LiSA Intensifies Field Supervision of Ongoing Fuel Pump Verification to Protect Consumers and Ensure Fair Trade

MONROVIA, LIBERIA — AUGUST 27, 2026 — The Liberia Standards Authority (LiSA), through its Department of Metrology, has intensified field supervision of its ongoing fuel dispensing equipment verification exercise across gas stations in Monrovia and its environs.

The initiative, which commenced on July 23, 2026, is part of LiSA’s Legal Metrology program.

It guarantees that measuring instruments used in commercial transactions remain accurate and reliable.

The exercise protects consumers, promotes fair trade, and builds public confidence in commercial measurements.

On Wednesday, August 26, 2026, the Deputy Director General for Technical Services, Hon. Koakun Emmanuel Myers, joined the Metrology verification team during field operations at Aminata Gas Stations around 9th and 17th Streets in Sinkor, Monrovia.

The field visit allowed leadership to observe the technical verification process firsthand, engage with the field inspectors, and interact directly with station management and technical personnel.

This hands-on supervision ensures the exercise addresses both consumer and business perspectives effectively.

During the inspection, Mr. Jusufu AD Kamara, Retail Field Supervisor, Aminata and Sons Inc, emphasized the necessity of regular, six-month verification intervals.

He noted that periodic technical checks identify measurement discrepancies that develop over time, protecting both businesses and consumers from unintended financial losses.

The comprehensive verification process includes:

Equipment Inspection: Reviewing active fuel dispensing units for mechanical integrity.

Security Audits: Checking existing LiSA verification marks and tamper-evident seals.

Accuracy Testing: Measuring the volumetric accuracy of active dispensing nozzles using calibrated reference standards.

Fraud Prevention: Checking for evidence of tampering or unauthorized equipment adjustments.

For LiSA, metrology verification serves as a dual protection mechanism.

It helps businesses maintain equipment confidence while assuring consumers that everyday transactions are subject to strict technical controls.

The field engagement reinforces LiSA’s commitment to evidence-based technical supervision and continuous stakeholder engagement.

Data and observations gathered during this cycle will support ongoing technical and policy updates within the Authority.

Following the conclusion of the fuel station verification exercise, LiSA will shortly commence the verification of weighing instruments, including commercial scales, as part of its legal mandate.

LiSA Director General Travels to Kenya for 32nd ARSO General Assembly; Deputy Director General Myers Assumes Oversight

MONROVIA, LIBERIA – AUGUST 25, 2026 – The Director General and CEO of the Liberia Standards Authority (LiSA), Hon. Stephen Mambu, has departed Monrovia for Mombasa, Kenya, to attend the 32nd African Organisation for Standardisation (ARSO) General Assembly and ARSO Week 2026.

The high-level conference, which runs from August 24 to 28, 2026, is being hosted by the Kenya Bureau of Standards (KEBS) at the Sarova White Sands Beach Resort & Spa. Originally scheduled for Uganda, the event was relocated to Kenya and convenes under the theme: “Standards Enabling Intra-Africa Trade Under the AfCFTA – One Certificate Working for You.”

The assembly brings together African policymakers, standardization experts, and quality infrastructure leaders to discuss how harmonized standards can facilitate sustainable development, enhance consumer protection, and boost regional trade under the African Continental Free Trade Area (AfCFTA).

Hon. Mambu’s participation underscores the Government of Liberia’s strong commitment to strengthening national quality infrastructure and deepening economic integration with the rest of the continent.

During the Director General’s official mission abroad, Hon. Koakun Emmanuel Myers, Deputy Director General for Technical Services, has been designated as the Officer-in-Charge (OIC) of LiSA.

Hon. Myers will oversee the Authority’s daily operations, working alongside the Deputy Director General for Finance, Marketing & Administration, Hon. Samuel E Liberty, and the Senior Management Team to ensure uninterrupted service delivery.

The public is assured that all regulatory, metrology, certification, and quality assurance functions of the Authority will continue without disruption during this period.

Hon. Myers will maintain close consultation with the Director General via telephone and online platforms to address any urgent matters.

LiSA PARTICIPATES IN LIBERIA TRADE INFORMATION PORTAL SENSITIZATION AND AWARENESS CONSULTATIVE WORKSHOP

MONROVIA, LIBERIA | AUGUST 21, 2026 — The Liberia Standards Authority - LISA, participated in the Sensitization and Awareness Consultative Workshop on the Liberia Trade Information Portal (LTIP) under the Liberia Investment, Finance & Trade Project (LIFT-P), held at the Boulevard Palace Hotel in Monrovia.

The workshop brought together representatives of relevant government institutions and stakeholders to strengthen understanding of the LTIP, demonstrate the Portal and its progress, discuss the project’s implementation approach, and gather institutional input to support the development and validation of trade-related information.

Representing LiSA were the Deputy Director General for Technical Services (DDGTS),Hon. Koakun Emmanuel Myers, and the Chief Technical Officer (CTO), Melvin Tokpah.

The program featured an overview of the Trade Information Portal, a live demonstration of the LTIP platform, a presentation on the project plan and implementation approach, and a dedicated consultation on the content and information required from participating institutions.

Stakeholders also provided feedback and discussed considerations for the Portal's effective use and sustainability.

LiSA’s participation is particularly relevant to ensuring that technical and regulatory information within its mandate, including standards, testing, inspection, certification, and conformity assessment requirements, is appropriately considered in Liberia’s evolving trade-information and trade-facilitation framework.

LiSA, UNIDO and South African Experts Launch Two-Week Mission to Strengthen Liberia’s Certification System

MONROVIA, LIBERIA — AUGUST 21, 2026 — The Liberia Standards Authority (LiSA) has welcomed a team of international experts from the United Nations Industrial Development Organization (UNIDO) and QAfrica of South Africa for a two-week technical mission aimed at conducting a comprehensive gap analysis and strengthening the Authority’s management system and certification operations.

The mission, which runs from August 18 to August 28, 2026, brings together South African experts Anya and Monica to assess LiSA’s existing certification systems, identify critical gaps, and develop a practical roadmap for strengthening Liberia’s national certification capacity.

The technical engagement is expected to provide a detailed assessment of LiSA’s current Quality Management System and certification processes, while examining their alignment with international standards and the vTPA food safety certification programme.

A key component of the mission will focus on assessing personnel competencies, training needs, technical resources, and the Authority’s overall operational capacity. The experts will also identify improvements needed to strengthen LiSA’s certification services and prepare the institution for eventual accreditation.

Particular attention is being given to priority food chain categories, including coffee, cocoa, cassava, rice, and fish commodities considered critical to Liberia’s agricultural production, food safety, and export potential.

The gap analysis represents an important step toward strengthening Liberia’s national quality infrastructure and improving the credibility and international recognition of certification services.

A stronger certification system is expected to help businesses demonstrate compliance with applicable standards, build consumer confidence, facilitate access to regional and international markets, and provide greater support to Liberia’s export sector.

The initiative also supports the country’s Made in Liberia Agenda by helping to ensure that locally produced commodities—including cocoa, coffee, cassava, rice, and fish—meet recognized quality, safety, and conformity requirements.

For LiSA, the mission is expected to establish a structured pathway toward internationally recognized accreditation while strengthening the capacity of personnel to deliver credible, transparent, and reliable certification services.

The engagement further highlights the value of international cooperation and knowledge sharing, particularly through collaboration with a more established South African quality and conformity assessment environment.

LiSA Council Advances Strategic Direction, FY2027 Budget and Resource Mobilization at High-Level Workshop

MONROVIA, LIBERIA — August 21, 2026 — The Council of the Liberia Standards Authority - LISA has concluded a high-level Council Meeting and Workshop Session at the Ministry of Commerce and Industry, Liberia, advancing key discussions and decisions aimed at strengthening the Authority’s institutional capacity and positioning it to deliver more effectively on its national mandate.

The August 19 session focused on several critical priorities, including LiSA’s Resource Mobilization Plan, proposed Fiscal Year 2027 Budget, Business Plan, and Strategic Plan.

The discussions form part of the Authority’s broader efforts to build a stronger, more sustainable, and results-driven national quality infrastructure capable of supporting consumer protection, fair trade, industrial development, and the growth of Liberian businesses.

Strengthening LiSA’s Strategic and Financial Direction

A major focus of the Council Meeting and Workshop was the review of LiSA’s strategic direction and the plans required to translate its mandate into measurable results.

The Council considered the Authority’s Strategic Plan and Business Plan, with emphasis on establishing clear priorities, strengthening operational systems, expanding services, and ensuring the long-term sustainability of the institution.

The proposed FY2027 Budget was also discussed as a critical instrument for supporting LiSA’s planned programs, institutional development, and operational activities.

Recognizing the importance of sustainable financing, the session further examined LiSA’s Resource Mobilization Plan, aimed at identifying opportunities and strategies for securing the financial and technical resources necessary to implement the Authority’s programs and achieve its strategic objectives.

Positioning LiSA for Greater Impact

The Council’s deliberations underscored the importance of strengthening Liberia’s national quality infrastructure through effective standardization, metrology, conformity assessment, and institutional development.

LiSA Engages Stakeholders on Quality of Building and Construction Materials

MONROVIA, LIBERIA — The Liberia Standards Authority (LiSA), through its Technical Services Division, on Wednesday, August 19, 2026, convened the first Stakeholder Consultative Forum (SCF) under the National Market Surveillance Program on the Quality of Building and Construction Materials (NMSP-BCM).

The engagement brought together LiSA and market stakeholders to discuss the objectives and implementation of the Program, applicable standards, product quality and traceability, consumer protection, fair competition, and the importance of voluntary compliance.

Initial Focus on Five Priority Construction Materials

The initial phase of the Program will focus on five priority construction materials:

Steel Reinforcement Bars (Rebars)
Roofing Sheets
Construction Nails
Building Tiles

Representatives from ALi Building Material Store, Sonny Brothers Inc., Goodluck Hardware Center, Arkay Hardware Center, Menzar Investment Liberia Ltd., Laxmi Trading, and others participated in the engagement.

Stakeholders shared their views, raised concerns, and provided useful market information and feedback to support effective surveillance planning and implementation.

Strengthening Dialogue and Voluntary Compliance

The Stakeholder Consultative Forum is an important part of the NMSP-BCM framework. It provides a structured platform for dialogue between LiSA and market actors, promoting awareness of applicable standards, information sharing, voluntary compliance, and continuous quality improvement.

Next Steps

LiSA will continue engaging other businesses and relevant stakeholders in the sector to ensure that market actors are adequately informed about applicable standards, quality requirements, and the objectives of the surveillance program ahead of the commencement of field surveillance activities.

The NMSP-BCM will initially focus on Monrovia and major commercial corridors, with phased expansion based on risk assessment and available resources.
