📍Le Centre Régional de Fusion d’Information Maritime (CRFIM) a participé au Forum mondial des centres de fusion maritime (GFMFC), tenu du 24 au 26 mars 2026 à La Valette, à Malte 🇲🇹.

⏩Ce forum de trois jours a rassemblé les chefs de centres de fusion maritime du monde entier afin de renforcer la coopération internationale en matière de sécurité maritime ainsi d'échange et de partage d’informations.

⏩Cette invitation a permis le CRFIM de mettre en lumière son expérience régionale dans les mécanismes d’échange et de partage d’informations rélative à la sûreté et sécurité maritimes ainsi que les bonnes pratiques favorisant une coopération opérationnelle efficace entre les différents centres.

⏩Le répresentant du CRFIM a également souligné durant son intervention la nécessité d'utiliser un language commun dans le cadre d'échange et de partage d'information afin de faciliter une bonne et meilleure compréhension standard sans oublier de faire attention à la gestion sur le niveau de bruit informationnel provenant des médias.

🟦RMIFC’s Participation in the Global Forum of Maritime Fusion Centers (GFMFC)

📍The Regional Maritime Information Fusion Center (RMIFC) participated in the Global Forum of Maritime Fusion Centers (GFMFC), held from March 24 to 26, 2026, in Valletta, Malta 🇲🇹.

⏩This three-day forum brought together the heads of maritime fusion centers from around the world to strengthen international cooperation on maritime security and the exchange and sharing of maritime information.

⏩This invitation allowed the RMIFC to highlight its regional experience in mechanisms for exchanging and sharing information related to maritime safety and security, as well as best practices that promote effective operational cooperation among the various centers.

⏩During his presentation, the RMIFC representative also emphasized the need to use a common language in the context of information exchange and sharing to facilitate a clear and consistent understanding, while also paying attention to managing the level of information noise originating from the media.

🔵RMIFC’s participation in this international forum demonstrates its ongoing commitment to promoting maritime security in the Western Indian Ocean and strengthening partnerships with regional and international stakeholders.

🌊Renforcement de la coopération régionale en matière d’échange d’informations maritimes et de lutte contre le trafic de drogue

📍Le Centre Régional de Fusion d’Information Maritime (CRFIM) a accueilli une réunion organisée par l’United Nations Office on Drugs and Crime (UNODC) portant sur la coordination des accords au sein de l’Architecture régionale de sécurité maritime. Cette rencontre a réuni les représentants du TPC, regroupant le Mozambique, la Tanzanie et l’Afrique du Sud, dans les locaux du centre.

🟦L’initiative vise à renforcer la coopération entre les deux entités, notamment en matière d’échange d’informations maritimes et de lutte contre le trafic transnational de stupéfiants. La réunion a été ponctuée par des séances de présentation, des discussions techniques de travail ainsi qu’une visite du centre de veille du CRFIM, au cours d’une session qui s’est déroulée sur une journée entière.
À terme, cette dynamique de collaboration devrait se concrétiser par la signature d’un mémorandum d’entente (MoU), afin de consolider et d’opérationnaliser les efforts conjoints des différents acteurs impliqués.

🌊 Strengthening Regional Cooperation in Maritime Information Sharing and Drug Trafficking Prevention

📍The Regional Maritime Information Fusion Centre (RMIFC) hosted a meeting organized by the United Nations Office on Drugs and Crime (UNODC) focusing on the coordination of agreements within the Regional Maritime Security Architecture. The meeting brought together representatives of the TPC, comprising Mozambique, Tanzania, and South Africa, at the Centre’s premises.

🟦The initiative aims to strengthen cooperation between the two entities, particularly in maritime information sharing and the fight against transnational drug trafficking. The meeting included presentation sessions, technical working discussions, and a visit to the RMIFC Watchfloor, during a full-day session.
Ultimately, this collaborative momentum is expected to lead to the signing of a Memorandum of Understanding (MoU), in order to consolidate and operationalize the joint efforts of all stakeholders involved.

⏩This visit provided an opportunity to present the missions and activities of the RMIFC in maritime information sharing and analysis in the Western Indian Ocean region. The delegation also visited the Watchfloor to observe the operational functioning of the centre.

L'événement a bénéficié du soutien de l'Union européenne à travers le nouveau programme « Safe Seas Africa (SSA) » — visant à pérenniser la sûreté et la sécurité maritimes en Afrique — en partenariat avec la Direction générale des relations internationales et de la stratégie (DGRIS-France).

🌊 Le CRFIM participe à l’opération Southern Readiness 2026 (K-OSR 26) à Mombasa

Le Centre Régional de Fusion d’Informations Maritimes (CRFIM) a pris part à l’exercice multinational Southern Readiness 2026 (K-OSR 26), organisé à l’Académie maritime Bandari à Mombasa, au Kenya.

Pendant quatre jours, des officiers de marine, des agences maritimes kényanes ainsi que des partenaires internationaux, notamment EUNAVFOR et Combined Maritime Forces (CMF), ont participé à plusieurs activités clés, parmi lesquelles :

▪️ Exercices VBSS (Visite, Arraisonnement, Fouille et Saisie) à bord de la frégate espagnole Victoria, visant à renforcer les compétences opérationnelles et l’interopérabilité entre les forces participantes.
▪️ Formation en imagerie aérospatiale au Kenya Naval Training College (KNTC), destinée à consolider la contribution du CRFIM au renforcement des capacités régionales en analyse d’imagerie, dans le cadre de son rôle clé de partenaire de partage d’informations, et à améliorer les capacités de surveillance et de renseignement maritime.

À cette occasion, le Brigadier Sankale Kiswaa, commandant adjoint de la marine kényane, a salué la coopération et l’engagement de l’ensemble des participants, dont le CRFIM, en faveur du renforcement de la sécurité maritime régionale.

The Regional Maritime Information Fusion Centre (RMIFC) participated in the multinational Southern Readiness 2026 (K-OSR 26) exercise, held at the Bandari Maritime Academy in Mombasa, Kenya.
Over four days, naval officers, Kenyan maritime agencies, and international partners, including EUNAVFOR and the Combined Maritime Forces (CMF), took part in key activities:
▪️ VBSS exercises (Visit, Board, Search, and Seizure) aboard the Spanish frigate Victoria, aimed at strengthening operational skills and interoperability among participating forces.
▪️ Aerospace imagery training at the Kenya Naval Training College (KNTC), to enhance RMIFC’s contribution to regional capacity-building in imagery analysis, support maritime information-sharing, and improve maritime surveillance and intelligence capabilities.

🌊RMIFC participated in the Western Indian Ocean regional symposium on marine pollution emergency response, held in Zanzibar on the 19th to 22nd January 2026, followed by a 3 day training, 23rd to 25th January 2026 on Hazardous and Noxious Substances (HNS),

⏩organized by the Nairobi Convention Secretariat in collaboration with the UK Ocean Country Partnership Programme (OCPP), the Indian Ocean Commission (IOC), and Organe de Lutte contre l'Evènement de la Pollution Marine (OLEP).

🟦The objective of the symposium is to enhance coordination, collaboration, and capacity among the WIO coastal countries in preventing and managing marine pollution incidents. This is vital for the protection of the marine environment and the well-being of coastal communities. The symposium contributes to existing regional programme by providing the opportunity for presentation and discussion on implementation of the final WIO Regional Contingency Plan as requested under Decision CP11/12.5 on finalization and implementation of the Regional Contingency Plan for Preparedness and Response to Marine Pollution Incidents within the Region.

⏩Cette activité a été organisée par le Secrétariat de la Convention de Nairobi, en collaboration avec le UK Ocean Country Partnership Programme (OCPP), la Commission de l’océan Indien (COI) et l’Organe de Lutte contre l’Évènement de la Pollution Marine (OLEP).

🟦L’objectif du symposium est de renforcer la coordination, la collaboration et les capacités des pays côtiers de l’océan Indien occidental en matière de prévention et de gestion des incidents de pollution marine. Cet enjeu est essentiel pour la protection de l’environnement marin et le bien-être des communautés côtières.
Le symposium contribue aux programmes régionaux existants en offrant une plateforme de présentation et de discussion sur la mise en œuvre du Plan régional de contingence de l’océan Indien occidental, conformément à la Décision CP11/12.5 relative à la finalisation et à la mise en œuvre du Plan régional de préparation et de réponse aux incidents de pollution marine dans la région.

📌Les 16 et 17 décembre 2025, l'UNODC a tenu sa conférence annuelle avec ses partenaires de la route du sud de l'océan Indien.

▶️Le CRFIM y était représenté par son officier en charge du suivi du narcotrafic. Membre du comité sur les échanges d'informations, il a pu présenter les préoccupations du centre en matière d'intégration des avancées de l'intelligence artificielle dans les plateformes de la connaissance du domaine maritime ainsi que le souhait du centre de voir se développer une prospective sur l'évolution à moyen terme de ces plateformes.

🟦Cette conférence a permis de réaffirmer auprès des pays de la région et de l'organisation spécialisée de l'ONU pour la lutte contre le narcotrafic de l'engagement de la commission de l'océan Indien et de Madagascar pour lutter contre le fléau de la drogue.

📌On 16 and 17 December 2025, UNODC held its annual conference with its partners along the Southern Indian Ocean route.

▶️ The CRFIM was represented by its officer in charge of monitoring drug trafficking. As a member of the Information Exchange Committee, he was able to present the Centre’s concerns regarding the integration of advances in artificial intelligence into maritime domain awareness knowledge platforms, as well as the Centre’s interest in the development of forward-looking analyses on the medium-term evolution of these platforms.

🟦This conference provided an opportunity to reaffirm, to the countries of the region and to the United Nations specialized agency responsible for combating drug trafficking, the commitment of the Indian Ocean Commission and Madagascar to addressing the scourge of drugs.

Une réunion consultative de haut niveau se tient actuellement au siège de l’Union africaine (UA) autour de la stratégie commune pour la gouvernance et le mécanisme de coordination en matière de sécurité maritime. Elle rassemble les États membres, les Communautés économiques régionales, les organisations maritimes régionales ainsi que les partenaires internationaux.

Cette rencontre s’inscrit dans les efforts continus de l’Union africaine visant à renforcer la coopération continentale en matière de sécurité maritime, dans un contexte marqué par des menaces persistantes telles que la piraterie, les trafics illicites, la pêche illicite, non déclarée et non réglementée (INN) et les atteintes aux infrastructures maritimes.

🔹 Le Centre régional de fusion d’informations maritimes (CRFIM) participe à ces travaux stratégiques en tant qu’acteur régional clé de la sécurité maritime dans l’océan Indien. 🔵 Consultative Meeting on the Common Strategy for Maritime Security Governance and Coordination Mechanism 🌊⚓
📍 African Union Headquarters – Addis Ababa

A high-level consultative meeting is currently taking place at the African Union (AU) Headquarters, focusing on the common strategy for maritime security governance and the coordination mechanism. It brings together AU Member States, Regional Economic Communities, regional maritime organizations, as well as international partners.

This meeting is part of the African Union’s ongoing efforts to strengthen continental cooperation in maritime security, in a context marked by persistent threats such as piracy, illicit trafficking, illegal, unreported and unregulated (IUU) fishing, and attacks against maritime infrastructure.

🔹 The Regional Maritime Information Fusion Centre (RMIFC) is taking part in these strategic discussions as a key regional actor in maritime security in the Indian Ocean. In line with its sovereign mandate, the RMIFC ensures the collection, fusion, analysis, and sharing of relevant maritime information with States and partners, enabling them to plan, coordinate, and effectively conduct maritime safety and security operations and actions.

🌍 This contribution strengthens regional cooperation, threat anticipation, and the implementation of effective, inclusive, and sustainable maritime governance in support of peace and stability across the African continent.

📌Regional Maritime Security & Blue Economy Workshop (08–10 Dec 2025)

🟦RMIFC staff took part in a UNECA/IOC workshop in Mauritius to validate the Sustainable Financing Mechanism for the Regional Maritime Security Architecture (RMSA) and the Regional Action Plan for the Blue Economy (2026–2030).

The workshop covered two key areas:
▶️RMSA Financing: Review of financial arrangements under the MASE/SSA programme and discussion of options to support a strengthened, long-term RMSA for the Western Indian Ocean.
▶️ Blue Economy 2026–2030: Focus on project implementation and financial strategies to advance sustainable ocean development across the region.

📌Atelier sur la sécurité maritime régionale et l'économie bleue (8-10 décembre 2025)

🟦Le personnel du CRFIM a participé à un atelier de la CEA/COI à Maurice afin de valider le mécanisme de financement durable de l'architecture régionale de sécurité maritime (RMSA) et du plan d'action régional pour l'économie bleue (2026-2030).

L'atelier a couvert deux domaines clés :
▶️Financement de la RMSA : examen des dispositions financières dans le cadre du programme MASE/SSA et discussion des options visant à soutenir une RMSA renforcée et à long terme pour l'océan Indien occidental ;
▶️ Économie bleue 2026-2030 : mise en avant de la mise en œuvre des projets et des stratégies financières pour promouvoir le développement durable des océans dans toute la région.
