CIO Council Convenes High-Level Strategy Meeting to Advance Implementation of
Executive Order No. 163

Following the issuance of Executive Order No. 163 by His Excellency, Joseph Nyuma Boakai. The Office of Technology, Digitalization and Innovation - OTDI (Chief Information Officer), under the leadership of Chief Information Officer Sheikh Sheriff, convened a one-day high-level strategy meeting with Chief Information Officers (CIOs) from government ministries, agencies, and commissions.

The meeting, held at the Ministry of Posts & Telecommunications, Republic of Liberia, brought together key government technology leaders to align on the national mandate for digital transformation and to coordinate the implementation of the National Digitalization and Modernization Initiative (NDMI).

Deliberations focused primarily on the Executive Order and its implications for government-wide
digital governance. Participants engaged in extensive discussions on institutional responsibilities, coordination mechanisms, and the transition toward a unified and standards-based digital ecosystem.
Key outcomes from the meeting include:

Reaffirmation of Commitment: CIOs across government expressed strong commitment to supporting the President’s digital transformation agenda and aligning institutional systems with national standards.

Establishment of a Technical Working Committee: A dedicated technical team will be constituted to drive the implementation of priority deliverables under the Executive Order.

Government-Wide Data and Systems Assessment: Institutions will be formally engaged through official communication to provide comprehensive data on:
1. Existing government services
2. Digital systems and infrastructure
3. Institutional ICT leadership and personnel

Strengthening Data Governance Frameworks: Discussions emphasized the urgent need for a robust data governance and protection framework, highlighting the importance of data sovereignty, privacy, and security.

Promotion of Interoperability: Participants underscored the need for integrated systems that enable seamless data exchange across institutions to improve service delivery and eliminate duplication.

The meeting also addressed key challenges, including fragmented data systems, limited interoperability, and concerns regarding data privacy and protection. Participants highlighted the role of the National Identification Registry (NIR) in establishing a unified national data system to support efficient and secure service delivery.

The Office of Technology, Digitalization, and Innovation (Chief Information Officer) reaffirmed its leadership role in coordinating these efforts and called for continued collaboration among all
government institutions. This meeting marks a critical step in operationalizing the President’s vision for a modern, efficient, and digitally enabled government.

At the Liberia Revenue Authority’s Digital Symposium, discussions extended beyond digital tax systems to the broader architecture required to support sustainable digital government.

The Government of Liberia, through the Ministry of Posts and Telecommunications, is advancing key national platforms, including the e-Liberia portal and the Government Service Bus (GSB). These systems are designed to enable seamless integration and secure data exchange across government institutions, addressing long-standing challenges associated with siloed systems and fragmented service delivery.

This integrated approach aligns with Liberia’s national digital strategy, which prioritizes interoperability and the electronic delivery of government services through connected platforms.

Data sovereignty was also highlighted as a strategic priority. Efforts are underway to upgrade LTC Mobile’s existing data center to Tier III standards to support the secure hosting of government systems. At the same time, preparations continue for the establishment of a National Data Center. These investments are critical to strengthening data control, system resilience, and public trust in digital services.

In addition, the National Digital Postal Address System was identified as a key enabler for improving public service delivery and revenue mobilization. Its implementation will support more accurate property identification, strengthen real estate taxation, and enhance overall tax compliance.

As Liberia progresses in its digital transformation journey, the focus remains on building integrated systems, strengthening infrastructure, and delivering accessible, secure, and citizen-centered services.

Under the leadership of the Chief Information Officer, Sheikh Sheriff, the Government of Liberia today convened a high-level technical consultation to advance the onboarding of priority public services onto the national e-Liberia Platform and their integration through the Government Service Bus (GSB).

This session brought together key Ministries, Agencies, and Commissions to align on a unified approach to digital service delivery—marking the formal rollout of Phase One, which targets sixteen (16) essential government services across civil registration, health, education, immigration, security, and business regulation.

At the core of the engagement was a practical assessment of institutional readiness, where each agency evaluated its current systems and defined the level of support required—ranging from full digitalization to platform integration. This process sets the foundation for a structured onboarding model that reflects the realities of each institution while maintaining a single national standard.

The consultation also established clear coordination mechanisms, including the formation of dedicated “technical online service teams” within each institution, and outlined the implementation roadmap leading into the development of the Digitalization Package.

This is a decisive step toward eliminating fragmented systems and building an interoperable government architecture—where services are connected, data flows securely across institutions, and citizens access government through one unified platform.

The Office of the CIO remains focused on execution—driving coordination, standardization, and delivery of a truly integrated digital government for Liberia.

Ministry of Posts and Telecommunications Receives 2025 Performance Excellence Award for Second Consecutive Year

Monrovia, Liberia – April 22, 2026: The Ministry of Posts and Telecommunications has once again earned national recognition for its performance, receiving the 2025 Performance Excellence Award from His Excellency Joseph Nyuma Boakai Sr., President of the Republic of Liberia.

Under the leadership of Honorable Sekou M. Kromah, Minister of Posts and Telecommunications, the Ministry achieved a 93.24 percent score in the 2025 Performance Management and Compliance System. This result places the Ministry among the best performing public institutions in Liberia for the second consecutive year.

The Ministry was recognized by the President based on an assessment conducted by the Cabinet Secretariat of the Ministry of State for Presidential Affairs. This achievement reflects strong commitment to transparency, accountability, and effective public service delivery.

Introduced in October 2024, the Performance Management and Compliance System serves as a national framework to strengthen results-based management, align institutional performance with the ARREST Agenda for Inclusive Development, and improve timely and cost-effective service delivery.

The Ministry demonstrated clear leadership and teamwork by aligning its Strategic Plan with national priorities and completing all Target One activities. It achieved 100 percent compliance in timeliness, cost, and service availability across its core services, and exceeded its revenue target by reaching 101.77 percent of its projected goal.

This recognition reflects the dedication and hard work of the staff of the Ministry of Posts and Telecommunications, whose continued efforts drive progress and strengthen service delivery across Liberia.

The Office of the Chief Information Officer remains focused on advancing digital transformation, strengthening national communication infrastructure, and improving access to efficient and reliable public services.

Government Launches Nationwide Regional Validation of National Data Governance Policy (2026–2030)

The Government of Liberia, through the Office of the Chief Information Officer under the Ministry of Posts and Telecommunications, has commenced a nationwide regional validation of the National Data Governance Policy (2026–2030).

The Policy establishes Liberia’s national framework for how data is collected, stored, processed, shared, and protected across public and private institutions. It defines the rights of citizens as data subjects and outlines the responsibilities of institutions handling personal and sensitive information.

As part of a decentralized approach, regional consultations are being held across the country to ensure inclusive participation and national ownership. The Government is engaging citizens, civil society organizations, private sector actors, youth representatives, traditional leaders, and local authorities to ensure the policy reflects local realities.

In Southeastern Liberia, stakeholders from Grand Gedeh, Grand Kru, River Gee, and Rivercess Counties have gathered in Grand Gedeh County to discuss data protection, data sovereignty, cross-border data transfers, and the need for stronger local infrastructure for secure in-country data storage.

Meanwhile, consultations in Central Liberia are bringing together participants from B**g, Nimba, and Lofa Counties. Key issues raised include misuse of personal information, lack of consent, weak oversight systems, and concerns about foreign control of critical national data systems.

With a significant portion of Liberian data currently hosted outside the country, the Policy places strong emphasis on local data hosting, stronger compliance standards, and enforcement mechanisms under Liberian law.

The Office of the Chief Information Officer has confirmed that recommendations from the regional consultations will be consolidated into a final draft for national endorsement. Once adopted, the Policy will guide government institutions, telecommunications operators, financial institutions, health systems, and digital service providers in safeguarding citizens’ data and advancing Liberia’s digital transformation agenda.

CIO Delivers Keynote at Girls in Technology Liberia Graduation, Donates Computers

Monrovia, Liberia — The Chief Information Officer (CIO) of the Republic of Liberia delivered the keynote address at the 15th Graduation Ceremony of Girls in Technology Liberia, reaffirming the Government’s commitment—through the Ministry of Posts and Telecommunications and the Office of the CIO—to inclusive digital transformation and increased female participation in information and communication technology (ICT).

In his address, the CIO highlighted Liberia’s ongoing digital progress while emphasizing the need for stronger female representation in the technology sector. He commended the institution for equipping young women with practical skills in Microsoft Office, Website Design, and Graphic Design, describing the initiative as vital to national development.

As part of the Office’s continued support, the CIO donated five (5) desktop computers to strengthen the institution’s training capacity. He also pledged to engage development partners and private sector stakeholders to explore scholarship, internship, and mentorship opportunities for young women pursuing careers in technology.

Encouraging responsible and productive digital engagement, the CIO urged graduates to prioritize research, innovation, and professional growth, stressing that technology must serve as a tool for empowerment.

Breaking News from the Chief Information Office of Liberia

The Government of Liberia, through the Ministry of Posts and Telecommunications under Minister Sekou Kromah, with the full involvement of the Chief Information Office of the Republic of Liberia, has completed Liberia’s first Digital Village in Foya District, Lofa County.

The Digital Village delivers:
• Green energy internet for more than 50 homes, schools, hospitals, clinics, churches, mosques, and other facilities within 2.5 kilometers.
• Smart classroom systems that improve digital learning for students.
• Free solar electricity for over 100 households in Foya, supporting clean and reliable power.

The project was made possible through sponsorship from Huawei, a leading ICT solutions provider, and through the dedicated efforts of Mr. Abdullah Kamara, former Chairman of the Liberia Telecommunications Authority, whose leadership and vision played a key role in bringing this project to life.

Minister Sekou Kromah, joined by the Chief Information Officer of the Republic of Liberia, reaffirmed government’s commitment to expanding access to ICT and renewable energy. Both leaders stressed the importance of using digital tools to strengthen education, healthcare, and community development across Liberia.

The Digital Village will soon be launched as a model for future ICT development, setting a foundation for wider digital expansion across the country.

The Office of the Chief Information Officer of Liberia expresses profound sorrow over the passing of Honorable Sylvester Grigsby. We extend heartfelt condolences to the Government of Liberia, the Ministry of State for Presidential Affairs, and to His Excellency President Joseph Nyuma Boakai during this time of great loss.

Hon. Grigsby was a committed public servant whose lifetime of dedication significantly advanced the progress of our nation. Having served under the administrations of former President Ellen Johnson Sirleaf and later appointed by President Boakai in 2024, he exemplified leadership grounded in integrity, wisdom, and perseverance.

Throughout his career, Minister Grigsby championed transparency, accountability, and inclusiveness. He recognized the vital importance of technology and communication as drivers of national development — values that deeply align with the mission of the Office of the Chief Information Officer.
