Liberia Steps Forward on Trade in Services Data

Vincent Town, Bomi County – August 18, 2026 Liberia has taken a major step toward strengthening its economic statistics with the launch of a five-day Trade in Services Training Workshop at the Hawarth Event Center in Vincent Town, Bomi County.

The workshop, hosted by the External Trade Statistics Unit of LISGIS under the Division of Economic Statistics, runs from August 17–21, 2026. It brings together technical staff from key institutions including the Central Bank of Liberia (CBL), Liberia Immigration Service (LIS), Liberia Revenue Authority (LRA), National Port Authority (NPA), and other ministries and agencies.

For years, Liberia’s external trade data has focused mainly on goods. Yet, services—from finance and transport to tourism and communications—are vital drivers of economic growth, job creation, foreign exchange, and GDP. Recognizing this, ECOWAS has developed a regional guide for compiling Trade in Services statistics, which is now being introduced in Liberia with support from the HISWA Project.

The training aims to equip participants with the concepts, classifications, and frameworks needed to properly measure the services sector. By closing this data gap, Liberia will be better positioned to design policies that reflect the true dynamics of its economy.

This workshop marks Phase One of building better data for better decisions—a foundation for evidence-based policymaking that can unlock new opportunities for national development.

On July 15, 2026, the Liberia Institute of Statistics and Geo-Information Services (LISGIS) received a donation of assorted materials from Conservation International (CI). The items were formally handed over to LISGIS’s Logistics Department.

The Director General, Hon. Ngafua, expressed gratitude, noting that despite being a government institution, LISGIS still faces logistical and material gaps. He emphasized that CI’s support has strengthened the agency’s capacity for data collection, analysis, and office operations.

CI representative, David Diggs, highlighted that the donation was made possible through GEF-funded projects and stressed the importance of LISGIS’s continued co-financing commitments to sustain collaboration. The event concluded with the signing of a donation letter, formalizing the exchange.

LISGIS reaffirmed its appreciation, while CI recognized LISGIS as a key partner in advancing initiatives such as the FULU project and Natural Capital Accounting (NCA).

LISGIS Boss Calls for Youth-Centered Development on World Population Day

At Liberia’s observance of World Population Day, Hon. Richard Fatorma Ngafuan, Director General of the Liberia Institute of Statistics and Geo-Information Services (LISGIS), delivered a powerful message on the role of statistics in shaping national development.

Ngafuan underscored that “statistics are the foundation of effective decision-making,” stressing that evidence-based policies allow government to allocate resources efficiently and design interventions that improve lives.

Presenting findings from the 2022 National Population and Housing Census, he highlighted Liberia’s youthful age structure—35 percent under 15 and nearly two-thirds under 25—as both a challenge and an opportunity.

He urged deliberate investments in education, healthcare, skills training, and innovation, emphasizing that young people must be recognized not only as beneficiaries but as indispensable partners in development. Hon. Ngafuan reaffirmed LISGIS’s commitment to strengthening Liberia’s statistical system, ensuring that policies are grounded in reliable data rather than assumptions.

The program, organized in collaboration with UNFPA, LISGIS, and Ministry of Youth & Sport under the theme “Realizing the hopes and aspirations of young people – today and for the future,” reinforced the urgency of harnessing Liberia’s youthful population as a national asset while aligning with global commitments to youth empowerment. On June 30, 2026, employees of the Liberia Institute of Statistics and Geo-Information Services (LISGIS) riding on Bus 2 turned their daily commute into a mission of compassion.
Together, they made a heartfelt donation to the Obstetrics Ward at Redemption Hospital, bringing hope and support to mothers and newborns.
This act of generosity shows that LISGIS is more than numbers and data — it’s about people, community, and care. The Bus 2 riders have set a shining example of giving back, proving that small acts of kindness can make a big difference.

I had the privilege of attending a three-day Capacity Building Workshop on Mainstreaming Communications in World Bank–Financed Projects in Liberia. The workshop was organized by the Word Bank, in collaboration with Ministry of Finance and Development Planning ( MFDP)

Here are some key takeaways

1. Communication must be integrated into every stage of project design and implementation.

2. Effective communication fosters transparency, accountability, and stakeholder trust.

3. Media engagement, message framing, and stakeholder outreach—ensure communities are fully included in development initiatives.

This training underscored that communication is more than information sharing—it is about building trust, inclusivity, and impact.

By mainstreaming communications, projects can resonate with citizens and deliver meaningful results.

As Communications Director of LISGIS, I was honored to represent my institution and contributed to strengthening Liberia’s communication frameworks. This experience equips me to amplify our work, ensuring that data-driven development is communicated clearly and effectively to all stakeholders.

Strategic communication is the bridge between policy and people. Strengthening this link ensures that development projects truly serve communities and drive sustainable progress.

The goal of the World Bank in Liberia is to reduce poverty and improve the lives of Liberians.

The World Bank support to Liberia Development projects is valued US$1 billion.

These projects cover important sectors such as health, education, agriculture, energy, roads, water, governance, social protection, and private sector development.

The Communications Director of LISGIS, Mrs. Jestina Harris-Page, is participating in a three day Capacity Building Workshop on Mainstreaming Communications in World Bank–Financed Projects.

Hosted at the Cape Hotel, Mamba Point, Monrovia, this three-day workshop brings together communication professionals to enhance strategies that ensure effective engagement, visibility, and impact across World Bank–supported initiatives in Liberia.

The program underscores the vital role of communications in driving transparency, fostering stakeholder trust, and amplifying the reach of development projects nationwide.

The panel discussion was intense and engaging, as Hon. Richard Fatorma Ngafuan took on the stage to respond to a question in regards to transperency and trust.

Question:
How does collaboration with data providers contribute to transparency and trust in revised statistics?

DG Ngafuan, response:

Collaboration is central to building trust in the statistical process. It ensures that data compilation, analysis, and release are not perceived as the exclusive responsibility of the National Statistics Office. In Liberia, for example, we have established a strong partnership with the Central Bank in producing and releasing consumer price index estimates and inflation statistics. Each month, on the 15th, results are published, and the Central Bank actively participates in reviewing the methodologies and processes. That shared involvement strengthens confidence in the figures we release.

The same principle applies to external trade statistics. The Central Bank, the Liberia Revenue Authority, the Ministry of Commerce, and the Ministry of Finance and Development Planning regularly join us in validation exercises. By harmonizing the results and releasing them collectively, all major stakeholders are part of the process, which adds credibility to the data.

So, collaboration ensures transparency, and transparency fosters trust. When key institutions are engaged at every stage, the public can be confident that the statistics are reliable, credible, and widely accepted.
