රජය විසින් ක්රියාත්මක කිරීමට යන හදිසි සහ රටේ පවතින ගැටළුවල මූලාරම්භයට විසදුම් සැපයීමට අපොහොසත් වීම පිළිබඳ එක්සත් ජාතික පක්ෂය සිය විරෝධය පළ කර සිටී
ළමා අපයෝජනය පිළිබඳ ගැටළුව ආගමික පසුබිම තුළ පමණක් සිදුවන බව පෙන්වීමට ඇතැම් ස්වේච්ඡා කණ්ඩායම් උත්සාහ දරමින් සිටී. නමුත් මෙය ආගමික පසුබිමින් ඔබ්බට ගොස් රට පුරාම පැතිරී ඇති සමාජයීය ගැටලුවක් බව පිළිගැනීමට ඔවුන් අපොහොසත් වී ඇත.
ළමුන් අපයෝජනයෙන් ආරක්ෂා කරන නීති සම්පාදනය කිරීම සහ එම නීතී රාමු ශක්තිමත් කිරීම සඳහා අදාළ සියලුම කණ්ඩායම් සමඟ පුළුල් උපදේශනයක් පවත්වන ලෙස එක්සත් ජාතික පක්ෂය රජයෙන් ඉල්ලා සිටී. මෙය ආගමකට සිදුවන අගතිගාමී තත්ත්වයෙන් හෝ දේශපාලනීකරණයෙන් නොවිසඳිය යුතු ගැටළුවකි.
සතිපතා පුවත්පතක මෑතකදී පළ වූ කතුවැකියකින් ළමා පැවිදි කිරීම පිළිබඳ ගැටළුව මතු කර තිබිණි. මෙම පිළිවෙත රික්තයක් තුළ සිදු නොවන නමුත් පවුල් මුහුණ දෙන අඛණ්ඩ මූල්ය ගැටළු සහ දුෂ්කරතාවල ප්රතිඵලයකි. එවැනි පවුල් සඳහා ආරක්ෂාව සහ සහයෝගය ලබා දීමට හැකි වන පරිදි දැඩි ලෙස නියාමනය කරන ලද සහ සමීපව අධීක්ෂණය කරන ලද සමාජ සේවාවන් ස්ථාපිත කිරීම කෙරෙහි රජය වහාම අවධානය යොමු කළ යුතුය. අවශ්යතා ඇති පවුල්වලට මෙම සමාජ සේවාවන් නොමිලේ ලබා ගත හැකි නම්, දරිද්රතාවයෙන් මිදීමේ මාධ්යයක් ලෙස ළමා පැවිදි කිරීම වැනි පියවරයන් ඔවුන් සොයනු නොලැබේ.
කෙසේ නමුත් එක්සත් ජාතික පක්ෂය නැවත අවධාරණය කරන්නේ, මෙම රජය විසින් සංඝ සමාජයට කරන ලද ඕනෑම ප්රතිසංස්කරණයක්, කලින් හිතාමතාම ආගමෙන් ඈත් වූ දේශපාලන පක්ෂයක් විසින් ගන්නා ලද තීරණවලට සීමා කළ නොහැකි බවයි. ඒ වෙනුවට, පාලක බලධාරීන් ඉදිරියට යාමට පෙර සියලු බෞද්ධ කොටස්කරුවන් මෙහි උපදේශන සඳහා සම්බන්ධ කර ගත යුතුය.
ආගම් පිළිබඳ සිදුකරන්නට යන ප්රතිසංස්කරණයන්ට මේ වනවිට මහජන කතිකාවක් නිර්මාණය වී ඇති හෙයින්, වඩාත් පළපුරුදු සහ හැකියාව ඇති අයට ජාතික පාර්ශ්වකරුවන්ගේ උපදේශන ක්රියාවලියක් අනුගමනය කිරීමට ඉඩ සැලසීමට රජයට අවස්ථාව තිබේ. මෙය ආගමික කණ්ඩායම් තුළ උපායමාර්ගික සහ සංවේදී ප්රතිසංස්කරණ කෙටුම්පත් කිරීමට ඉඩ සලසනු ලබයි. රජය මෙම උත්සාහයන් තනි ආගමකට සීමා නොකළ යුතු අතර, මේ සඳහා සියලු ආගම් සම්බන්ධ කර ගත යුතු අතර මුස්ලිම් විවාහ සහ දික්කසාද පනත් පිළිබඳ සලකා බලද්දී එම ප්රජාවන් තුළ සිටම මෙම ප්රතිසංස්කරණ ක්රියාවට නැංවිය යුතුයි.
මෙම ගැටළු දේශපාලනීකරණය කිරීමට අඛණ්ඩව දරන උත්සාහයන් හේතුවෙන් මෙම ජාතික ගැටළුවල මූලාශ්රය ආමන්ත්රණය කිරීමට රජය අසමත් වී ඇත. තවදුරටත් මෙම හේතු ආමන්ත්රණය කිරීමට අපොහොසත් වීම අපගේ දරුවන් මතු අනාගතයේදී ද අවදානමට ලක් වීම වැලැක්විය නොහැකිය.

UNP Opposes Hasty Cosmetic Reforms that Fail to Address Root Causes
Groups with vested interests have attempted to silo the issue of child abuse as purely taking place within religious institutions. They have failed to acknowledge that this is a societal problem that has extended beyond religious institutions and into our country as a whole.
The United National Party urges the government to hold wide-ranging consultations with all relevant groups in order to develop and strengthen legislation which will protect children from abuse. This is an issue that must be addressed, without being clouded or politicized by religious prejudice.
A recent editorial in a weekly newspaper has raised the issue of child ordinations. This practice does not occur within a vacuum, but is the result of continued financial constraints and hardships faced by families. The government must immediately focus on establishing a strongly regulated and closely monitored social services which will be able to provide the protection and support for such families. If this were to be freely available to those families in need, measures such as child ordination would not be sought after as a means of escaping poverty.
Separately, the UNP reiterates that any proposed reforms by this government to the Sangha cannot be contained to decisions made by a political party that has previously purposefully distanced themselves from the religion. Rather the governing authorities must incorporate all Buddhist stakeholders in consultations before proceeding.
With public discourse having turned to the topic of reforms within religious bodies, the government has the opportunity to allow those more experienced and capable to pursue a national stakeholder consultation process. This will allow for the drafting of strategic and sensible reforms within the religious blocs. The government must not contain these efforts to a single religion, but engage all religious sects and pursue reforms which have been advocated for from within communities such as the Muslim Marriage and Divorce Act.
Ongoing attempts to politicize these issues will fail to address the source of these national problems. An inability to address these causes will continue to leave our children vulnerable.
