Mūsu jaunākajā European Court of Auditors vērtējām, vai Atveseļošanas un noturības mehānisma (ANM) finansējums efektīvi palīdz uzlabot privāto mājokļu energoefektivitāti visā Eiropas Savienībā.

Lai gan ANM dzīvojamo ēku energoefektivitātes uzlabošanai ir paredzēti 43 miljardi eiro, revīzija parādīja, ka pasākumu plānošanas un uzraudzības trūkumi ierobežo to spēju nodrošināt reālu un izmaksu ziņā efektīvu enerģijas ietaupījumu.

Šī tēma ir aktuāla arī Latvijai. Valsts kontrole nesen secināja, ka aptuveni puse no Latvijas 39 000 daudzdzīvokļu ēku ir būvētas padomju laikā, savukārt visa dzīvojamā fonda atjaunošanai līdz 2050. gadam būtu nepieciešami vairāk nekā 20 miljardi eiro — ievērojami vairāk, nekā iespējams nodrošināt tikai ar ES finansējumu.

🔍 Galvenie secinājumi:

▫️ ANM finansējums galvenokārt izmantots vidējas intensitātes renovācijām, nevis padziļinātai renovācijai, kas nepieciešama ES ilgtermiņa klimata mērķu sasniegšanai.
▫️ Investīcijas papildinošās reformas nebija pietiekami skaidri definētas, un to ieguldījums enerģijas ietaupījumā netika pierādīts.
▫️ Sarežģītāki renovācijas projekti kavējās, savukārt vienkāršāki, bet mazāk ietekmīgi pasākumi tika īstenoti ātrāk.
▫️ Dati par sasniegto enerģijas ietaupījumu nebija pietiekami uzticami, salīdzināmi un detalizēti.
▫️ Renovācijas pasākumu izmaksu efektivitāte netika uzraudzīta.

💡 Mēs iesakām Eiropas Komisijai:

▫️ Precīzāk mērķēt turpmākos renovācijas pasākumus, lielāku uzmanību pievēršot padziļinātai renovācijai.
▫️ Nodrošināt pārredzamu ziņošanu par sasniegto enerģijas ietaupījumu un izvērtēt pasākumu rezultātus un izmaksu efektivitāti.
▫️ Nākamajā ES budžeta periodā stiprināt rezultātu uzraudzību, tostarp salīdzinot plānoto un faktiski sasniegto enerģijas ietaupījumu.

Our latest European Court of Auditors report examined whether Recovery and Resilience Facility (RRF) funding is effectively improving the energy efficiency of private homes across the EU.

While the RRF provided broad financial support — €43 billion earmarked for residential energy efficiency — weaknesses in how measures were designed and monitored limit the extent to which they deliver real, cost-effective energy savings.

This is also relevant for Latvia, which faces the same underlying challenge. The Valsts kontrole (State Audit Office) recently found that around half of Latvia's 39 000 multi-apartment buildings date from the Soviet era and estimated that renovating the country's housing stock by 2050 would cost over €20 billion — far exceeding what EU funding alone can cover.

🔍 Key findings:
▫️ The RRF mostly financed medium-depth renovations, not the deep renovations needed for the EU's long-term energy goals.
▫️ Reforms accompanying the investments were not clearly defined, and their effect on energy savings was not demonstrated.
▫️ Complex renovation projects faced delays, while simpler, less impactful measures progressed quickly.
▫️ Information on energy savings was not reliable, comparable, or detailed enough for meaningful monitoring.
▫️ The cost-effectiveness of renovation measures was not tracked.

💡 We recommend that the Commission:
▫️ Improve the targeting of future renovation measures, including a stronger focus on deep renovations.
▫️ Ensure transparent reporting on energy savings and evaluate the results and cost-effectiveness of measures.
▫️ Strengthen performance tracking for the next EU budget period, including comparing estimated and actual savings.

Skaistā Cēsu pils parka vide ar dīķiem, gandrīz 70 dažādu formātu diskusiju skatuvēm un tūkstošiem apmeklētāju ik gadu rada īpašu atmosfēru atklātām sarunām un ideju apmaiņai.

Diskusijā runāju par Eiropas Savienības nozīmi pašreizējā ģeopolitiskajā situācijā, kā arī, balstoties uz savu pieredzi 2015. gada Latvijas prezidentūrā, dalījos pārdomās par to, ko Latvija var dot Eiropas Savienībai savas nākamās prezidentūras laikā 2028. gada otrajā pusē. Tā ir nozīmīga iespēja ne tikai virzīt Eiropas darba kārtību un vadīt diskusijas par kopīgām prioritātēm, bet arī stiprināt valsts pārvaldi, apliecināt Latvijas kompetenci un sniegt ieguldījumu drošākas, konkurētspējīgākas un noturīgākas Eiropas veidošanā.

Diskusiju organizēja prezidentūras Eiropas Savienības Padomē sekretariāts iniciatīvas ietvaros. Festivāls pulcēja iedzīvotājus, ekspertus, politikas veidotājus un pilsoniskās sabiedrības pārstāvjus, lai kopīgi diskutētu par Latvijai un Eiropai nozīmīgiem jautājumiem. Tā ir vērtīga iespēja šīs sarunas turpināt ārpus ierastās institucionālās vides.

Glad to have participated at the open air public discussion festival 'Lampa' Sarunu festivāls LAMPA - an excellent platform to connect directly to the citizens! Imagine a beautiful setting of a medieval castle in Cesis, its green park with blue ponds and around 70 discussion stages of different sizes, shapes, colors and, most importantly, a diversity of ideas. Participation is high - every year around 20-25 thousand people spend time there strolling the park's alleys and joining the discussion they like.

I spoke about the importance of the EU in the current geopolitical situation and, on the basis of my hands-on experience in distant 2015, reflected upon what Latvia can bring to the Union during its forthcoming EU Presidency in the second half of 2028. Indeed, it is an important opportunity not only to set the agenda and lead discussions on European priorities, but also to strengthen our public administration, showcase our expertise and contribute to a more resilient, competitive and secure Europe.

The discussion was organised by the prezidentūras Eiropas Savienības Padomē sekretariāts (Secretariat Presidency of the Council of the European Union) under the slogan 'Europe is here' . The festival brought together citizens, experts, policymakers and civil society to exchange ideas and debate issues that matter for Latvia and Europe. It is a valuable opportunity to have these conversations beyond the usual institutional setting.

Jebkuras augstākās revīzijas iestādes, tostarp European Court of Auditors, darba galvenais mērķis ir panākt reālu ietekmi. Tāpēc mēs sekojam līdzi tam, kas notiek pēc mūsu ziņojumu publicēšanas dažādās politikas jomās. Viena no tām ir ekonomiskā drošība.

Ārvalstu investīciju izvērtēšana mūsdienu ģeopolitiskajā un ekonomiskajā situācijā kļūst arvien nozīmīgāka — to uzsvērām arī mūsu 2023. gada revīzijas ziņojumā par ārvalstu investīciju izvērtēšanas sistēmu. Vienlaikus Eiropai ir jāsaglabā pievilcība godprātīgiem investoriem.

The ultimate goal of any supreme audit institution like European Court of Auditors is to have impact. That is why we follow up on what happens after publication of our reports in various policy areas. Economic security is one of them.

Strengthening the EU's ability to screen foreign investments is becoming increasingly important in today's geopolitical and economic environment - this is what we suggested in our 2023 audit report on foreign investment screening. At the same time, Europe must remain an attractive destination for legitimate investment.

Therefore I am pleased to note the publication of the revised framework for foreign investment screening by European Commission.

We will now take a closer look at how the revised framework addresses our recommendations and share the results of our follow-up assessment soon.
