PMCS Team Concludes Midterm Performance Evaluation at GSA
MONROVIA, LIBERIA.

A team from the Performance Management Compliance System (PMCS) has concluded a midterm performance evaluation at the General Services Agency (GSA) in Monrovia.

The evaluation, conducted at the GSA offices on UN Drive, is part of the PMCS initiative aimed at helping Ministries, Agencies and Commissions (MACs) improve service delivery, strengthen institutional systems, and increase productivity across government.

The exercise opened with a special statement by the Deputy Director General for Administration of the GSA, Hon. Johnson P. Sloan, who welcomed the PMCS team on behalf of the Director General and management of the General Services Agency.

Deputy Director General Sloan expressed appreciation to the PMCS team for its continued partnership with the GSA and assured the evaluators that the Agency would fully cooperate throughout the exercise.

He emphasized the importance of the engagement in assessing the Agency's performance, identifying areas requiring improvement, and strengthening systems to ensure effective delivery of government services.
The engagement, which ran from 10:00 a.m. to 5:00 p.m., brought together members of the GSA's senior management team and directors from various departments of the Agency.

The midterm evaluation focused on assessing the Agency's progress, compliance with established performance standards, and implementation of key institutional objectives.

The PMCS initiative is designed to promote accountability, improve organizational performance, and ensure that government institutions remain focused on delivering quality and efficient services to the Liberian people.

GSA Presents Certificates to Food Authority of Liberia Staff Following Assets Management Training.

The General Services Agency (GSA) has presented certificates of completion to staff of the Food Authority of Liberia (FAL) following a training focused on government asset management, asset coding, and procedures for the disposal of public assets.
The training was conducted by the GSA’s Asset Management Department as part of efforts to strengthen the capacity of government institutions to properly manage, safeguard, and account for public assets.
Speaking at the program, FAL Deputy Director General for Administration, Hon. Georgette N. Gray, welcomed the GSA team and expressed appreciation to the Agency for providing the training to FAL staff. She emphasized the importance of building staff capacity in the proper management of government assets.

For his part, Moses Dorley, Assets Training Supervisor at the GSA, urged the management of the Food Authority of Liberia to take advantage of the second phase of the training. He encouraged the institution to strengthen measures aimed at safeguarding and protecting assets procured with government funds.

Presenting the certificates on behalf of the Director General of the GSA, Special Assistant to the Director General, William Kokulo, thanked the management of the Food Authority of Liberia for providing the opportunity for the GSA to conduct the training.
Kokulo also outlined the responsibilities of the GSA in safeguarding, protecting, recording, coding, and managing government assets, stressing that proper asset management is essential to ensuring accountability and preventing the loss or misuse of public property.

The training is part of the GSA’s broader efforts to strengthen asset management practices across government institutions and ensure that public resources are properly accounted for and protected.

Three GSA Technicians Depart for China for Month-Long Technical Training

Three technicians from the General Services Agency (GSA) have departed for the People’s Republic of China to participate in a month-long specialized technical training program focused on air conditioning repair and installation, as well as elevator repair and installation.

The training is sponsored by the Chinese Embassy in Liberia as part of its ongoing commitment to supporting capacity building and technical skills development in Liberia.

The beneficiaries of the program are Lee S. Wilson, an Air Conditioning Technician at the General Services Agency; Danny Banny, also an Air Conditioning Technician at GSA; and Jerome Kennedy, a Technician assigned to the EJS Ministerial Complex.

The training is expected to strengthen the participants’ technical knowledge and practical skills, enabling them to improve the maintenance, installation, and operation of critical government facilities upon their return. The initiative also underscores the growing partnership between Liberia and China in advancing professional development and enhancing institutional capacity.

Speaking on the departure of the technicians, the Director General of the General Services Agency, Hon. Galakpai W. Kortimai, expressed appreciation to the Government of the People’s Republic of China, through the Chinese Embassy in Liberia, for its continued support to the GSA and the Government of Liberia. He noted that the training will contribute significantly to improving technical service delivery and maintaining key government infrastructure across the country.

General Services Agency Concludes Assessment Tour of Five Southeastern Counties

Monrovia, Liberia .

The General Services Agency (GSA) has successfully concluded a tour of five southeastern counties aimed at assessing government properties, strengthening asset management, and increasing public awareness of the Agency's mandate.

On July 5, 2026, a high level GSA delegation led by Director General Hon. Galakpai Woizee Kortimai, accompanied by Deputy Director General for Operations Hon. Robert E. Wilson, departed Monrovia with a team of technicians from various departments of the Agency for the southeastern region.

According to Director General Kortimai, the tour was intended to assess government owned properties across the five counties, educate public institutions and citizens on the GSA's statutory responsibilities, and promote the proper management and use of government assets.

The delegation also conducted the coding of government properties and officially introduced GSA County Monitors assigned to the region.
During the mission, the delegation visited government institutions, inspected privately owned buildings leased by the Government of Liberia to accommodate public offices, and held town hall meetings with local authorities and residents in each of the five counties.
Speaking during the engagements, county superintendents, local officials, and citizens commended the GSA management for taking government services directly to the southeastern region despite the challenges of the rainy season.

They described the initiative as a significant step toward improving accountability, protecting public assets, and strengthening coordination between the central government and local authorities.
The local leaders also expressed appreciation to the Government of Liberia, particularly the Ministry of Public Works, for ongoing road rehabilitation efforts that have made travel more accessible and improved transportation for residents across southeastern Liberia.

The GSA reaffirmed its commitment to safeguarding government assets, enhancing public service delivery, and extending its operations to all parts of the country through regular monitoring, public engagement, and effective asset management.

The General Services Agency (GSA) has successfully held and concluded a stakeholders' meeting in Grand Gedeh County as part of its ongoing southeastern Liberia tour.
The meeting brought together local authorities, representatives of
line Ministries, Agencies, Commissions (MACs)and State-Owned Enterprises (SOEs) operating in the county.

Delivering the opening remarks, the Director General of the General Services Agency, Hon. Galakpai W. Kortimai, introduced the GSA delegation and outlined the purpose of the Agency's mission to Grand Gedeh County.
According to Director General Kortimai, the visit is intended to formally introduce GSA County Monitors to the county authorities, conduct a comprehensive inventory of government properties and assets—including vehicles assigned to government institutions and offices—and carry out the official coding of government assets to strengthen accountability and proper asset management.

Welcoming the GSA delegation, Grand Gedeh County Superintendent Hon. Alex Grant commended the Agency for its initiative to decentralize its operations across Liberia.
He described the exercise as timely and important, urging all MACs and SOEs in the county to fully cooperate with the GSA's team and provide the necessary support to ensure the success of the exercise.

Representatives of the various MACs and SOEs who attended the meeting expressed appreciation to the General Services Agency for organizing the engagement.
They welcomed the awareness provided on the proper management, maintenance, and safeguarding of government properties and assets in accordance with the laws and regulations of Liberia.
