DC’s BEST WISHES MESSAGE TO JCE CANDIDATES IN BALAKA DISTRICT

As the 2026 Junior Certificate of Education (JCE) examinations commence, I wish to convey my best wishes to all candidates sitting for the examinations in Balaka District.

These examinations represent an important milestone in the education journey of our learners and a significant step towards their future aspirations. The examinations provide an opportunity for candidates to demonstrate the knowledge, skills, and values they have acquired through years of learning, hard work, and dedication.

I am encouraged by the commitment and preparation demonstrated by learners, teachers, parents, guardians, School Management Committees, and all stakeholders who have worked tirelessly to ensure that our candidates are ready for this important national assessment.

As a district, we remain optimistic that our learners will approach the examinations with confidence, discipline, determination, and integrity. It is my sincere hope that they will remain focused throughout the examination period and perform to the best of their abilities.

I also take this opportunity to acknowledge and commend teachers and education partners for their continued efforts in promoting quality education and improving learning outcomes across Balaka District.

Departed Sub T/A Chimatiro hailed as he is escorted to his final resting place

A multitude of mourners gathered on Friday at Sub Traditional Authority Chimatiro’s Headquarters in Balaka District to pay their last respects to the departed traditional leader.

Sub Traditional Authority Chimatiro died Wednedsay afternoon following a road accident that occurred at Kalambo while he was travelling to Liwonde.

Speaking during the funeral ceremony Director of Administration in the Ministry of Local Government and Rural Development, Timpunza Mwansambo describe late Chimatiro as a loving and intelligent chief who brought people together.

“The president and her excellency are saddened by the death of Sub Traditional Authority Chimatiro. He will be remembered as a chief who brought development in his village and with his sadden death, a lot of things will stop until his successor is selected,” said Mwansambo.

A family representative from the deceased family, Stephano Yahaya said, the family is mourning for the loss of their leader as he was the pillar of the family.

“We are mourning for our father who has left us behind and we will miss his guidance to us,” said Yahaya.

On his part Balaka District Commissioner Bibu Yusufu Mdala, said the tragic road accident that claimed the life of STA Chimatiro came as a great shock to Balaka District Council, as it has lost a dependable traditional leader, a development partner and a father figure to many people.

Born Austin Bamusi, in 1984 he began serving as Group Village Headman and was later elevated to the position of Sub-Traditional Authority on 13th June, 2022.

Balaka District Council regrets to announce the death of Sub Traditional Authority Chimatiro.

STA Chimatiro died the afternoon of 27th May, 2026 in a road accident that occurred at Kalambo on his way to Liwonde.

The late STA Chimatiro will be laid to rest Friday at his headquaters.

KFW delegation impressed with progress at Khwisa Health centre

Delagation from German Development Bank KFW on Tuesday commended progress made at Khwisa Health Centre in Balaka District following investments under the Primary Health Services Programme.

The multisectoral mission included Secretary for Health Dr. Dan Namalika, Senior Portfolio Manager Simone Sieler, officials from the Ministry of Health and Sanitation and representatives from Balaka District Council.

Speaking during the visit, Dr. Namalika described Khwisa Health Centre as one of the most important health facilities in the area, stressing the need to develop it into a centre of excellence for healthcare delivery.

“We need to ensure that services provided at the health facilities match the competencies and skills of available healthcare workers in order to improve the quality of healthcare delivery,” he said.

Dr. Namalika also emphasized the need to introduce blood bank services at the facility to enable local management of complications.

Senior Portfolio Manager Simone Sieler expressed satisfaction with the progress registered at the facility, saying the health centre had met her expectations in terms of construction standards and service delivery.

Director of Health and Sanitation Services for Balaka District, Dr. Chimwemwe Thambo, said the opening of Khwisa Health Centre has eased pressure and congestion at Balaka District Hospital.
Meanwhile, Thambo further said plans are underway to station an ambulance at the facility and transform it into a centre of excellence in health service delivery.

Group Village Head Mackenzie thanked the delegation for visiting the facility and appealed for expansion of the health centre to meet growing healthcare demands from surrounding communities.

KFW financed the construction of the facility and supplied medical equipment currently being used to improve healthcare services in the area.

The delegation toured various departments at the facility and appreciated improvements in healthcare service delivery after the construction and equipping of the health centre.

Balaka DC Mdala commended for commitment to service delivery

Minister of Local Government and Rural Development, Dr Ben Malunga Phiri, Friday commended Balaka District Commissioner, Bibu Yusufu Mdala, for his leadership and commitment to service delivery.

In a letter dated May 6 2026, Phiri hailed Mdala for his dedication to the people of Balaka and the confidence development partners have in him as evidenced by projects and programmes they support and finance in Balaka.

“The inclusion of Balaka District in the Iceland-Malawi Basic Services Partnership is a clear sign of the confidence that partners have in your leadership. With this trust comes expectation, and I do expect you to deliver as required and maintain the high standards you have set,” Phiri says.

He adds that the Iceland-Malawi Basic Services Partnership is an opportunity to accelerate access to basic services for the people of Balaka. Phiri further urged Mdala “to keep the momentum of making Balaka great again”, apparently in reference to the time the council emerged as a top performer in the Local Authority Performance Assessment (LAPA) results in 2021.

“I also encourage you to continue submitting well-detailed weekly reports to the Ministry. Kindly ensure you include updates on revenue collected against weekly targets and the status of key projects under implementation. This will help us track progress and provide timely support where needed,” the Minister said.

MEC launches Parliamentary Election in Balaka Mulunguzi

The Malawi Electoral Commission (MEC)on Friday officially launched a fresh parliamentary election in Mulunguzi Constituency following the nullification of the previous results by the Supreme Court of Malawi.

James Makhumula of the Democratic Progressive Party (DPP) challenged the declared winner Ireen Mambala (independent) in court.

Speaking during the launch, at Kankao Teachers Development Centre (TDC) MEC Commissioner Reverend Philip Kambulire urged the electorate to maintain trust in the Commission’s processes, emphasizing that the court’s decision should not be interpreted as a failure on the part of MEC.

“When the courts are analyzing issues, there are a lot of factors they consider. It is not necessarily that MEC had shortcomings. Candidates have the freedom to lodge complaints and seek redress, and outcomes depend on how they present their cases before the courts,” said Kambulire.

Balaka District Commissioner, Bibu Yusufu Mdala, commended MEC for swiftly adhering to the court directive, describing the move as timely and necessary.

“It is encouraging to see MEC acting with urgency. As councils, we are in the process of implementing the reformed Constituency Development Fund (CDF), and Members of Parliament play a crucial role.

“The nullification of the Mulunguzi election meant the area had no representation, which could have negatively affected the CDF process,” Mdala said.

Senior Chief Chanthunya also called for collaboration among all stakeholders to ensure a successful electoral process. He urged community leaders and institutions to intensify civic awareness so that eligible voters turn out in large numbers on polling day.

“I appeal to all structures to work together and ensure that people are well informed about the election. Come June 30, all eligible voters must exercise their right to vote,” he said.
The fresh election has been scheduled for June 30, 2026, and will involve only candidates and voters who participated in the initial poll held on September 16, 2025.

The fresh election is expected to restore parliamentary representation in Mulunguzi Constituency and ensure continued development planning through the CDF framework.

Iceland, Malawi sign MWK 23.6 billion Basic Services Programme deal

The Governments of Malawi and Iceland on Wednesday have signed partnership financing agreements worth approximately USD 12.9 million (MWK 23.6 billion) to implement the Iceland–Malawi Basic Services Programme in Balaka, Machinga and Salima districts.

The signing ceremony, held at the Ministry of Finance, Economic Planning and Decentralization in Lilongwe, marked a significant investment in the socio-economic development of rural communities.

Speaking during the event, Head of Mission of Iceland to Malawi, Dr. David Sigurður, said the programme reflects Iceland’s commitment to supporting Malawi’s decentralized development agenda and strengthening basic services in hard-to-reach communities.

The signging ceremony will see Balaka upgrading kalembo health centre to Complehensive Emergency Obstetric and New born Care (CEMONC) facility, construction of new primary school at Namanje around Nandumbo, construction of infrastructure at Mvimbang'oma primary school, installation of 5 reticulated water systems, construction of One-Stop Centre (OSC) at Boma and climate reselience ( planting trees).

The programme is expected to run from April 2026 to December 2028, with each district expected to receive up to USD 4.3 million to support priority sectors.

TIKUMA Trains Community Facilitators to Strengthen Child Protection in Balaka

Atotal of 35 community facilitators have been trained under the Tikwanilitse ndi Kuteteza Maufulu Aana (TIKUMA) initiative in Balaka, in a move aimed at promoting a community-driven approach to child protection and family wellbeing.

The training, implemented under the Safe Family programme, is expected to empower communities of Traditional Authority Kachenga to take a leading role in addressing violence against children and improving relationships within households.

Speaking at the end of a five-day training to the community facilitators Saturday, child Protection Technical Coordinator for Save the Children, Angella Manda, whose organisation is the donor holder for the programme, said the initiative seeks to foster positive parent-child relationships while tackling various forms of abuse children face both at home and in their communities.

“We understand that many children experience violence in their homes and communities. Through this programme, we want to create environments where children feel safe, valued and protected,” said Manda.

Acting Director of Community and Social Services for Balaka District Council, Mphatso Chisepa, commended Save the Children through MAGGA for implementing the initiative, describing it as key to strengthening child protection systems.
She expressed concern over statistics indicating that more than 50 percent of children are at risk of abuse, calling the situation alarming.

Traditional Authority Kachenga also pledged continued support for the initiative, expressing optimism that it will bring positive change in his area.
