The Civil Service Agency is the central government Agency responsible for managing the Civil Service, improving human resources capacity, service delivery, and thereby enhancing the effectiveness and efficiency of Civil Servants. The Civil Service Agency (CSA), currently headed by James A Thompson, was established by an Act in 1973 to serve as the central human resource management institution of the Government of Liberia and to ensure the existence of a competent, professional, and well-motivated civil service that meets the workforce needs of the Government.

๐™ˆ๐™Š๐™‰๐™๐™Š๐™‘๐™„๐˜ผ, ๐™‡๐™„๐˜ฝ๐™€๐™๐™„๐˜ผ โ€” ๐™Ž๐™š๐™ฅ๐™ฉ๐™š๐™ข๐™—๐™š๐™ง 2, 2026: The Civil Service Agency (CSA), through its Welfare Services Division, in collaboration with the National Social Security and Welfare Corporation (NASSCORP), on Wednesday convened a two-day awareness session ahead of a nationwide Pre-Retirement Counselling and Data Collection Exercise.

The Session is being attended by Human Resource Directors and Managers from the 109 Government Spending Entities. The nationwide Pre-Retirement Counselling and Data Collection Exercise is scheduled to run from September 14 to October 10, 2026. It will ensure Government Spending Entities are fully informed about the objectives, procedures, and responsibilities associated with the exercise.

At the opening of the awareness session on Wednesday, September 2, 2026 at the CSA EJS Ministerial Complex Head Offices in Congo Town, the HR Directors and Managers were guided on the identification and validation of employees approaching retirement, with the aim of facilitating effective transition planning and strengthening coordination among the CSA, NASSCORP, and government spending entities.

CSA Acting Director-General, Hon. Edwin K. Jallah, emphasized the need for retirement to be treated as an honorable transition rather than viewed as a punishment for employees who have dedicated their productive years to public service.

Hon. Jallah urged HR practitioners to recognize that employees preparing for retirement are the same individuals who once made significant contributions to the growth and development of Liberiaโ€™s public service.

โ€œRetirement should not be like a punishment,โ€ he stressed, noting that employees who have dedicated their productive lives to public service deserve to leave the system honorably and with the necessary support.

The Acting CSA Director-General also reminded HR Directors and Managers of the critical role they play to ensure retirement policies and procedures are properly implemented, stressing that the systems being established today will eventually affect future retirees.

For his part, the Director of CSA Welfare Services Division, Rufus Johnson, stressed the importance of early preparation and counselling for employees approaching retirement.

Mr. Johnson noted that the CSA, as the human resource arm of the Government of Liberia, has a critical responsibility to ensure public servants are adequately prepared to transition from active service to retirement.

The Civil Service Agency and NASSCORP are expected to continue working with government spending entities to strengthen retirement planning, improve the accuracy of contribution and employment records, and ensure that eligible employees receive the benefits to which they are entitled after years of public service.

The nationwide Pre-Retirement Counselling and Data Collection Exercise will serve as an important step toward improving retirement preparedness and ensuring that public servants receive the necessary information, guidance, and support to successfully transition into retirement.

๐™ˆ๐’๐™ฃ๐’“๐™ค๐’—๐™ž๐’‚, ๐™‡๐’Š๐™—๐’†๐™ง๐’Š๐™– โ€” ๐˜ผ๐’–๐™œ๐’–๐™จ๐’• 31, 2026: The Civil Service Agency (CSA) has honored and presented a certificate of recognition to the Director of Protocol at the Ministry of Local Government, Mrs. Siah Vanesser Hare, for her exemplary honesty, integrity, and ethical conduct in public service.

Prior to her transfer to the Ministry of Local Government, Mrs. Hare served at the Ministry of Foreign Affairs for sixteen (16) years, where she held positions as Desk Officer and Gender Desk Officer.

Her moment for national recognition in public service soon came in July 2026 after she inadvertently received double salary payments from both the Ministry of Foreign Affairs and the Ministry of Local Government.

Upon receiving bank alerts confirming the two salary notifications, Mrs. Hare voluntarily returned the full salary amount erroneously paid by her former employer, the Ministry of Foreign Affairs, into the Government of Liberiaโ€™s Consolidated Account.

The Civil Service Agency could not allow such a demonstration of integrity to go unnoticed. A special program was held in her honor in the Dr. C. William Allen Conference Room, moments after the conclusion of the Agencyโ€™s Senior Management meeting on Monday, August 31, 2026.

Speaking at the ceremony, the Acting Director-General of the Civil Service Agency, Hon. Edwin K. Jallah, said the honoring and certification of Mrs. Hare symbolizes the CSAโ€™s deliberate commitment to recognizing and celebrating integrity within Liberiaโ€™s public service.

Hon. Jallah noted that part of the CSAโ€™s broader strategy for strengthening the civil service and promoting merit is to recognize public servants who demonstrate honesty, integrity, and exemplary leadership.

His remarks were buttressed by the Deputy Director-General for Administration and Finance, Atty. Dahnu Mianyen, who, before formally presenting the certificate of honor, commended Mrs. Hare for mustering the courage to return the salary erroneously deposited into her account despite the prevailing economic realities.

Receiving the honor, Mrs. Siah Vanesser Hare expressed appreciation to the Civil Service Agency for the recognition and pledged to continue serving as a positive example in Liberiaโ€™s public service.

โ€œI did not walk this path alone. To my family and friends who stood by me when the road was toughโ€”thank you for being my anchor,โ€ Mrs. Hare stated.

She further urged fellow civil servants to always remember that Liberia is built on the choices they make when no one is watching. She called on public servants to โ€œstand firm, uphold integrity, and serve with honor because your honesty and patriotism are the true foundation of a greater Liberia.โ€

The ceremony was attended by top members of the Senior Management Team of the Civil Service Agency, friends and family members of the honoree.
