The bicameral legislative support office consists of three functional units namely:

1. Revenue Unit: Conducts research and provides analysis on tax policy, tax measures, revenue estimates and forecasts.

2. Expenditure Unit: Conducts analysis of government appropriations as against spending and evaluates budget performance by Line Ministries and Agencies.

Condemning Xenophobic Rampages in South Africa:

The Legislative Budget Office (LBO) of Liberia joins the chorus of voices across Africa in condemning the recent rampages in South Africa, where mobs—some parading half‑naked—have unlawfully harassed migrants under the guise of “pursuing illegal immigrants.” Such unwholesome behavior is a direct affront to the rule of law, democratic governance, and the spirit of African unity.

South Africa’s Constitution enshrines dignity, equality, and security for all. When vigilante groups usurp the role of lawful institutions, they strip society of its dignity and corrode the democratic fabric painstakingly built since the end of apartheid. These actions violate the African Charter on Human and Peoples’ Rights and undermine the collective struggle for integration and solidarity across the continent.

It is particularly troubling that these acts occur at a time when a distinguished South African serves as the current Head of the Governing Council of the African Network of Parliamentary Budget Offices (ANPBO)—a global body dedicated to strengthening parliamentary oversight, fiscal governance, and accountability. This leadership role symbolizes South Africa’s commitment to institutional integrity and continental cooperation. The violent rampages stand in stark contradiction to that vision, tarnishing the very principles of oversight and governance that the ANPBO seeks to advance.

The myths fueling xenophobia—that migrants “steal jobs” or “cause crime”—must be debunked. Evidence shows that migrants contribute to local economies, create employment, and enrich communities. Scapegoating foreigners distracts from structural challenges such as inequality, unemployment, and governance gaps. True patriotism lies not in mob violence but in upholding justice, protecting the vulnerable, and fostering solidarity.

The LBO calls upon:
- South African authorities to prosecute perpetrators and dismantle vigilante networks.
- The African Union to treat xenophobia as a continental crisis undermining integration.
- Civil society and parliamentary institutions to reaffirm that every African life has equal worth.

Africa’s future lies in cooperation, shared prosperity, and strengthened governance. Rampages against migrants are a betrayal of that vision. As an institution committed to fiscal justice and democratic oversight, the LBO insists that xenophobia is un‑African, unlawful, and unacceptable.

Formal Opening of Hearings on the Draft Supplementary Budget

The Honorable House of Representatives, through its Committee on Ways, Means, Finance and Budget, announces the formal opening of hearings on the Draft Supplementary Budget now tabled before the Legislature.

The hearings will commence on Friday, April 17, 2026, at 10:00 a.m., in the First Floor Conference Room of the Honorable House of Representatives.

This process marks a critical step in ensuring transparency, accountability, and national dialogue on the fiscal adjustments proposed to strengthen Liberia’s economic governance and development priorities. The hearings will provide a platform for the Ministry of Finance and Development Planning, the Liberia Revenue Authority, and other relevant stakeholders to present clarifications, defend projections, and engage with lawmakers on the Supplementary Budget’s implications for revenue mobilization, expenditure realignment, and service delivery.

The Committee underscores that these hearings are not merely procedural but are integral to reinforcing public trust in the budgetary process. Citizens, institutions, and partners are assured that deliberations will be conducted with dignity, openness, and a commitment to advancing the collective interest of the Liberian people.

𝗟𝗶𝗯𝗲𝗿𝗶𝗮𝗻 𝗟𝗮𝘄𝗺𝗮𝗸𝗲𝗿𝘀 𝗜𝗻𝘃𝗶𝘁𝗲𝗱 𝘁𝗼 𝗨.𝗦. 𝗟𝗲𝗴𝗶𝘀𝗹𝗮𝘁𝗶𝘃𝗲 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗣𝗿𝗼𝗴𝗿𝗮𝗺

Washington & Madison, LLC, a U.S.-based consultancy firm, has invited members of the Liberian Legislature to take part in a Legislative Training Program in the United States.

According to a press release issued by the House' Press Bureau on Tuesday, January 27, 2026, the program is scheduled for August 30 to September 6, 2026.

It is designed to strengthen the capacity of Liberian lawmakers through exposure to best practices in governance, lawmaking, committee operations, oversight, and constituent engagement.

Activities will include workshops, policy discussions, and study visits to U.S. legislative institutions and governance organizations.

Washington & Madison highlighted its experience working with international clients, especially in Africa, and expressed readiness to collaborate with the Liberian Legislature on participant selection, program content, and logistics.

The training is structured to promote institutional development, transparency, and effective representation in line with international democratic standards.

Meanwhile, the Speaker of the House of Representatives, is expected to review the proposal and nominate lawmakers for participation.
