On the sidelines of the two days FM radio stakeholder’s sensitization workshop, Chairman Massaquoi had a brief interview with community radio journalists about some of the LTA’s undertakings.

He spoke about our efforts to improve regulation, protect consumers and strengthen the telecommunications sector through ongoing reforms and stakeholder engagement.

Chairman Massaquoi also highlighted the importance of the International Mobile Equipment Identity, (IMEI), Satellite Communications Guidelines, Social Media Monetization, FM Radio regulatory compliance among others.

LTA Sensitizes FM Broadcasters in Buchanan

A two days sensitization workshop on FM radio regulations today begun in Buchanan, Grand Bassa County educating stakeholders and FM radio operators about the regulatory instrument.

The workshop, facilitated by Liberty Connect Liberia Inc. in collaboration with LTA technicians, focuses on regulatory compliance, licensing requirements, responsible broadcasting and the proper use of Liberia’s radio-frequency spectrum.

Held under the theme “Strengthening Compliance and Standards; Promoting Responsible Broadcasting; Enhancing collaboration among stakeholders; and preparing for future trends in the industry,” urged broadcasters to know and follow the rules governing their operations.

At the opening session, Chairman Clarence Massaquoi told the gathering that strengthening our regulatory framework is a key part of the Authority’s five-year strategic plan, stressing that regulation must ensure fairness and protect all players in the sector.

He said the Authority’s responsibility extends beyond simply enforcing rules, stressing that regulation must ensure fairness and protection for all participants in the sector.

At the same time, Licensing and Regulation Commissioner Ben Forfana called on media owners and operators to know and respect the regulations or risk action from the authority.

“We are here to make you know the rules. To know the rules and follow the rules, and also be able to broadcast responsibly,” he said.

He also reminded broadcasters that frequency is an authorization granted by the LTA and is not permanent ownership and can be revoked provided that FM station does not comply with the regulations.

The workshop forms part of our continued engagement with radio operators to promote compliance, reduce frequency interference and strengthen FM stations sector.

The Liberia Telecommunications Authority, LTA has officially adopted its Satellite Communications Guidelines, a major step toward expanding digital connectivity, strengthening regulation, and advancing Liberia’s digital transformation.

The new Guidelines establish a clear and predictable framework for satellite communications services, with a focus on nationwide access, consumer protection, quality of service, data protection, and efficient spectrum management.

Satellite technology has the potential to connect underserved and hard-to-reach communities while also providing alternative connectivity options during disruptions to submarine fiber-optic cables and other terrestrial networks.
LTA Chairperson, Hon. Clarence K. Massaquoi, welcomed investment and innovation in the Sector while emphasizing that satellite service providers must obtain the required authorization and comply with Liberia’s telecommunications regulations.

The LTA is also inviting international Satellite Operators andI Investors to explore opportunities in Liberia under the new regulatory framework.
As Chairperson Massaquoi stated: “We are not simply connecting generations; we are connecting people to possibilities.”

The adoption of these Guidelines represents another important step toward a more connected, resilient, inclusive, and digitally empowered Liberia.

LTA Advances Redelegation Process for Liberia’s .lr Country Code Top‑Level Domain

Monrovia, Liberia — August 17, 2026

The Liberia Telecommunications Authority (LTA) has received a comprehensive debrief from its ccTLD Consultant following a week‑long consultation on the redelegation of Liberia’s Country Code Top‑Level Domain (.lr). The update marks a major step in Liberia’s ongoing effort to strengthen national ownership, governance, and security of its digital identity.

The briefing to the LTA Board of Commissioners was delivered by Mr. Olu Olutola, who outlined the proposed governance and operational framework, key policy considerations, and the immediate actions required to advance Liberia’s redelegation request to the Internet Assigned Numbers Authority (IANA).

Under the proposed model, policy and oversight responsibilities will be jointly held by the Ministry of Posts and Telecommunications (MoPT) and the Liberia Telecommunications Authority (LTA). The LTA will lead registrar accreditation and submit Liberia’s formal redelegation request to ICANN/IANA. Technical operations will be managed by an independent, board‑governed Registry Operator — the Liberian Internet Domain Registry (LIDR). A Multi‑Stakeholder Advisory Council (MSAC), comprising representatives from government, industry, academia, civil society, and the technical community, will support policy development and consensus‑building.

The consultant highlighted several areas of policy and technical readiness, including:

* Development of a comprehensive .lr Policy Framework
* Establishment of the Registry Operator and its governance structure
* Deployment of secure and resilient DNS infrastructure
* Registrar accreditation and testing
* Integration of registration data services

Immediate priorities include circulating the draft .lr Policy Framework to MSAC members for structured, time‑bound review; convening an LTA executive working session to finalize outstanding policy, legal, and regulatory matters; and consolidating stakeholder inputs for submission to the LTA Board for formal adoption.

The LTA reaffirmed its commitment to ensuring that Liberia’s .lr domain is administered in the public interest and supports a secure, stable, accessible, and sustainable national digital ecosystem.

The familiar .lr internet protocol address we often see is specifically assigned to Liberia. It is part of the unique global internet architecture. Today stakeholders making up the Advisory Council to guide the transition to a local multi stakeholder ownership and governance met at the LTA to further the transition.
