LEITI Multi-Stakeholder Group concluded a Mid-Year Retreat in Ganta, Nimba County.

The Liberia Extractive Industries Transparency Initiative (LEITI) Multi-Stakeholder Group (MSG) has concluded a two-day mid-year retreat in Ganta City, Nimba County, from May 28-31,2026. This mid-year MSG retreat aimed to review and approve key documents; generate a unanimous, multi-stakeholder response to the International Secretariat’s Draft Validation Report; review progress made; identify challenges; and propose a way forward to strengthen EITI implementation in Liberia.

The meeting brought together senior-level representatives from government, civil society organizations, county-level journalists, and extractive companies to assess the status of key activities undertaken this year.

Speaking at the opening session, Hon. Eudora Pitchard, Deputy Minister for Administration at the Ministry of Mines and Energy, and proxy of the Chairperson of the MSG, affirmed the Government of Liberia's strong commitment to the principles and standards of the Extractive Industries Transparency Initiative. She emphasized the strong role that EITI implementation in Liberia has played in driving significant reforms in the mining sector. She indicated that following a recommendation from the EITI, the Ministry of Mines and Energy has now included Beneficial Ownership Transparency into the licensing process at the Ministry of Mines and Energy, digitalization of the process for obtaining mining licenses in Liberia, the development of new policies to regulate mining activities, and the scaling up of enforcement mechanisms to ensure compliance.

Speaking also was the Deputy Minister for Planning and Research at the Ministry of Agriculture, Hon. David Akoi. Hon. Akoi applauded the strong commitment demonstrated by the multi-stakeholders in overseeing EITI implementation in Liberia, as well as the technical expertise of members of the LEITI Secretariat in implementing technical decisions agreed upon by the MSG. He pledged the Ministry of Agriculture's commitment to full adherence to the EITI principles and standards.

Closing the opening remarks session was Hon. Sam P. Jallah, member of the 55th National Legislature of the Republic of Liberia and representative of District Number three, Bomi County. Hon. Jallah remarked that the National Legislature views the LEITI as one of the key government institutions with critical responsibilities for driving reforms in the extractive sector. He pledged the National Legislature's commitment to working with the LEITI to review its Act and, where necessary, provide the authority needed for the LEITI to enforce EITI implementation in Liberia. He promised to ensure that the LEITI will appear before the House of Representatives regularly to provide updates on its work to the Body.

The following were the key outcomes of the retreat:

•The Body reviewed, discussed, and approved the draft MSG response to the EITI Draft Validation Report by the Body;
•The Body reviewed, discussed, and approved the draft 16th Summary Report for dissemination throughout the country;
•The Body reviewed, discussed, and documented the progress and challenges against the LEITI Secretariat 2026 EITI Workplan;
•The Body derived actionable ways forward in addressing challenges affecting the implementation of the 2026 workplan;
•The Body reviewed, discussed, and approved the Secretariat draft plan for dissemination of the LEITI 16th EITI summary report;
•The Body reviewed the implementation level of the Performance Management Targets agreed upon with the Office of the President of Liberia for the fiscal year 2026;
•The Body reviewed, discussed, and approved the Secretariat plan to make LEITI data more simplified, accessible, and visualized;
•The Body also reviewed and discussed the draft MSG meeting attendance scorecard for the first quarter of 2026;
•The Body reviewed, discussed, and approved innovative ways to strengthen Contract Transparency and Beneficial Ownership Disclosure in Liberia, and
•The Body reviewed, discussed, and approved plans to finalize the Compliance Investigation Report.

Institutions present at the retreat were the Ministry of Mines and Energy, Ministry of Finance and Development Planning, Liberia Revenue Authority, Ministry of Justice, Ministry of Agriculture, Liberia Petroleum Regulatory Authority, National Oil Company of Liberia, Liberia Chamber of Mines, Liberia Timber Association, Liberia Agriculture Companies Association, Liberia Business Association, Publish What You Pay/ Resource Justice Network, Mineral Civil Society Organizations of Liberia, National Civil Society Council of Liberia, Honorable House of Representatives, and GIZ.

CENTAL, in partnership with LEITI, today, Thursday, May 21, 2026, organized a one-day capacity-building workshop to strengthen LEITI staff competencies in areas critical to transparency and accountability. The training focused on integrity-building, anti-corruption laws, information compliance, and resource governance, which are key pillars for enhancing LEITI’s mandate to promote openness in Liberia’s extractive sector. Today’s capacity building aims to facilitate strategic discussions on anti-corruption and transparency as best practices to enhance service delivery and improve Information sharing between public officials and citizens, thereby building trust in the state's governance system.

The workshop brought together relevant stakeholders from key government institutions, such as the Witness Protection Agency and the Independent Information Commission (IIC), who delivered presentations on the Witness Protection Act 2021, the Whistleblowers Act, and the Access to Information and Compliance Mechanism, respectively. The Center for Transparency and Accountability in Liberia (CENTAL) made presentations on Understanding Anti-Corruption Reforms, its Impacts and Manifestations, and on the relevance of the CENTAL Corruption Case Tracker to the fight against corruption. The LEITI Secretariat presented on key anti-corruption activities it is undertaking in line with the 2023 EITI Standard.

The one-day workshop successfully equipped LEITI staff with essential knowledge and skills to strengthen transparency, accountability, and integrity in Liberia’s extractive sector. LEITI and CENTAL agreed to maintain a stronger collaboration between the two entities, share information on corruption-related activities in the extractive sector, and sign a Memorandum of Understanding to guide their collaboration.

The workshop ended with the certification of the LEITI Secretariat staff.

On April 23-24, 2026, the Liberia Extractive Industries Transparency Initiative held an engagement session with fifteen (15) rural journalists from the western region of Liberia, which includes Gbarpolu, Grand Cape Mount, and Bomi counties. and the journalists gathered in Tubmanburg, Bomi County, for a two- day intensive, well- structured capacity building session. The capacity building focused on empowering journalists to use data for effective reporting; the role of in promoting Transparency and Accountability in resource governance; Understanding Ownership Investigation for accountability reporting; and how media practitioners can communicate the effectively.

The gathering highlighted trends in revenue generation and social contributions from the industries between 2007 and 2023, with an emphasis on promoting and , and inclusive governance. Participants explored how this data can inform , policy, and strengthen community empowerment. Participants were also able to analyze a published report and use it as the basis for a news article. Emphasis was placed on ensuring timely reporting, improving public access to information, and strengthening collaboration with the media to amplify the impact of LEITI findings.

At the end of the gathering, Journalists were equipped with the knowledge needed to understand and uncover who truly controls companies in the sector. Reporters were trained to investigate and trace hidden structures that may enable or illicit financial flows, use beneficial ownership data to link resource revenues to accountability mechanisms, and to expose conflict of interest. Journalists were encouraged to use storytelling and relatable examples to explain how impacts citizens' daily lives.

The two- day gathering reaffirmed the critical role of open data and inclusive in strengthening the governance of Liberia's extractive sector. By making revenue and contribution data accessible and actionable.

LEITI continues to support a more transparent, accountable, and participatory natural resource management system. LEITI believes that sustained collaboration with the media and communities will be key to ensuring these efforts translate into real- world impact for Liberians across all regions.

Fiscal year 2025 was a busy and incredible year for the LEITI Secretariat. From the production of Liberia’s 16th EITI Report, to the establishment of LEITI’s Data Portal, the filling out of the EITI Validation Templates, addressing corrective actions from the last Validation, and the ex*****on of targets under the Performance Management and Compliance System under the Office of the President of the Republic of Liberia, .E. Joseph N. Boakai. In executing these, mistakes and sacrifices were made, lessons were learned, and the Multi-Stakeholders Group and the LEITI Secretariat staff kept a strong commitment.

On today, April 20, 2026, the LEITI Secretariat was recognized as one of the few institutions of government that achieved an SCORE by the President of the Republic of Liberia, H.E. Joseph N. Boakai, having achieved a final score of #94.8% under the Performance Management and Compliance System for 2025.

This and -level Presidential recognition demonstrates the strong commitment of the Multi-Stakeholders Group and staff members of the Secretariat to the implementation of the Standards in Liberia.

The regular meeting of the LEITI Multi-Stakeholder Group (MSG) was held today, Thursday, April 9, 2026, at the LEITI Secretariat. The Body deliberated on key governance and operational issues related to EITI implementation for fiscal year 2026.

The Body reviewed and approved the following key documents: the LEITI Secretariat Work Plan for the fiscal year 2026, the Independent Administrator to produce Liberia’s 17th and 18th EITI reports covering fiscal years 2024 and 2025, plans to ensure the provision of a comprehensive response to Liberia's draft validation report that is expected, and the Secretariat Update.

Key activities in the work plan include: the production of Liberia’s 17th and 18th EITI reports covering the fiscal year 2024 and 2024, Completion and Publication of the Compliance Investigation Report, updating of LEITI Communications Strategy, Establishment of LEITI Data Center, Data analysis, visualization, and simplification, dissemination of LEITI’s Simplified Contract Matrix and 16th EITI report, capacity building for CSOs, Journalists, CBOs, MSG members, Staff of the Secretariat, and members of Parliament, Peer exchange visit to Sierra Leone EITI, Strengthen the collection of Beneficial Ownership Information for extractive companies, amongst others.

The meeting reaffirmed the MSG’s commitment to transparency, accountability, and effective resource governance in Liberia. With the approvals in place, the Secretariat will proceed with implementation, ensuring that LEITI remains a model of openness in the extractive sector.

From Wednesday to Friday this week, the Liberia Extractive Industries Transparency Initiative (LEITI) convened a series of consultation workshops with stakeholders outside the Multi-Stakeholder Group (MSG) to finalize its work plan for fiscal year 2026. These engagements were designed to broaden participation in developing the Secretariat’s workplan activities and to ensure that perspectives from a wider range of actors are incorporated into LEITI’s 2026 workplan. The secretariat considers this essential to strengthening transparency and accountability efforts within the extractive sector. The consultations brought together representatives from civil society organizations, the private sector, and relevant government ministries, agencies, and commissions.

Some of the participating institutions included the General Auditing Commission, the Liberia Anti-Corruption Commission, the Central Bank of Liberia, the Environmental Protection Agency, the Liberia Maritime Authority, the National Investment Commission, Integrity Watch-Liberia, Accountability Lab, Rice and Rights, Women NGO Secretariat, Hummingbirds, Atlantic Resource, Akewa, amongst others. Discussions focused on strengthening collaboration, identifying challenges, and exploring opportunities to improve the governance of natural resources. By engaging these stakeholders, LEITI sought to enhance inclusivity, foster mutual understanding, and build consensus around key issues affecting the extractive industries.

Some key inputs or recommendations outlined by participants are:

•Simplification of Data and Reports: Ensure reports are accessible and easy to understand.
•Mass Awareness Campaigns: Conduct outreach across all fifteen counties, utilizing info graphics, jingles, and radio programs.
•Community Radio Partnerships: Collaborate with the Association of Liberia Community Radio (ALICOR) to empower rural radio stations in disseminating information, including translations into local dialects and Liberian Koloqua (Liberia Pidgin).
•Social Media Engagement: Publish key findings of LEITI reports on social media platforms to broaden reach. Create an app to make reporting data more accessible.
•Beneficial Ownership Awareness: Increase public awareness on beneficial ownership and, where possible, collect Beneficial Ownership Data for ASM. Participants believe that Politically Exposed Persons mostly control this sector,
•Extractive Reporter Award: Establish an award initiative to recognize excellence in extractive sector reporting during the Press Union of Liberia annual award ceremony, amongst others.
•Working with the Liberia Anti-Corruption Commission to finalize a ToR for a Consultant to conduct a risk assessment of the mining sector to be carried out by the Commission and the development of an MoU between the LEITI and the LACC.
These suggestions will be incorporated into the draft work plan and taken to the MSG for approval during its next sitting in April.

During the course of last week, from March 9-12, 2026, the LEITI Secretariat welcomed a Validation team from the International Secretariat to Liberia for Stakeholder Consultations. The team was composed of Saipira Furstenberg, Validation Advisor, Williams Noah, Anglophone Country Officer with oversight over Liberia, and Khamal Clayton, Senior Policy Officer for Domestic Resource Mobilization, Commodity Trading, and State-Owned Enterprises.

The team had a successful consultation with the Chairman of the Multi-Stakeholder Group, Hon. R. Matenokay Tingban, senior management, and technicians of various departments at the Ministry of Mines and Energy, the full membership of the House of Representatives committee on Lands, Mines, Energy and Natural Resources, Hon. P Garswa Jackson, Auditor General of the Republic of Liberia, Hon. Anthony Myers, Deputy Minister for Fiscal Affairs at the Ministry of Finance and Development Planning, Hon. Fabian Michael Lai, President/CEO and senior management team of the National Oil Company of Liberia, Hon. Alexandra Zoe, Executive Chairperson and senior staff of the Liberia Anti-Corruption Commission, Heads of various Civil Society Organizations outside and on the MSG, Development Partners, Extractive Companies, technicians from the Ministry of Finace and Development Planning and the Liberia Revenue Authority, members of the LEITI Multi-Stakeholder Group, and staff of the LEITI Secretariat. The team also hosted a live press conference to provide an update to the wider Liberian population.

Discussions during these meetings assessed how Liberia has implemented the 2023 EITI Standard, progress and challenges, and how the country can continue to use the EITI Standard to strengthen Domestic Resource Mobilization, Anti-Corruption, Beneficial Ownership Transparency, Data Disclosures, Simplification, and usage, Contract Transparency, State-Owned Enterprises Transparency, amongst others.

Validation is a quality assurance mechanism used by the EITI International Secretariat to assess implementing countries' performance against the EITI Standard.

With the successful completion of the mission, the country now looks forward to continuing the engagement with the Validation team.

Today, March 6, 2026, the LEITI hosted members of the Lands, Mines, Energy, Natural Resources, and Environment of the House of Representatives for a working session. The session aimed to provide committee members with a deeper understanding of the key requirements of the New 2023 EITI Standard to strengthen EITI implementation in Liberia and achieve stronger outcomes.
A special remark was made by Gilbert Makore, Director of Anglophone and Lusophone at the EITI International Secretariat. In his remarks, he applauded the committee for its continued interest in collaborating with the LEITI. He clearly articulated how committee members can use the LEITI reports to strengthen their legislative functions, which include Lawmaking, Oversight, and Representation.

Williams Noah, Country Officer at the EITI International Secretariat responsible for Liberia, gave a presentation to the Committee members. His presentation focused on explaining the EITI Value chain, how members of the Committee can work with LEITI to enforce Contract Transparency, Beneficial Ownership Disclosure, and Environmental Compliance, among others.

The Committee members appreciated the presentation and highlighted that the LEITI, through the MSG, should include in its workplan the need to produce reconciled reports for both Class B and Class C licenses, to derive mechanisms to strengthen engagement with affected communities, and to further improve transparency around LEITI data collection for reporting purposes, amongst others. The Committee also informed the LEITI Secretariat of the need to collaborate on the Plenary approval for a technical review and inspection of mining, energy, environment, and land activities nationwide.

On Monday, March 2, 2026, the LEITI was honored to receive, at the Secretariat, of the Lands, Mines, Energy, and Resources committee of the lower house of the National Legislature. Discussions were aimed at providing an on EITI implementation in Liberia to the committee members and informing them about the EITI International scheduled Validation Stakeholders Consultations mission to Liberia, from March 9-12, 2026.

Hon. Sokan, Chairman of the committee, on behalf of his colleagues, extended thanks and appreciation to the LEITI and the committee's commitment to EITI implementation, Liberia's ongoing process, and policy aimed at the LEITI Secretariat in ensuring full compliance with the 2023 EITI Standard by Government Ministries, Agencies, and Commissions and Extractive Companies. The committee has promised to the LEITI Secretariat to make a detailed presentation to the full of the House of Representatives on the challenges and plans of the LEITI Secretariat.

The LEITI Secretariat sees this and cooperation with the House of Representatives as a vital relationship to moving from reporting to enforcement, thereby ensuring compliance with the 2023 EITI Standard and LEITI Act.

The LEITI Secretariat today, February 17, 2026, welcomed to the Secretariat . Whroway Bryant, of Montserrado County. Our discussion centered on the sharing of extractive sector data, with a focus on Development Fund data. He praised the LEITI Secretariat for its work and noted that he was impressed, as LEITI was the entity that could provide his office with the information it sought.

He promised to be a player in disseminating LEITI data to citizens in and to ensure the LEITI Secretariat's work becomes more visible in the county.

I provided an update on the current status of EITI implementation in Liberia, the , and the LEITI Secretariat's plans. The Honorable Superintendent his commitment to working closely with the LEITI Secretariat and looks forward to a more engaging relationship between his office and the LEITI Secretariat.
