International Yoga Day 2018

‘Yoga’ has its roots in ancient Hindu sacred writings. The teaching of Yoga was mainly handed down by word of mouth from “Guru” (Master/ Teacher) to “chela” (students).
The word ‘Yoga’ comes from the Sanskrit word ‘yuj’ which means ‘to join’, ‘to yoke’. This leads to the definition that yoga is a means of joining one thing to another.
Simply expressed ‘Yoga’ is the ‘joining’ and ‘yoking’ of the individual soul to the ‘universe soul’ and the union of the personal spirit with the supreme. Yoga teaches us that any individual may achieve the state of spiritual advancement if he leads the right kind of life and studies and practices assiduously the means to obtain such accomplishment.
The principal vehicle for teaching of yoga has been the Vedas. In their original form the teaching was given an affirmation, general rules of conduct.
It is said that an Indian sage Patanjali is called the ‘Father of Yoga’. He collected old writings and formed with them, his ‘Yoga Sutras’. The Sutras are condensed statements written and coordinated to give the principles of Yoga a particular philosophy.
Even though many years have passed, many generations of thinkers and philosopher have come and gone, the principle of Yoga is timeless. The teaching of Yoga is timeless, is as right and effective today as it was thousands of years in the past.

Ernest Wood, Professor of American Academy of Asia studies has brought out that ‘Yoga’ is a system of spiritual and physical culture practised from ancient times of India. Its exponents combine religion, philosophy, psychology, culture into one complete science and art. Yoga has been applied not only to the central aim of attaining heightened consciousness, but also to the development of every human faculty - Physical, emotional and ethical.
Dennis Dune, Principal of London School of Yoga says ‘Yoga’ is a method by which to obtain control of one’s latent powers. It offers the complete means to Self-Realisation.
Yoga is a subject of such breadth and depth that it covers every possible phase of human existence. The fact that it has existed unchanged for so many years, speaks clearly of its veracity and usefulness to mankind.
It is therefore clear that Yoga is a way of life which can be practised by any human being regardless of age and condition of health. It is based on general physical and spiritual tenet applicable to all mankind.

The practice of Yoga stress gentle and rhythmic movement. By applying knowledge of the physiological aspect of the body, that is the gland, nerve and organ on which its health depends, Yoga aims to keep body supple, young and in full vigour of health long beyond the normal span.
Regular practice of yoga is beneficial to improve neuro-muscular coordination, makes the bones muscle and nerve healthy. It is of use for defective eyesight. It simulates the pancreas and helps in diabetes management. It improves breathing and lung capacity. It is helpful to relieve neck, back and spine suffering and ailment. It helps to counter stress and anxiety to keep the mind calm and quiet and develop positive frame of mind.
The International Yoga Day was celebrated on 21 June, 2018 at Swami Vivekananda International Convention Centre (SVICC), Pailles. The official launching of activities was performed by H E Mr Paramasivum Pillay Vyapoory, Acting President of the Republic of Mauritius, in the presence of H E Shri Abhay Thakur, High Commissioner of India and important personalities of Ministry of Health and Quality of Life and representatives of various Non-Governmental Organisations (NGOs).
The High Commissioner of India spelt out the message of H.E Prime Minister of India, Shri Narendra Modi that ‘Yoga’ is an invaluable gift of ancient Indian tradition. It embodies unity of mind and body. It promotes harmony between man and nature. Approximately 1000 participants from different parts of the country participated in this event.
The session was concluded with a meditation session to eliminate negativity such as fear, anger, and depression. Meditation enhances concentration, memory and clarity of thought.
To end the session participants collectively took part in a prayer to commit to a balanced state of mind. It is the highest stage of self-development to commit to duty towards self and society, to the world. In essence the benefits of Yoga can be summarised as:
 It teaches one to develop one’s latent, inborn faculty.
 It helps to develop will-power through control of emotion, resistance to temptation of passion, power and greed.
 Yoga expands the intellect, develops spiritual consciousness.

On the occasion of International Yoga Day, it is important to recall the gist of the teaching of Yoga. Through concentration and mediation we move towards mental and spiritual improvement. We have the possibility to cure pain and alleviate our ailment by harnessing our vital force. Yoga teaches a life of selfless service to mankind and to the community. It is said that practice of Yoga opens the heart and mind. It shows the pathway to long life, happiness, peace and harmony. Beyond doubt, these basic inherent principles and values in Yoga contribute towards serenity and calmness. Serenity builds confidence, takes us to a higher level of intellect, to adopt better attitude towards every citizen, our surrounding and get better focus to development and overall well-being of humanity photographs shown below illustrate the manner International Yoga Day has been celebrated with collaboration of stakeholders.

World No To***co Day - 31 May 2018

On the 31 May 2018, World No To***co Day is celebrated. The focus of World No To***co Day 2018 is 'To***co and heart Disease.'

To***co use is an important risk factor for development of coronary heart disease, stroke and other peripheral vascular disease. Despite the harmful effect of to***co to sound coronary health, knowledge among large sections of the public that to***co is a leading cause of cardio-vascular disease is paradoxically quite low.
Cardio-vascular disease (CVD) can kill more people than any other cause of death worldwide. To***co use and regular exposure to copious to***co smoke contribute to approximately 17% of all heart mortality. To***co use is the second leading cause of Cardio-vascular disease (CVD) after high blood pressure.

It is estimated that every year more than 7 million deaths are attributed to to***co smoking out of which 900,000 result from non-smokers breathing in dense to***co-smoking atmosphere. It is indeed revealing that nearly 80% of more than 1 billion smokers worldwide occur in low and middle income countries where the toll of to***co related health complication and death is considered to be heaviest.

To commemorate the World No To***co Day a function was held at 1400 hours at the premise of MBC TV, Moka. The Minister took the opportunity to unveil
'No To***co No Smoking' posters and a well-prepared video clip designed and conceived with the assistance of MBC.

He outlined the following measures to prevent to***co smoking:-
· Need to adopt policy to monitor and prevent to***co smoking
· Protect people from exposure to to***co smoke by providing for no smoking, smoke free area at public place, work place and public transport
· Provide assistance to quit to***co, including counseling by Medical and Health staff on deleterious effect of to***co smoking habit
· Arrange to disseminate warning about danger of to***co by promoting plain/standardized cigarette packaging or making use of conspicuous graphic health warning.
· Enforce comprehensive ban on to***co advertisement

Media and sensitization campaign is being undertaken in Mauritius and Rodrigues to prevent and discourage to***co smoking for the well-being of the population.

Dr the Hon Anwar Husnoo, Minister of Health and Quality of Life led a delegation to represent the country at the World Health Assembly meeting from 19 to 22 May, 2018.

On the margin of the WHA meeting, the delegation of our country took part on 19 May, 2018 at ECSA Ministers of Health meeting. The Minister of Health of Uganda was elected as the Chairperson of ECSA. The overall Action Plan of ECSA comprising training, capacity building and mutual assistance for improvement of health was adopted.

On 20 May, 2018, the High level Commonwealth Health Minister's Conference was held. Discussions took place on Universal Health Coverage (UHC) and Non-Communicable Disease (NCD). Hon A Husnoo intervened to point out that following the Non-Communicable Disease (NCD) Survey held in 2015, prevalence of diabetes had stabilized at 22.8%. NCD Clinics had been put up at different Regional Hospitals. With decentralization of Health Service, measures were being taken to attend to patients within reach of their residence. It meets the objective of the Universal Health Coverage (UHC) to provide for equity in access to Health Services wherever and whenever needed. With assistance of World Health Organisation (WHO) an important exercise for assessment of NCD programme is being undertaken. As a result of the assessment exercise, our country will play an important role model for progress achieved to curb NCD.

The Plenary Session of the World Health Assembly opened on 21 May, 2018 with the election of the President if the session. The Minister of Health of Zimbabwe was chosen to chair the WHA session of 2018.
Dr Tedros Ghebreyesus, Director General of WHO gave an address at the WHA session. He announced the holding of 2 important meetings, namely:-
i. The High level Meeting on Non-Communicable Disease (NCD) in New York; and
ii. The high level meeting on Tuberculosis (TB)
He brought out that there will be concertation and consultation to transform WHO to better serve the exigencies in the field of Health.

It must be brought out that the theme chosen for the World Health Assembly session was "Health for All: Commit to Universal Health Coverage (UHC)." The Minister of Health and Quality of Life of our country had the opportunity to intervene at the Plenary session of 22 May, 2018. Confirmation was given that our Government with its policy of free Health Care adhered to the principle of Universal Health Coverage (UHC). In recent years the world has seen a rise in Non-Communicable Disease (NCD). There is growing concern worldwide about the problem of NCD. With the support and collaboration of stakeholders, a multi-disciplinary approach in relation to healthy diet, healthy life-style, prevention, sensitization is being adopted to curb the problem of Non-Communicable Disease. In view of resistance to anti-biotic, with WHO Technical Assistance a comprehensive Anti-Microbial Resistance Action Plan has been developed to lead to one health approach. The initiative adopted by WHO to have recourse to pooled procurement medicine strategy was endorsed to ease access to medicine and vaccine to lead to reduction in cost and contribute towards lowering of disease burden for alleviating suffering of patients. The WHO was informed that to address the problem of drug trafficking and drug addiction, a High Level HIV and Drug Advisory Council chaired by the Prime Minister had been set up. It signified high level commitment to do everything to address the harmful drug problem. The opportunity was taken to express our thanks for the assistance and support of WHO to achieve better health for our population.

Our Minister took part in a Ministerial Meeting on the Special Initiative for the SID Member countries to address the problem of Climate Change and Health. Following the WHO Global Conference on Health and Climate Change for SIDS Group of Africa and South East Asia Region held in Mauritius from 21 to 22 March, 2018, our Minister reported at the important SIDS meeting, an innovative forward looking Action Plan had been elaborated. Proposals were made for adoption of concrete steps for empowerment to support health leadership at level of SIDS. It was necessary to make provision for systematic evidence to attract investment for funding. There was need for preparedness for climate risk and sustain health promoting mitigation and it was important to mobilise resource to facilitate access to Climate and Health Finance. A recommendation was made for setting up of a Special Fund for SIDS Group to cope with Climate Change and Health. Dr Tedros Ghebreyesus marked his presence at the meeting and announced that particular attention will be devoted to the fate of the SIDS member states in view of their vulnerability to Climate Change.

On the sideline of the WHA meeting, arrangements were made to take part in a meeting organised by Les Entreprises du Medicament (LEEM) in collaboration with Organisation Internationale de la Francophone. The Secretary General of OIF and Mrs Agnes Buzyn, French Minister of Health were present at the meeting. It was a meeting to develop solidarity to cope with the emergence of Anti-Microbial Resistance to ensure judicious use of anti-biotic for prevention and control of infections.

A fruitful meeting was held with representatives of the International Atomic Energy Agency (IAEA). Established in 1957 as an autonomous organisation under the United Nations (UN), the IAEA has made huge contribution to human well-being and to save millions of lives. The IAEA has played an increasing role in both the diagnosis and treatment of major non-communicable disease including cancer and heart diseases. Following discussion, assistance of IAEA would be extended in relation to medical imaging, radiotherapy facility to cope with rise in problem of cancer especially with the setting of a new Cancer Centre.

Participation at the WHA meeting has been beneficial to voice out to the international community the fragile, vulnerable situation of SIDS member states to the vagaries of climate change and also to develop important network with international institutions to obtain assistance for improvement of quality care.

Conseils aux passagers se rendant à La Réunion

En vue des cas de dengue enregistrés à La Réunion, le ministère de la Santé et de la Qualité de la Vie demande aux passagers se rendant à la Réunion de prendre les précautions suivantes :
1. D'éviter les piqures des moustiques en :

 portant des vêtements qui couvrent autant que possible tout le corps, comme des longues manches et des vêtements aux couleurs claires et des pantalons;

 appliquant des crèmes anti-moustiques sur les parties exposées du corps et en répétant cette application chaque trois ou quatre heures;

 utilisant des moustiquaires et des produits antimoustiques comme serpentin, diffuseur electrique pour repousser les insectes;

2. Se rendre dans un centre de santé le plus proche en cas de fièvre ou douleurs musculaires.

Au retour de voyage de La Réunion, les passagers doivent rapporter tout cas de fièvre récente, douleurs
musculaires au bureau sanitaire régional.

Laying of Foundation Stone Ceremony Thursday 29 March, Petite Riviere AHC

The present Community Health Centre (CHC) of Petite Riviere is an old structure subject to leakage during heavy rainfall. The consultation room and reception area are not enough spacious.The Annual attendance of patients for year 2016 is already on high side to the order of 56,678.

For this reason provision has been made to convert the Community Health Centre (CHC) into an Area Health Centre (AHC) offering enhanced health service to inhabitants of the region.

In December, 2017 a contract for the amount of Rs 38,392,000 was awarded for the construction of a new storeyed, Ground Floor and 1st floor on a portion of land of an overall area of 2545 square meter. The overall built-up area of the new AHC will be 1360 square meter. The new AHC will extend a range of important Health Services:-
• Diagnosis and treatment of diseases, injuries, pair, bleeding, swelling;
• NCD Clinic, Diabetic Clinic, Oral Health Dental Services;
• Antenatal Well Baby Clinic;
• Vaccination, Care of Babies, Children,
• School Health Programme Service;
• Health Education, Nutrition, Healthy diet, Healthy living sensitization;
• Family Planning, Maternity Services, Family Counseling to Adult and Young;
• Dispensing of Medicine for cure of patients.

The project is expected to be completed in about 15 months. Provisionally, essential Health service is being provided at Social Welfare Day Centre of Petite Riviere. With completion of new AHC Project, vital Health Service will be extended within the reach of inhabitants of Petite Riviere and the surrounding location.

The laying of foundation Stone Ceremony was held on Thursday 29 March, 2018 at 15 30 hours in the presence of Deputy Prime Minister, Minister of Energy and Public Utilities, Minister of Tourism, Minister of Health and Quality of Life, Minister of Social Integration and Economic Empowerment, Minister of Civil Service and Administrative Reforms, the Hon Jean Nel Alain Aliphon, Parliamentary Private Secretary (PPS). An important gathering of inhabitants of the region who attended the function were delighted with the launching of such an important project which will be beneficial for the upliftment of the locality.
