MCC National Compact Team Assesses Governance Commission on ‘Ruling Justly’
Monrovia, Liberia – The Millennium Challenge Corporation (MCC) National Compact Team on Friday, August 21, 2026, conducted a high-level institutional assessment visit to the Governance Commission (GC) as part of Liberia’s efforts to qualify for a multi-million-dollar MCC Compact.
The team held an interactive meeting with the GC leadership, including Acting Chairman Professor Alaric K. Tokpa, members of the Board of Commissioners, Executive Director Jallah C. Kesselly, program managers, and technical staff. Discussions focused on the “Ruling Justly” scorecard, which assesses democratic governance, institutional integrity, accountability, and protection of citizens’ rights.
Welcoming the delegation, Professor Tokpa outlined the Commission’s mandate and key governance interventions, highlighting its role in policy development, institutional reform, monitoring, and strengthening public trust. He emphasized the GC’s contributions in five key areas aligned with the MCC assessment: control of corruption, government accountability, political and civil liberties, rule of law, and freedom of information.
Professor Tokpa also highlighted the Commission’s collaboration with anti-corruption institutions, institutional restructuring and accountability mechanisms, advocacy for inclusive political participation and fundamental rights, legal and judicial reform initiatives, and efforts to promote transparency and public access to government information.
Executive Director Kesselly briefed the team on the GC’s strengthened media and public engagement strategy, noting the expansion of its digital platforms, including the official page and newly established GC TV, which have enhanced transparency and real-time engagement with citizens.
The MCC National Compact Team Lead, Mrs. Sondah Geepea-Wilson, commended the Commission for its detailed institutional self-assessment and contribution to Liberia’s governance reform agenda. She stressed the importance of verifiable data and the GC’s coordinating role in meeting MCC benchmarks.
The meeting concluded with the GC Technical Team committing to complete and submit the MCC indicator, data collection, and monitoring questions by Wednesday, August 26, 2026.
