Coordination Meeting held at the Covid-19, Elections Monitoring and Violence Prevention Situation Room on Tuesday, August 2, 2022.

Discussions during the meeting were focused around coordination between the Women Situation Room (WSR) under the auspices of Angie Brooks International Center (ABIC) and the Covid-19, Elections Monitoring and Violence Prevention Situation Room (CEMViP-SR).

A one-day coordination meeting with County Peace Committees, Early Warning & Early Response Reporters and Youth Agents for Peace held in Montserrado County at the Ministry of Internal Affairs Training Room on Friday, July 22, 2022. During the meeting, a refresher training on Conflict Early Warning data collection and reporting was also conducted with the peace structures.

MONROVIA - June 28, 2022 – As the voting process has ended and counting of votes initiated in Lofa County, the Covid-19, Elections Monitoring and Violence Prevention Situation Room (CEMVIP-SR) congratulates the people of Lofa County for the peaceful manner in which they exercised their voting rights in the Senatorial By-election today, Tuesday, June 28, 2022.

Despite a few minor incidents, the CEMVIP-SR views the general peaceful conduct of the voting process as a reflection of the desire of the people of Lofa County to have a full representation in the Liberian Senate and to have their voices heard in a peaceful and democratic manner.

As polling activities come to a close, we note that there were no reports of significant election related violence. We commend the joint security and the people of Lofa County for upholding a culture of peace.

We wish to also highlight reports from our team of monitors of the professional conduct of the polling staff during the election and the impressive participation of women in the election.
We consider that these reports reflect very positively on our fledgling democracy.

We call upon all political parties, independent candidates, citizens and residents of Lofa to remain peaceful throughout the counting process and the official announcement of results.
We encourage the National Elections Commission to investigate promptly and resolve all elections related complaints in a timely manner.

We further call upon the candidates, their supporters and everyone in Lofa County to avoid unproductive activities, including making inflammatory statements that could undermine the credibility of the elections.

Let us all continue to work for the good of our democracy, and the peace and development of Liberia.

MONROVIA - June 28, 2022 - The Covid-19, Elections Monitoring and Violence Prevention Situation Room (CEMVIP-SR) wishes to congratulate the people of Lofa County as they turn out to cast their ballots in the Senatorial Bi-election today, Tuesday, June 28, 2022.

The voter’s turn out has so far been slow in many locations. Voters are trekking long distances to cast their votes. There may be an uptake as the day progresses.

The CEMVIP-SR considers the peaceful start of the voting process as a reflection of the desire of the people of Lofa County to have a full representation in the Liberian Senate and to have their voices heard in a peaceful and democratic manner.

The Situation Room acknowledges the timely and peaceful start to voting in Lofa County and encourages the voters and all of those associated with the election to continue on this path.

Reports from our team of observers indicated that polls started on time in most areas and that election workers and polling materials were at the polling places on time. The participation of women so far has been impressive. The presence of joint security forces at polling precincts were notable and visible.

We wish to inform the public that in furtherance of our commitment to the by-election in Lofa County, we have a team of monitors in the field in Foyah, Zorzor and Voinjama districts.

We are also collaborating with other observers across Lofa County.

We are pleased that there have so far been no reports of election- related violence during the voting process.

With this good news, the CEMViP-SR entreats the joint security and the people of Lofa to continue to work to preserve an atmosphere of peace and sanity.

We would like to also encourage poll workers to give special consideration to pregnant women, the elderly, and other persons of special needs as they go to cast their ballots.

As we close, we call on the candidates, their supporters and everyone in Lofa County to avoid engaging in activities, including making statements that could undermine the credibility of the election.

Let us all continue to work for the good of our democracy, and the peace and development of Liberia.

MONROVIA - June 27, 2022 - The Covid-19, Elections Monitoring and Violence Prevention Situation Room (CEMVIP-SR) is pleased to release a report of its monitoring of the electoral process in the Lofa County Senatorial By-election.
As the voters in Lofa County prepare to cast their ballot on Tuesday, June 28, 2022, the CEMVIP-SR reminds the women, men and youth of the County of their collective responsibility to ensure a peaceful conduct of the election.
CEMVIP-SR emphasizes that the attitude of citizens before, during and after elections will serve to consolidate or undermine the peace that Liberia has enjoyed over the past 19 years.
CEMVIP-SR attaches importance to the election in Lofa County and has taken steps to help promote a peaceful and credible electoral process.
In collaboration with partners, we have engaged in facilitating dialogues in Lofa County with local stakeholders, including chiefs, elders, women and youth groups, representatives of political parties, religious leaders and civil society actors.
Additionally, the NEC conducted training for party agents and poll workers on the processes and procedures of the election.
We wish to commend the commitment of the political parties whose agents and supporters, by their comportment, are demonstrating their inclination to play by the rules of the election.
We wish to also commend the political parties, candidates and the people of Lofa County for their peaceful engagement in the election process and the respect shown to each other.
We take note of the incident of violence that was reported and urge all residents of Lofa County to work collaboratively to ensure the safety of all persons participating in the elections.
It is our expectation that security institutions are ready to professionally address any and all incidents of violence that may occur.
Each individual, especially political party agents, candidates and their supporters, by displaying respect for each other and following the election procedures, will contribute to peace and stability in Lofa and thereby confirm that Liberia’s democracy is stable for development.

Interventions made by the Liberia Peacebuilding Office through the Ministry of Internal Affairs with support from United Nations Development Program (UNDP) on a Land Dispute between River Cess and Sinoe Counties respectively.

On January 30,2022 a dialogue was held in ITI to resolve the boundary dispute between Sinoe and River Cess Counties. One of the counts in the final resolution called for the survey of the boundary line from point “S” to point “R” within 30 days as of January 30, 2022.

Following this, several other meetings were held to have this matter resolved. Finally, during the May 17, 2022 meeting held at the Liberia Pecebuilding Office, the technical team was informed about the trip to ITI from May 25, 2022 to May 31, 2022followed by a dialogue on June 1, 2022.

The dialogue was then extended and held on Wednesday, June 8, 2022 at the Pavilion Building in Buchanan City, Grand Bassa County. During this meeting, Mr. Nathaniel K. Cisco, Sr. of the Liberian Land Authority presented a technical report on behalf of the technical team and outline several delay carried out by technicians appointed by Sinoe County. After the presentation, Hon. Varney A. Sirleaf, Minister of Internal Affairs, asked for an open discussion of the report.

With copies of the report were shared by Mr. Edward Mulbah, Executive Director of Liberia Peacebuilding Office to representatives of both counties, a consensus was raised that both caucuses meet separately, discuss the report and come back to session and inform the body on their decisions.

After the individual caucus discussion, River Cess County consented to the report and agreed to move forward with any other proceedings to have the matter resolved but, representatives of Sinoe County objected and indicated that the technicians they’ve asked to adequately represent them during the survey were “non-technicians”. Consequently, they appeal to hire an independent firm to verify the report submitted by the team.

In a closing statement, Hon. Varney A. Sirleaf thanked everyone including donors for their continuous support towards keeping the peace but expressed his frustration in the response from Sinoe County and indicated that they had five (5) slots to designate technicians to adequately represent them so as to avoid such problems. With all efforts to have this matter resolved we are at a standstill on verification. However, it is binding upon us as a government to support this initiative.
