අලි - දුම්රිය ගැටුමට විරාමයක් .... ජාතික ක්රියාන්විතයක සමාරම්භය සනිටුහන් කරමින්, දුම්රිය මාර්ගයට යටින් දිවෙන වනජීවී උමං මාර්ගයේ ඉදිකිරීම.

දිනෙන් දින වර්ධනය වන අලි - දුම්රිය ගැටළුවට විසඳුමක් වශයෙන්, ශ්රී ලංකාවේ පළමු වනජීවී උමං මර්ගයේ ඉදිකිරීම් කටයුතු,ප්රවාහන හා මහාමාර්ග අමාත්යාංශයේ අධීක්ෂණය යටතේ, 2024 මාර්තු මස 01 දින ගල්ගමුව,ගැටදිවුල, කාසිකොටේදී ආරම්භ .
දුම්රියන්හි හැපී මියයන අලි ඇතුන් සංඛ්යාව දිනෙන් දින වර්ධනය වන අතර, එය ජාතික මෙන්ම ජාත්යන්තර මට්ටමේ අවධානය යොමුවී ඇති පාරිසරික සහ සංවර්ධන ගැටළුවක් බවට පත්ව තිබේ. ඒ සඳහා විවිධ රාජ්ය සහ රාජ්ය නොවන පාර්ශව ගණනාවක් දීර්ඝ කාලයක් පුරාවට විසඳුම් රැසක් යෝජනා කර ක්රියාත්මක කර ඇති නමුත්, දුම්රියන්හි අලි ඇතුන් ගැටීම වළක්වා ගැනීමට රටක් වශයෙන් තවමත් අප උත්සහ කරමින් සිටියි.
ප්රවාහන හා මහාමාර්ග අමාත්යාංශය, ශ්රී ලංකා දුම්රිය දෙපාර්තමේන්තුව, "සුරකිමු දුම්රිය" ජාතික ව්යාපාරය ඇතුළු ආයතන සහ සංවිධාන සමඟ සාකච්ඡා පවත්වමින් මේ පිළිබඳව දීර්ඝ ලෙස කරුණු අධ්යයනය කර,"සුරකිමු ශ්රී ලංකා" සංවිධානය අලි - දුම්රිය ගැටුම් වැළැක්වීම උදෙසා යෝජනා රැසක් රජයට ඉදිරිපත් කරන ලදි. ඒ අතුරින් ප්රධාන යෝජනාවක් වූයේ, පසුගිය වසර කිහිපය තුල දුම්රියන්හි ගැටීම නිසා වැඩිම වන අලි ප්රමාණයක් මිය ගිය සහ වන අලි 150-200 ත් අතර ප්රමාණයක් නිරන්තරයෙන් දුම්රිය මාර්ගය ආශ්රිතව සැරිසරන, අඹන්පොල හා ගල්ගමුව දුම්රිය ස්ථාන අතර පිහිටි කාසිකොටේ, ගැටදිවුල යන ස්ථානයේ දුම්රිය මාර්ගයට යටින් වනජීවී උමං මාර්ගයක් ඉදිකර දෙන ලෙස වූ යෝජනාවය.එහිදී එම ස්ථානයට නුදුරින් පවතින පැරණි බෝක්කුවක් වනජීවී උමං මාර්ගයක් වශයෙන් සංවර්ධනය කිරීමට යෝජනා වුවද එහි පවතින තාක්ෂණික ගැටළු කිහිපයක් නිසා අලිමංකඩ ස්ථානයේ නව වනජීවි උමඟක් ඉදිකිරීමට යෝජනා විය.
ඒ අනුව එහිදී අලි - දුම්රිය ගැටුම වළකන ජාතික ක්රියාන්විතයේ පළමු පියවර වශයෙන් යෝජිත වනජීවී උමං මාර්ගය ඉන්දියානු ණය ආධාර යටතේ සිදු කෙරෙන මහව - ඕමන්තේ දුම්රිය මාර්ග ප්රතිසංස්කරණ ව්යාපෘතිය යටතේ ඉදිකිරීමට ප්රතිපත්තිමය තීරණයක් ගත් අතර එම තීරණය ක්රියාවට නැංවීම සඳහා අවශ්ය කටයුතු සම්පාදනය කරන ලදී. වන අලි 200කගේ පමණ ජීවිත සුරක්ෂිත කෙරෙන මෙම කටයුත්ත ශ්රී ලංකාවේ වනජීවී සංරක්ෂණය වෙනුවෙන් ගන්නා ලද ප්රශංසනීය පියවරකි. ඊට අමතරව දුම්රිය අනතුරු වළක්වා, දුම්රිය දේපළ ආරක්ෂා කර ගැනීමටත්, දුම්රිය මගීන්ගේ ආරක්ෂාව තහවුරු කිරීමටත් මෙම ව්යාපෘතිය විශාල දායකත්වයක් ලබාදෙයි.
Construction of Sri Lanka's first wildlife tunnel started on 01st March 2024 at Kasikota, Galgamuwa, Gatadivula, As a solution to the ever-growing elephant-train clashunder the supervision of the Ministry of Transport and Highways.
Number of elephants killed due to the train clashes are increasing day by day, and it has become an environmental and development issue which has attracted national and international attention. Various government and non-government organizations have proposed and implemented many solutions but as a country we are still trying to prevent elephant- train clashes.
The Ministry of Transport and Highways, Sri Lanka Railways, "Save the Railways" national campaign and other institutions and organizations studied the matter comprehensively and "Save the Sri Lanka" organization submitted many proposals to the government to prevent elephant-train collisions. Among them, one of the main proposals was to build a tunnel where the highest number of elephants have been killed during last few yearsdue to train collisions and between 150-200 wild elephants are constantly roaming around the railway line. It was proposed to develop an old culvert near the place as a wildlife tunnel, due to some technical problems, was proposed to construct a new wildlife tunnel at “Alimankada”.
Accordingly, as the first step in the national operation to prevent elephant-train conflict, a policy decision was taken to construct the proposed wildlife tunnel under the Maho-Omanthai Railway Development Project which is implemented by the financial assistance of Indian Line of Credit and necessary arrangements were made to implement the decision. The project will protect lives of about 200 wild elephants, is a commendable step taken for wildlife conservation in Sri Lanka. Apart from this, this project contributes to prevent railway accidents, to protect railway property and to ensure the safety of railway passengers.
