Marine Shooters Set for Intra Governmental Basketball League Grand Finale Against NASSCORP

The Marine Shooters of the Liberia Maritime Authority (LiMA) are set to battle the National Social Security and Welfare Corporation (NASSCORP) in the grand finale of the Intra Governmental Sports League Basketball Championship today, Friday, July 31, 2026, at the Samuel Kanyon Doe (SKD) Gymnasium in Paynesville.

The Marine Shooters earned their place in the championship after an impressive campaign marked by discipline, teamwork, and outstanding performances throughout the tournament. The team now stands just one victory away from capturing the coveted basketball title.

LiMA Board Approves Strategic Instruments to Advance Digital Transformation and Revenue Mobilization

Monrovia, Liberia, July 22, 2026: The Board of Directors of the Liberia Maritime Authority (LiMA) has approved a suite of strategic institutional instruments designed to strengthen governance, accelerate digital transformation, and enhance revenue mobilization across the Authority.

The approvals were made during the Board's second quarterly meeting held on Tuesday, July 21, 2026, at the Authority's headquarters in Congo Town.

During the meeting, the Board received comprehensive presentations from the Departments of Finance and Information Technology (IT) on three critical initiatives: the Liberia Maritime Authority's IT Policy, the internally developed Document Management System (DMS), and the Domestic Revenue Mobilization Strategy.

Following extensive deliberations, the Board unanimously approved all three strategic instruments, recognizing them as essential frameworks for improving operational efficiency, institutional accountability, and the delivery of quality maritime services.

The Board, however, directed management to conduct a more comprehensive review of the cybersecurity architecture embedded within the ICT Policy and the Document Management System. The directive is intended to ensure that the Authority's digital infrastructure is protected against evolving cyber threats and aligns with international standards for information security.

The Board noted that the implementation of the IT Policy will provide a clear roadmap for the Authority's digital transformation agenda, while the Document Management System will modernize records management by reducing reliance on paper-based processes, improving workflow efficiency, and enhancing access to institutional information. The Domestic Revenue Mobilization Strategy, meanwhile, is expected to strengthen domestic revenue collection, improve compliance mechanisms, and support the Authority's long-term financial sustainability while reducing its reliance on external revenue.

Speaking at the conclusion of the meeting, Board Chairman Hon. Tornorlah S. Varpilah described the approvals as a significant milestone in the Authority's institutional development.

"These strategic instruments represent a major step toward building a more efficient, transparent, and technologically driven Liberia Maritime Authority. As a Board, we are committed to ensuring that LiMA continues to adopt modern governance practices that improve service delivery, strengthen accountability, and position the Authority to respond effectively to the evolving demands of the global maritime industry,” he pointed out.

Chairman Varpilah emphasized that while embracing digital innovation remains a priority, cybersecurity must be treated as an equally important component of institutional modernization.

"Technology is only as effective as the security measures that protect it. Our decision to strengthen the cybersecurity framework reflects the Board's commitment to safeguarding the Authority's information assets, protecting stakeholder data, and ensuring the integrity of our digital systems”, the Board Chair stated.

The Board reaffirmed its commitment to providing strategic oversight that supports the Commissioner's vision of transforming the Liberia Maritime Authority into a world-class maritime administration operating in accordance with international best practices.

Neto Zarzar Lighe Sr., has reaffirmed Liberia’s unwavering commitment to advancing global maritime safety, security, environmental sustainability, and innovation following a high-level courtesy meeting with the Secretary-General of the International Maritime Organization - IMO, Arsenio Dominguez, on the margins of the 137th Session of the IMO Council in London.

The meeting provided an opportunity for both leaders to discuss issues of mutual interest aimed at strengthening international cooperation and promoting a resilient, efficient, and sustainable global maritime industry.

During the discussions, Commissioner Lighe underscored Liberia’s commitment to maintaining the highest standards of maritime governance and highlighted the country’s continued collaboration with the IMO in implementing international maritime conventions and best practices.

The two leaders also exchanged views on enhancing maritime safety and security, addressing environmental challenges affecting the shipping industry, and encouraging innovation to improve the efficiency and sustainability of global shipping.

Commissioner Lighe emphasized that Liberia, as one of the world’s leading maritime administrations, remains committed to working closely with the IMO and the international maritime community to support initiatives that contribute to a safer, cleaner, and more secure maritime environment.

As part of the engagement, Commissioner Lighe formally invited Secretary-General Dominguez to undertake an official visit to Liberia. The Marine Strikers of the Liberia Maritime Authority (LiMA) have booked their place in the next stage of the Intra-Governmental League after edging the Liberia Telecommunications Authority (LTA) in a tense knockout encounter, moving one step closer to successfully defending their championship title.

Under the technical guidance of Head Coach Darlington Michael Cheeks, the defending champions displayed discipline, resilience, and composure throughout the fiercely contested match on Thursday, July 2, 2026 at the Samuel Kanyon Doe Sports Complex in Paynesville.

Thirteen LiMA-Sponsored Students Graduate from RMU in Ghana

The Liberia Maritime Authority (LiMA) has achieved another major milestone in its human capacity development program as thirteen (13) Liberian students sponsored by the Authority successfully completed their studies and graduated from the prestigious Regional Maritime University (RMU) in Accra, Ghana.

The 20th graduation ceremony, held on the morning of Saturday, June 27, 2026, celebrated the successful completion of master and bachelor degree programs by the LiMA-sponsored students after two and four years of study, respectively. Their achievement reflects the Authority's sustained investment in developing a highly skilled maritime workforce capable of serving both Liberia and the global maritime industry.

Commenting on the milestone, the Commissioner/Chief Executive Officer of the Liberia Maritime Authority, Cllr. Neto Zarzar Lighe, Sr., described the graduation as a significant step toward achieving the Authority's strategic objective of expanding training opportunities for young Liberians and producing qualified maritime professionals to meet the growing demands of the global shipping industry.

According to Commissioner Lighe, Liberia's status as one of the world's leading maritime nations places a responsibility on the Authority to continuously develop competent professionals who can contribute to the country's maritime sector and the international maritime community.

"This milestone, which has seen thirteen Liberians sponsored by the Liberia Maritime Authority graduate from the Regional Maritime University with master and bachelor degrees in various disciplines, is a testament to our commitment to developing a competent maritime workforce for Liberia and the global maritime industry," Commissioner Lighe said.
He congratulated the graduates for their dedication and academic excellence, urging them to apply the knowledge and skills they acquired to advance Liberia's maritime sector while maintaining the highest standards of professionalism and integrity.

According to him, as custodian of the world's largest ship registry, Liberia recognizes that sustained investment in human capital is essential to maintaining its global maritime leadership. Through scholarship opportunities, professional training, and strategic partnerships with institutions such as the Regional Maritime University, Commissioner Lighe highlighted that LiMA continues to expand the pool of qualified Liberian maritime professionals equipped to meet the evolving demands of the industry.
The graduation of these thirteen scholars is more than an institutional achievement—it is an investment in Liberia's future. As they embark on their professional journeys, they carry with them not only academic credentials but also the responsibility of contributing to the growth of Liberia's maritime sector and strengthening the country's reputation within the international maritime community.

Also graduating under the LiMA scholarship program were: Spurgeon Clarence Capehart, Master's Degree in International Shipping and Logistics; Tokpah James, Jr., Bachelor of Science in Marine Engineering (Honors); Emric Howard, Bachelor of Science in Electrical and Electronic Engineering (Honors).

Delivering remarks during the University's 20th Congregation, Acting Vice Chancellor Dr. Jethro W. Brooks, Jr. disclosed that a total of 368 students graduated with master degrees, bachelor degrees, and diplomas across various academic disciplines.

The graduation of the LiMA-sponsored students further demonstrates the Authority's unwavering commitment to strengthening Liberia's maritime human resource capacity through strategic investment in education and specialized training. Commissioner Lighe Re-echoes Liberia's Unflinching Support and Commitment to RMU's New Governing Leadership

The Commissioner/Chief Executive Officer of the Liberia Maritime Authority (LiMA), Cllr. Neto Zarzar Lighe, Sr., has reaffirmed Liberia's unwavering support and commitment to advancing the Regional Maritime University (RMU) under the leadership of its newly appointed Chancellor and Chairman of the Board of Governors, Mr. Joseph Bukari Nikpe, who also serves as Ghana's Minister of Transport.

Speaking during the Regional Maritime University's 35th Board of Governors meeting held on June 26, 2026 in Accra, Ghana, Commissioner Lighe emphasized Liberia's continued dedication to strengthening the premier maritime institution and ensuring that it remains a center of excellence for maritime education and professional development in Africa.

As a demonstration of Liberia's commitment to the University, Commissioner Lighe disclosed that the Liberia Maritime Authority is working on a proposal to expand the student hostel constructed by the Government of Liberia through the addition of another floor. According to him, the expansion will significantly increase accommodation capacity and improve the welfare of students pursuing maritime education at the University.

Highlighting Liberia's growing influence within the global maritime industry, Commissioner Lighe informed the gathering that Liberia has once again been re-elected to Category "A" of the Council of the International Maritime Organization (IMO), while maintaining its position as the world's largest ship registry by gross tonnage.

"Kindly permit me also to officially inform this gathering that Liberia was re-elected to the governing Council of the International Maritime Organization. We are once again occupying a Category 'A' seat," Commissioner Lighe announced.
He expressed Liberia's profound appreciation to African countries for their overwhelming support during the IMO Council elections, noting that the country's continued success reflects its commitment to promoting Africa's interests within the global maritime community.

"Liberia pledges to represent Africa with pride and distinction. We are also pleased to note that Liberia remains the largest ship registry in the world by gross tonnage. This achievement is a reflection of our unwavering commitment to the highest standards of maritime safety, security, environmental protection, and compliance with international maritime instruments. The Regional Maritime University remains one of the key pillars in sustaining this success through the training of competent maritime professionals," he said.

Commissioner Lighe also encouraged students of the University to remain committed to their academic pursuits and maintain discipline throughout their educational journey.

"Let your education remain your highest priority. Pleasure should always come second. By studying hard, you not only make yourselves proud, but you also bring honor to your families, your respective countries, and this great institution," he urged.

The Liberian delegation to the RMU Governing Council meeting included members of Liberia's Committee of Experts headed by Mr. Desire Satia, Deputy Chief Financial Officer of the Liberia Maritime Authority. Other members of the delegation included Mr. Paul Fallah, Director of Risk Management and Quality Assurance; Mr. Joel Oscar Dickerson, Director of Training; Mr. John E. Quawah, Director of Human Resources; Mr. Mohamed Tulay, Head of Internal Audit; Ms. Hennistta Nyangbe, Head of the Audit Implementation Secretariat; along with other officials of the Authority.

Liberia remains one of the founding and strongest supporters of the Regional Maritime University and continues to invest in maritime education and human capacity development as part of its broader commitment to strengthening Africa's maritime sector.
