Sierra Leone Signs MOU with African Coffee Hub Invest at Africa Regional Forum in Morocco

Marrakech, Morocco, 7th May 2026 — The Sierra Leone Minister of Agriculture and Food Security, Dr. Henry Musa Kpaka, alongside the Deputy Minister I of Finance, Kadiatu Allie, participated in the Regional Forum on Coffee Value Chain Development in Africa held in Marrakech, Morocco, from 5th–6th May 2026.

The Regional Forum on Coffee Value Chain Development in Africa was a landmark gathering aimed at transforming Africa’s coffee industry from a raw commodity exporter into a competitive value-added sector.
The forum brought together coffee-producing countries across the continent with a shared objective of strengthening coffee value chains through improved quality, processing, traceability, investment, and enhanced access to international markets.

Co-organised by the Islamic Development Bank, the Kingdom of Morocco, the African Coffee Hub, and the Organisation of Islamic Cooperation, the forum convened governments, development finance institutions, private sector actors, and industry experts to advance discussions on building competitive and inclusive coffee value chains across Africa.

During the forum, Dr. Henry Musa Kpaka delivered key interventions highlighting Sierra Leone’s commitment to revitalising the coffee sector through increased production, value addition, market access, and investment in specialty coffee production, particularly Stenophylla coffee.

Stenophylla coffee is globally recognised for its distinctive quality and ability to thrive under warmer climatic conditions, positioning Sierra Leone strategically as climate pressures continue to affect coffee production worldwide.

The Deputy Minister of Finance I, Hon. Kadiatu Allie, stated that the Government of Sierra Leone continues to provide an enabling environment for farmers through improved access to finance and other financial incentives aimed at enhancing the implementation of the Feed Salone Programme.

A major outcome of Sierra Leone’s participation was the signing of a Memorandum of Understanding (MOU) between the Ministry of Agriculture and Food Security and African Coffee Hub Invest. The agreement establishes a framework for technical cooperation to strengthen Sierra Leone’s coffee sector across several strategic areas, including post-harvest handling, quality control, traceability, aggregation, logistics, branding, value addition, investment preparation, and market access.

For Sierra Leone, the partnership represents a significant opportunity to expand farmer incomes, create employment, increase export earnings, and attract meaningful investment into the agricultural sector.

Beneficiary countries, including Sierra Leone, Cameroon, Côte d’Ivoire, Guinea, Togo, and Uganda, engaged in structured discussions focused on unlocking the potential of African coffee and supporting smallholder farmers to access international markets through trade integration.

The forum further underscored a broader continental ambition to strengthen Africa’s control over its coffee industry through sustainable agricultural practices and direct linkages with global buyers.

On the sidelines of the forum, the Sierra Leone delegation also engaged the CEO of OCP, Hajar Alafifa, and the Director of Agribusiness at IsDB Africa, Mamadu Bah. Discussions focused on opportunities to support coffee sector optimisation and the implementation of the Feed Salone Strategy, including the submission of a proposed USD 65 million grant request to support agribusiness development in Sierra Leone.

Sierra Leone’s Ambassador to the Kingdom of Morocco, His Excellency Alhaji Momodu Koroma, has formally presented his Letters of Credence to His Majesty King Mohammed VI at the Royal Palace in Rabat on Thursday, 26 February 2026.

Ambassador Koroma was among twenty-one (21) newly accredited Ambassadors who presented their credentials as Extraordinary and Plenipotentiary Ambassadors to His Majesty during an official ceremony at the Royal Palace.

Upon receiving the Letters of Credence, His Majesty King Mohammed VI congratulated Ambassador Koroma on his appointment and warmly welcomed him to the Kingdom of Morocco. The King reaffirmed Morocco’s commitment to further strengthening the cordial and longstanding bilateral relations between Morocco and Sierra Leone. He also conveyed messages of goodwill and profound friendship from the Government and people of Morocco to the Government and people of Sierra Leone.

In his response, Ambassador Koroma delivered a special message of goodwill from His Excellency, Dr Julius Maada Bio to His Majesty the King, the Government, and the people of Morocco. He assured the Monarch of his firm determination to consolidate and deepen the already amicable relations between the two nations and to enhance bilateral cooperation in areas of mutual interest.

Sierra Leone and Morocco share strong diplomatic ties anchored in mutual respect, South-South cooperation, and shared development aspirations. Ambassador Koroma brings extensive experience and is expected to play a pivotal role in expanding cooperation, particularly in trade, investment, agriculture, education, and capacity building.

Among the Ambassadors who presented their Letters of Credence were representatives from Denmark, the Netherlands, Belgium, Switzerland, India, Japan, Australia, Zambia, Côte d’Ivoire, Gabon, Kenya, Ghana, Ethiopia, Malawi, Liberia, and Egypt.

Salé, 8th December 2025

Sierra Leone’s Ambassador to the Kingdom of Morocco, H.E. Alhaji Momodu Koroma, has engaged the Mayor of the City of Salé, Mr. Omar Santissi, on strengthening bilateral cooperation during a meeting organized by the Association of Workshops and Cultures, in partnership with the Moroccan Center for Strategic Studies and Crisis Management. The engagement took place on Thursday, 4 December 2025, at the Salé Municipality Hall.

Held under the theme “Cultural and Economic Diplomacy: The Morocco–Sierra Leone Model,” the dialogue explored opportunities for collaboration between the City of Salé and the Republic of Sierra Leone in key development sectors. The discussions also reaffirmed Sierra Leone’s support for Morocco’s sovereignty over its Sahara Region.

Ambassador Koroma highlighted the longstanding and mutually beneficial cooperation between Sierra Leone and Morocco, reiterating Sierra Leone’s firm position recognizing Morocco’s full sovereignty over its Sahara Region and support for Morocco’s development initiatives in the Southern Provinces. He noted that this position stems from a shared strategic vision and a solid foundation of bilateral relations.

The Ambassador and the Mayor identified priority areas for cooperation, including economic development, cultural exchange, social programming, and training. Both parties expressed their commitment to establishing practical mechanisms for collaboration that leverage their comparative strengths and benefit both communities.

Speaking on behalf of the Democratic Labour Organization (ODT) and the Democratic Organization of Immigrant Workers in Morocco (ODT-I), Mr. Amadou Sadio Balde, National Secretary for Immigrant Workers in Morocco, welcomed Sierra Leone’s clear and friendly position. He affirmed the unwavering support of the immigrant workers’ community to Morocco, declaring that “Morocco cannot be divided.”

The engagement was attended by senior representatives from the Association of Workshops and Cultures, the Salé Provincial Council, and the Moroccan Center for Strategic Studies, underscoring the institutional commitment to advancing Moroccan-African cooperation.

The meeting reflects the positive momentum in Morocco’s relations with Africa and reinforces the role of local institutions in deepening strategic partnerships with friendly nations.

The Honourable Vice President of the Republic of Sierra Leone, Dr. Mohamed Juldeh Jalloh paid a courtesy visit to the Sierra Leone Embassy in Rabat, Kingdom of Morocco., on Monday, the 1st of December 2025.

The Honourable Vice President was received by Sierra Leone’s Ambassador to the Kingdom of Morocco, H.E. Alhaji Momodu Koroma, and was warmly welcomed by Embassy staff. Ambassador Koroma took the Hon Vice President on a conducted tour of the Chancery building and was invited to have a brief discussion with Embassy staff.

Welcoming the Hon Vice President, Ambassador Koroma introduced the full staff complement and reaffirmed the Embassy’s commitment to deepening bilateral relations with the host country. The Ambassador expressed delight for the visit of the Vice President to the Sierra Leone Embassy in Rabat, Morocco and expressed gratitude for taking time to visit the Embassy. He extended further gratitude to His Excellency the President for the decision to open an Embassy in Morocco, as a way of concretising the diplomatic relations between the two friendly nations.

Addressing the meeting, Vice President Jalloh reflected on the longstanding cooperation between Sierra Leone and Morocco. He recalled that since 2017, when the then-opposition leader, President Julius Maada Bio was campaigning for the 2018 elections, he committed to establishing diplomatic mission in Morocco followed by the reciprocal opening of the Moroccan Embassy in Sierra Leone. That commitment, he said, has been honoured by President Bio and his counterpart.

Vice President Dr. Mohamed Juldeh Jalloh highlighted the strong diplomatic, political, and development cooperation between the two countries, noting mutual support in multilateral fora, including the African Union and the United Nations.
He also referenced Sierra Leone’s leading role in supporting Morocco’s landmark Autonomy Plan for the Sahara, including Sierra Leone’s backing of UN Security Council Resolution 2797 (2025) adopted on 31st October 2025.

He noted further that Sierra Leone was among the first nations to open a Consulate in the Dakhla region and to dispatch its Foreign Affairs Minister to make statements in support of the initiative.
“Morocco today is one of the most important countries in Africa, and because of that, Sierra Leone will always have an Embassy in Morocco as the Embassy is one of our most important missions on the continent,” the Vice President stated.

The Honourable Vice President lamented the fact that even though Morocco had signed several agreements and MOUs with Sierra Leone, the level of implementation of these agreements remains very low. He promised, on his return home to pay attention to the matter as a way of speeding up implementation.

The Vice President has also discussed the low level of returns on the scholarships that have been offered by Morocco. He promised on return to engage the Ministry of Technical and Higher Education on the matter.
He urged the Embassy staff to double their efforts by multitasking to ensure greater efficiency and effectiveness in fulfilling the mandate of the Embassy
He concluded by commending the good work of the Embassy and complimented its high standards and professional atmosphere.

Rabat, 1st December 2025 –
The Vice President of the Republic of Sierra Leone, Dr. Mohamed Juldeh Jalloh, on Monday 1st December 2025, departed the Kingdom of Morocco for Paris, France, following his participation in a three-day High-Level Investment Forum held in Rabat.

The conference brought together representatives from nearly 80 countries, including Sierra Leone, under the theme “Bridging the Gap: Mobilising Private Capital to Unlock Africa’s Full Potential.” The 2025 edition recorded financial backing from 32 global private-sector institutions—twice the number in 2024—further cementing its status as a premier investment marketplace for the continent.

The Africa Investment Forum (AIF) Market Days opened on Wednesday 26th November 2025, with emphatic calls from government leaders and development experts for increased private-sector involvement, innovative financing mechanisms, and accelerated policy reforms to unlock Africa’s economic opportunities at scale.

Throughout the three-day event, Vice President Dr. Mohamed Juldeh Jalloh engaged strategically with governments, multilateral financial institutions, and private-sector leaders to expand Sierra Leone’s investment pipeline and deepen mutually beneficial partnerships. He underscored Africa’s strong capacity to attract substantial investment flows, particularly in sectors with long-term growth prospects. He commended the AIF for convening governments, investors, and development partners around initiatives driving sustainable development across the continent.

The Forum brought together over 2,000 participants, including private capital providers, international and commercial banks, multilateral development finance institutions, entrepreneurs, and senior government officials. Discussions focused on project structuring, capital mobilisation, and women’s access to finance.

Established in 2018, the Africa Investment Forum is a multidisciplinary platform designed to connect investors with project developers. It provides institutional support to accelerate bankability and advance projects toward financial closure.

Sierra Leone Reaffirms Support of Morocco's Autonomy Plan for Sahara At The Security Council

Rabat, 5th November, 2025-

On Friday 31st October 2025, the UN Security Council adopted a landmark resolution marking a qualitative shift in efforts to settle the dispute over the Moroccan Sahara.
The UN Security Council adopted Resolution 2797 on the Moroccan Sahara conflict, authorizing the continued operations of the United Nations Mission for the Referendum in Moroccan Sahara (MINURSO) until 31 October 2026. The 15-member organ adopted resolution 2797 (2025) (to be issued as document S/RES/2797(2025)

For the first time, Morocco's autonomy plan was explicitly supported as a fundamental solution to the conflict.
The resolution expresses full support for the UN Secretary-General and his personal envoy in facilitating negotiations based on Morocco’s autonomy initiative to reach a just, lasting, and mutually acceptable solution consistent with the UN Charter.

The UN resolution 2797 (2025) says “genuine autonomy under Moroccan sovereignty could constitute a most feasible solution”. The measure also renews the UN Peacekeeping Mission in Moroccan Sahara for another year, as has been done for more than three decades. Prior extensions, however, have not included a reference to Morocco and its allies’ preferred outcome. The resolution calls on all parties involved to “seize this unprecedented opportunity for a lasting peace.” Depending on progress, it asks António Guterres, the Secretary-General, to review the Peacekeeping Mission’s mandate within six months.
