NORLAM - The Norwegian Mission of Rule of Law Advisers to Moldova NORLAM is a programme implemented by the Norwegian Ministry of Justice and Public Safety, financed by the Norwegian Ministry of Foreign Affairs.

NORLAM operates in Moldova on the basis of the bilateral Memorandum of Understanding signed between the Government of the Republic of Moldova and the Government of the Kingdom of Norway signed on the 3rd of May 2007.
