The Integrity Watch Platform (https://integritywatch.mk/ ) for North Macedonia is an open-data platform that allows citizens to explore how money and power intersect in public decision-making processes. Developed by Transparency International- Macedonia, the platform brings together key datasets on political financing, public procurement and exploration of mineral goods and hydropower plants, which represent the three areas most vulnerable to corruption and abuse of public office.

Имплементиран проект: „Невидливи граѓани: Промовирање на политички интегритет и транспарентност за лицата со оштетен вид“

Под-грантот „Невидливи граѓани: Промовирање на политички интегритет и транспарентност за лицата со оштетен вид“ беше дел од проектот „Следење на интегритетот во Западен Балкан и Турција: граѓанските организации во борбата против корупцијата со користење на податоци за политичкиот интегритет“, имплементиран од Транспаренси Интернешнл – Македонија и поддржан од Европската Унија. Овој под-грант беше имплементиран од Здружението за европска социјална инклузија „ЕСИ НЕЛИС“. Проектот истражуваше како механизмите на политички интегритет, како што се законодавните процеси и јавните процеси на донесување одлуки, често ги занемаруваат потребите на слепите и лицата со оштетен вид во Северна Македонија. Со користење отворени податоци и анализа базирана на докази, проектот ги документираше недостатоците во пристапноста и се залагаше за системски подобрувања.

Implemented project: “Invisible Citizens: Promoting Political Integrity and Transparency for the Visually Impaired”

The sub-grant: “Invisible Citizens: Promoting Political Integrity and Transparency for the Visually Impaired” was part of the project “Integrity Watch in the Western Balkans and Turkey: Civil Society Organizations in the Fight Against Corruption Using Political Integrity Data”, implemented by Transparency International-Macedonia and supported by the European Union. This sub-grant was implemented by Association for European Social Inclusion “ESI NELIS”. This project investigated how political integrity mechanisms such as political legislative processes, and public decision making often overlook the needs of blind and visually impaired people in North Macedonia. Using open data and evidence based analysis, the project documented accessibility gaps and advocated for systemic improvements.

Со интегритет против корупцијата, имплементиран под-грантот: „INTEGRITY HACK: Отворени податоци против политичка корупција“

Под-грантот „INTEGRITY HACK: Отворени податоци против политичка корупција“ беше дел од проектот „Следење на интегритетот во Западен Балкан и Турција: граѓанските организации во борбата против корупцијата со користење на податоци за политичкиот интегритет“, кој се имплементира од Транспаренси Интернешнл-Македонија а поддржан од Европската унија. Овој под-грант беше спроведен од Институт за економски стратегии и меѓународни односи ОХРИД.

Проектот беше реализиран преку сет на активности кои вклучуваа од промоција и мобилизација на учесници, до обуки, практична групна работа и развој на конкретни резултати. Во согласност со оригиналниот концепт на проектот, имплементацијата ги комбинираше темите на младински политички ангажман, борба против корупција и политички интегритет, отворени податоци и транспарентност, како и развој на практични политики и civic-tech идеи. Проектот беше дизајниран не само да го зајакне разбирањето на учесниците за предизвиците поврзани со интегритетот, туку и да им помогне овие теми да ги преточат во реални предлози, дигитални концепти и реформски ориентирани препораки кои младите политичари можат да ги применат во своите партии, општини, институции и заедници.

With integrity against corruption, implemented the sub-grant: “INTEGRITY HACK: Open Data Against Political Corruption”

The sub-grant: “INTEGRITY HACK: Open Data Against Political Corruption” was part of the project “Integrity Watch in the Western Balkans and Turkey: Civil Society Organizations in the Fight Against Corruption Using Political Integrity Data”, implemented by Transparency International-Macedonia and supported by the European Union. This sub-grant was implemented by Ohrid Institute for Economic Strategies and International Affairs. The project was implemented through a set of closely connected activities that moved from outreach and participant mobilization to training, practical group work, and the development of concrete outputs. In line with the original project concept, the implementation combined youth political engagement, anti-corruption and political integrity themes, open data and transparency issues, and the development of practical policy and civic-tech ideas. The process was designed not only to strengthen the participants’ understanding of integrity-related challenges, but also to help them translate these themes into realistic proposals, digital concepts and reform-oriented recommendations that young politicians can carry into their own parties, municipalities, institutions and communities.

Political Financing – Who pays for politics?

Campaigns cost money. But who’s paying the bills and what do they get in return? Our data backtracks the declared donations, incomes, and expenditures of political entities and candidates – since 2021– so you can see how money flows, especially around elections.

Political parties by law are entitled to receive resources form the state budget for their regular conduct of activities and to support their participation on elections. Political parties are obliged to publish their financial reports, which must be submitted to various institutions at various times, and must also be published on their websites. However, some parties do not publicly publish their financial information on their websites, and when they do, it is often not in an open, searchable format. The database prepared within the framework of this project will allow an easy overview of political financing. This database can be used by various stakeholders who, through open data, can hold high officials accountable for their political action and participation in the decision making process.

Donations

Political parties are financed not only through public funds but also through private donations, both for their regular operations and for their election campaigns. In this section, you can review the donations received by the parties from 2021 to 2024. Also you can find information about donations for regular operations as well as for the presidential and parliamentary elections held in 2024. You can see how many donations the parties received, who the biggest donors are and how much money was donated for the election campaigns.

Public Procurement – Where does your tax money go?

Macedonian’s public institutions spend hundreds of millions each year through procurement, and yet, due to technical difficulties to check everything, most citizens don’t know who wins or why. Integrity Watch platform for North Macedonia visualizes those tenders – since 2021 – helping you see which companies consistently get public contracts, how big those contracts are, from which institutions, and potential connections of public officials with such contracts or companies. Although the public procurement systems has been strengthened in recent years in both Macedonia and the Western Balkan countries, irregularities and corruption risks are still detected. The Platform gives information for public contracts for the ministries.

Open data and easy overview of awarded concessions are needed to inform citizens and all stakeholders about this important issue. The openness of this data has clear relevance due to the economic and environmental consequences of these decisions. Data on these fields from the competent institutions is limited and citizens do not have a clear picture of how these agreements affect the economy and the environment, positively or negatively. The awarding of these concessions is still not sufficiently transparent and is a need to strengthen the oversight of the awarding. By increasing the openness of this data, should be increased the oversight role of the citizens, the media and civil society organizations and will enable questions to be risen in this area and to enable the creation of better policies and decision-making.
