and Awards that took place at the Bingu International Convention Centre (BICC) in Lilongwe recently.

Ntcheu District Commissioner, Francis Matewere confirmed the development in an interview on Monday.

"Ntcheu District Council has received PBG for GESD amounting to MK1,404,061,797 and PBG for RCRP amounting to MK318,261,776," said Matewere.

He said the district has also been awarded with two trophies, one for consistent unqualified audit opinion 2021 - 2025 and another for 2025 unqualified audit opinion.

Matewere commended His Majesty Inkosi Ya Makosi Gomani V and chairperson for Ncheu District Council for their commitment to development of the district.

Ntchisi District Council has received at least K1.34 billion under the Governance to Enable Service Delivery (GESD) 2.0 to finance development projects across the district.

The funding, announced during the 2025 Local Authority Performance Assessment (LAPA) Results and Performance Based Grants presentation held at the Bingu International Convention Centre (BICC) in Lilongwe, includes K877, 112, 002 under GESD 2.0 and K465, 464,865 under RCRP 2.

Chairperson for the district’s council Councillor Maloto Chimkombero thanked the Government of Malawi and the World Bank for supporting local councils through the GESD programme.

"We are going to make sure that the money is used properly so that we continue to demonstrate good performance and increase our chances of receiving more funding in the future," he said.

Maloto also said local councils would build on the achievements of previous programmes, learn from past challenges and adopt best practices as the implementation of GESD 2.0 and the reformed Constituency Development Fund (CDF) progresses.

Mchinji District Council has significantly improved its performance in the 2024/2025 Local Authority Performance Assessment (LAPA), moving from 26th position in the previous assessment to 15th out of 28 district councils.

The assessment, conducted from January 5 to 19, 2025, determines local authorities' eligibility for Performance-Based Grants (PBGs) under the Governance to Enable Service Delivery (GESD) 2.0 and the Regional Climate Resilience Programme (RCRP-2) for the 2026/2027 financial year.

Following the improved performance, the council has qualified for grants amounting to K1,289,603,999 under GESD 2.0 and K607,055,074 under RCRP-2.

The funds will support the implementation of development projects aimed at improving service delivery and strengthening climate resilience across the district.

Mchinji District Commissioner Reinghard Chavula described the results as a major achievement for the council, saying they would translate into tangible development benefits for communities.

"We have done well as a district. This means we will implement more development projects under GESD 2.0 and RCRP-2. Our communities will benefit from improved infrastructure and other development interventions that these projects will deliver," said Chavula.
