ශ්‍රී පාද වන්දනා සමය අවසන්. නමුත් මිනිස් ස්පර්ශයෙන් තොරව හුදෙකලා වුන සිරිපා අඩවිය, බැතිමතුන් නොසැලකිලිමත් ලෙස දමාගිය නොදිරන අපද්‍රව්‍ය හමුවේ අද නිහඬව හඬා වැටෙනවා. සොබාදහමේ සුන්දරත්වය වනසන මේ මහා පරිසර අර්බුදයට මුහුණ දීමේදී මස්කෙළිය ප්‍රාදේශීය සභාව මුහුණ දෙන සැබෑ තත්ත්වය එහි පරිසර නිලධාරි රසිකා සමරනායක මහත්මිය මෙසේ පැහැදිලි කරනවා:

"සතියේ දිනකට සාමාන්‍යයෙන් පොලිතීන් සහ ප්ලාස්ටික් ප්‍රමාණය 300 kg ක් පමණ එකතු වෙනවා. සති අන්තයේ සෙනඟ වැඩිවත්ම එය 500 kg දක්වා ඉහළ යනවා. සාමාන්‍යයෙන් වන්දනා සමයක් නිමා වන විට කන්දෙන් එකතු වන ප්ලාස්ටික් බෝතල් ප්‍රමාණය පමණක් ටොන් 3ක් වෙනවා. කසළ එකත් කිරීමට ස්වේච්ඡා කණ්ඩායම් බොහොමයක් දායක වෙනවා. නමුත් වගකීම තියෙන්නේ අපිටනේ. අපිට ඉන්නේ සනීපාරක්ෂක සේවකයින් 20ත් 25ත් අතර ප්‍රමාණයක්. බලප්‍රදේශයේ අනෙකුත් කසළ කළමනාකරණය කරන අතරෙමයි ශ්‍රී පාදයේ කසළ ගැනත් අපිට බලන්න වෙන්නේ. අපිට තියෙන්නේ කසළ රැස් කරන රථ එකයි, එක ට්‍රැක්ටරයයි. අවම පහසුකම් මැද අඩු සේවක සංඛ්‍යාවක් එක්ක වර්ෂාව මැද පොලිතීන් වෙන් කරන එක කොහෙත්ම ප්‍රායෝගික දෙයක් නෙවෙයි. එහෙම හරි කසළ බඳුන් වලට නොදා රක්ෂිතයට විසි කරන කසළ සම්පුර්ණයෙන්ම අපේ පාලනයෙන් තොරයි. ඒ නිසා වන්දනා සමය තුළ මේ සංවේදී පරිසර පද්ධතියට වෙන හානිය කොතරම් ද කියන්න බැහැ"

මෙවැනි සංවේදී පරිසර පද්ධති රැකගැනීමේදී පළාත් පාලන ආයතන මුහුණ දෙන අභියෝග හමුවේ, අර්බුදය ඇතිකරන මහජනතාව වන අප අවසානයේ පළාත් පාලන ආයතනවලට පමණක් දොස් පැවරීම අසාධාරණයි. එබැවින්, පරිසරය රැකීම අපේම පැවැත්ම රැකගැනීමක් බව වටහාගෙන, ටොන් ගණන් ප්ලාස්ටික් හා පොලිතීන්වලින් අපේ සංවේදී පරිසර පද්ධති ආරක්ෂා කරගැනීම අප සැමගේ වගකීමක් බව මේ පරිසර සතියේදී දැඩිව හිතට ගත යුතුයි.

ஸ்ரீ பாத யாத்திரை காலம் முடிந்த பின்னரும், பக்தர்களால் தூக்கி எறியப்பட்ட பிளாஸ்டிக் மற்றும் பொலித்தீன் கழிவுகள் காரணமாக ஸ்ரீ பாத வனப்பகுதி கடுமையான சுற்றுச்சூழல் பாதிப்பை எதிர்கொள்கிறது. மஸ்கெலியா பிரதேச சபை தினசரி நூற்றுக்கணக்கான கிலோகிராம் கழிவுகளை சேகரிக்க வேண்டிய நிலையில், குறைந்தளவான ஊழியர்கள், வாகனங்கள் மற்றும் வசதிகளுடன் இந்தப் பணியை மேற்கொள்கிறது. குறிப்பாக, காட்டிற்குள் வீசப்படும் கழிவுகளை கட்டுப்படுத்துவது மிகவும் சிரமமானதாக உள்ளது. எனவே, இத்தகைய சுற்றுச்சூழல் நெருக்கடிகளுக்குப் பொறுப்பை முழுமையாக உள்ளூராட்சி மன்றங்கள்மீது சுமத்தாமல், சுற்றுச்சூழலைப் பாதுகாப்பது ஒவ்வொரு குடிமகனின் பொறுப்பு என்பதை உணர்ந்து செயல்பட வேண்டும்.

The Sri Pada pilgrimage season has ended, leaving the sanctuary, now free of human presence, facing a severe environmental burden from non-biodegradable waste left by pilgrims. According to Mrs. Rasika Samaranayake, Environmental Officer of the Maskeliya Pradeshiya Sabha, the area generates about 300 kg of polythene and plastic waste on weekdays, increasing to around 500 kg on weekends. By the end of a pilgrimage season, approximately 3 tons of plastic bottles alone are collected from the mountain.

Despite support from volunteer groups, the local authority struggles to manage the crisis due to severe resource constraints, including only 20–25 sanitation workers, a single garbage truck, and one tractor, while also handling waste management across the wider jurisdiction. Difficult terrain, heavy rainfall, and the lack of facilities make waste segregation extremely challenging. Additionally, uncontrolled littering within the reserve and limited waste disposal practices further worsen the situation, making it difficult to fully assess the environmental damage.

The statement highlights that responsibility for this crisis cannot rest solely on local authorities, as public behavior significantly contributes to the problem. It calls for shared accountability and stronger public awareness, emphasizing that protecting fragile ecosystems like Sri Pada is essential for collective survival and must be recognized as a shared responsibility, especially during Environment Week.

නෙදර්ලන්ත රාජධානියේ තානාපති කාර්යාලයේ අරමුදල් සහාය යටතේ, ශ්‍රී ලංකා පළාත් පාලන ආයතනවල සංසදය (FSLGA) විසින් ක්‍රියාත්මක කරන WINGS (Women in Governance and Services) ව්‍යාපෘතිය යටතේ, නුවරඑළිය දිස්ත්‍රික්කයේ පළාත් පාලන ආයතන සභිකාවන් සඳහා සභා කාර්යභාර, වගකීම් සහ සභාවේ ක්‍රියාකාරිත්වය පිළිබඳ පුහුණු වැඩසටහන Laa Adams Hotel, හැටන් හිදී දෙමළ භාෂාවෙන් සාර්ථකව පවත්වන ලදී.
මෙම පුහුණු සැසිය මඟින් සහභාගී වූවන්ට පළාත් පාලන ආයතනවල කාර්යභාරය, සභිකයන්ගේ වගකීම්, සහ සභාවේ ක්‍රියාකාරිත්වය පිළිබඳ වැදගත් අවබෝධයක් ලබා ගැනීමට අවස්ථාව ලැබුණි. එමෙන්ම, සභා තීරණ ගැනීමේ ක්‍රියාවලිය, සේවා සැපයීම සහ ප්‍රජාවට ප්‍රතිචාර දක්වන පාලන ක්‍රමවේදයන් පිළිබඳ ද ප්‍රායෝගික දැනුම වර්ධනය කර ගැනීමට මෙම වැඩසටහන මඟින් අවස්ථාව සලසා දුනි. මෙය කාන්තා සභිකාවන්ගේ නායකත්ව හැකියාවන් තවදුරටත් ශක්තිමත් කරමින් පළාත් පාලන පද්ධතිය තුළ ඔවුන්ගේ ක්‍රියාකාරී සහභාගීත්වය වර්ධනය කිරීමට උපකාරී විය.
நெதர்லாந்து இராச்சிய தூதரகத்தின் நிதி ஆதரவுடன், இலங்கை உள்ளூராட்சி மன்றங்களின் சம்மேளனம் (FSLGA) செயல்படுத்தும் WINGS (Women in Governance and Services) திட்டத்தின் கீழ், நுவரெலியா மாவட்ட உள்ளூராட்சி மன்ற பெண் உறுப்பினர்களுக்காக சபை உறுப்பினர்களின் பங்குகள், பொறுப்புகள் மற்றும் சபையின் செயல்பாடுகள் குறித்த பயிற்சி நிகழ்ச்சி Laa Adams Hotel, ஹட்டன் இல் தமிழ் மொழியில் வெற்றிகரமாக நடைபெற்றது.
இந்த பயிற்சி அமர்வு மூலம் பங்கேற்பாளர்கள் உள்ளூராட்சி மன்றங்களின் பங்கு, உறுப்பினர்களின் பொறுப்புகள் மற்றும் சபையின் செயல்முறை குறித்த முக்கியமான புரிதலைப் பெற்றனர். மேலும், சபை தீர்மானங்கள் எடுக்கும் நடைமுறைகள், சேவை வழங்கல் மற்றும் மக்களுக்குப் பொறுப்பான ஆட்சி முறைகள் குறித்த நடைமுறை அறிவையும் மேம்படுத்திக்கொள்ள இந்த நிகழ்வு உதவியது. இது பெண் உறுப்பினர்களின் தலைமைத்துவ திறன்களை வலுப்படுத்தி, உள்ளூராட்சி நிர்வாகத்தில் அவர்களின் செயற்பாட்டு பங்கேற்பை மேலும் மேம்படுத்தும் நோக்கத்தையும் கொண்டது.
Under the WINGS (Women in Governance and Services) Project, implemented by the Federation of Sri Lankan Local Government Authorities (FSLGA) with the financial support of the Embassy of the Kingdom of the Netherlands, a training programme on Roles, Responsibilities, and Council Functions for women councillors of Local Government Authorities in the Nuwara Eliya District was successfully conducted at Laa Adams Hotel, Hatton, in the Tamil medium.
The training session provided participants with a clear understanding of the roles and responsibilities of local council members and the functions of local government institutions. It also enhanced participants’ knowledge on council decision-making processes, service delivery, and responsive governance practices. The programmed further contributed to strengthening the leadership capacities of women councilors while promoting their active participation in local governance.

ICLEI South Asia සංවිධානය විසින් පවත්වනු ලබන දකුණු ආසියානු කලාපයේ පළාත් පාලන ආයතන නිලධාරීන් සඳහා වූ "දේශගුණික සහ සංවර්ධන දැනුම් ජාලය" පුහුණු වැඩසටහන් මාලාවේ පුහුණු වැඩසටහනක් පසුගියදා කොලඹ දී පැවැත්විනි. ශ්‍රී ලංකා පළාත් පාලන ආයතනයන්ගේ සංසදය විසින් මෙහි සත්කාරකත්වය දරන ලදී.
"දේශගුණික ඔරොත්තු දීමේ හැකියාව සහිත චක්‍රීය නාගරික ඝණ අපද්‍රව්‍ය කළමනාකරණය" තේමාව යටතේ පැවති මෙම පුහුණු වැඩසටහන සඳහා ඉන්දියාව, නේපාලය, බංගලාදේශය සහ ශ්‍රී ලංකාව නියෝජනය කරමින් පළාත් පාලන ආයතන වල නිලධාරීන් සම්බන්ධ විය. වැඩසටහනේ අවසන් දිනයේ පිරිස ක්ශේත්‍ර චාරිකාවකට එක් වූ අතර එහි දී කෙරවලපිටිය සිසිලි හනාරෝ එන්කෙයාර් සායනික අපද්‍රව්‍ය කළමනාකරණ අංගනය සහ වත්තල ක්ලීන් ටෙක් ප්‍රතිචක්‍රීකරණ අංගනය ඔවුන්ගේ නිරීක්ෂණයට ලක් විය. බස්නාහිර පළාත් ඝන අපද්‍රව්‍ය කළමනාකරණ අධිකාරිය විසින් මෙම නිරීක්ෂණ චාරිකාව සම්බන්ධීකරණය කරන ලදී.

தெற்காசியப் பிராந்தியத்தில் உள்ள உள்ளூராட்சி அதிகாரிகளுக்காக, ICLEI தெற்காசியா நிறுவனத்தால் ஏற்பாடு செய்யப்பட்ட "காலநிலை மற்றும் அபிவிருத்தி அறிவு வலையமைப்பு" (CDKN) பயிற்சித் திட்டத்தின் கீழ் ஒரு பயிற்சித் திட்டம் சமீபத்தில் கொழும்பில் நடைபெற்றது. இதனை இலங்கை உள்ளூராட்சி மன்றங்களின் சம்மேளனம் நடத்தியது.
"காலநிலையைத் தாங்கும் சுழற்சி முறையிலான நகராட்சி திண்மக்கழிவு முகாமைத்துவம்"என்ற கருப்பொருளைக் கொண்ட இப்பயிற்சித் திட்டத்தில், இந்தியா, நேபாளம், பங்களாதேஷ் மற்றும் இலங்கையைப் பிரதிநிதித்துவப்படுத்தும் உள்ளூராட்சி நிறுவனங்களின் அதிகாரிகள் பங்கேற்றனர். இப்பயிற்சியின் இறுதி நாளில், இக்குழுவினர் ஒரு கலவிஜயத்தில் பங்கேற்றனர். அவ்விஜயத்தின்போது கெரவலப்பிட்டிய என்கேர் மருத்துவக் கழிவு மேலாண்மை வசதி மற்றும் வத்தளையில் உள்ள கிளீன்டெக் பொருள் மீட்பு மற்றும் மறுசுழற்சி வசதி (MRRF) ஆகியவற்றைப் பார்வையிட்டனர். இந்த முழு நாள் கலவிஜயத்துக்கான ஒருங்கிணைப்பு ஆதரவை மேல் மாகாண கழிவு முகாமைத்துவ அதிகாரசபை (WMA-WP) வழங்கியது.

A training program under the "Climate and Development Knowledge Network"(CDKN) training program series for local government officials in the South Asian region, organized by ICLEI-South Asia, was recently held in Colombo. This was hosted by the Federation of Sri Lankan Local Government Authorities.
The training program, which was themed "Circular and Climate Resilient Municipal Solid Waste Management Planning", involved officials from local government institutions representing India, Nepal, Bangladesh, and Sri Lanka. On the last day of the program, the group participated in a field trip where they visited the Kerawalapitiya EnCare Clinical Waste Management Facility and the Cleantech Material Recovery and Recycling Facility (MRRF) in Wattala. Coordinational support for this full-day visit was supported by the Waste Management Authority of the Western Province (WMA-WP).

නෙදර්ලන්ත රාජධානියේ තානාපති කාර්යාලයේ අරමුදල් සහාය යටතේ, ශ්‍රී ලංකා පළාත් පාලන ආයතනවල සංසදය (FSLGA) විසින් ක්‍රියාත්මක කරන WINGS (Women in Governance and Services) ව්‍යාපෘතිය යටතේ, නුවරඑළිය දිස්ත්‍රික්කයේ පළාත් පාලන ආයතන සභිකාවන් සඳහා සභා කාර්යභාර, වගකීම් සහ සභාවේ ක්‍රියාකාරිත්වය පිළිබඳ පුහුණු වැඩසටහන Auslink Hotel, වාලපනේ හිදී සිංහල භාෂාවෙන් සාර්ථකව පවත්වන ලදී.
මෙම පුහුණු සැසිය මඟින් සහභාගී වූවන්ට පළාත් පාලන ආයතනවල කාර්යභාරය, සභිකයන්ගේ වගකීම්, සහ සභාවේ ක්‍රියාකාරිත්වය පිළිබඳ වැදගත් අවබෝධයක් ලබා ගැනීමට අවස්ථාව ලැබුණි. එමෙන්ම, සභා තීරණ ගැනීමේ ක්‍රියාවලිය, සේවා සැපයීම සහ ප්‍රජාවට ප්‍රතිචාර දක්වන පාලන ක්‍රමවේදයන් පිළිබඳ ද ප්‍රායෝගික දැනුම වර්ධනය කර ගැනීමට මෙම වැඩසටහන මඟින් අවස්ථාව සලසා දුනි. මෙය කාන්තා සභිකාවන්ගේ නායකත්ව හැකියාවන් තවදුරටත් ශක්තිමත් කරමින් පළාත් පාලන පද්ධතිය තුළ ඔවුන්ගේ ක්‍රියාකාරී සහභාගීත්වය වර්ධනය කිරීමට උපකාරී විය.

நெதர்லாந்து இராச்சிய தூதரகத்தின் நிதி ஆதரவுடன், இலங்கை உள்ளூராட்சி மன்றங்களின் சம்மேளனம் (FSLGA) செயல்படுத்தும் WINGS (Women in Governance and Services) திட்டத்தின் கீழ், நுவரெலியா மாவட்ட உள்ளூராட்சி மன்ற பெண் உறுப்பினர்களுக்காக சபை உறுப்பினர்களின் பங்குகள், பொறுப்புகள் மற்றும் சபையின் செயல்பாடுகள் குறித்த பயிற்சி நிகழ்ச்சி Auslink Hotel, வாலப்பனை இல் சிங்கள மொழியில் வெற்றிகரமாக நடைபெற்றது.
இந்த பயிற்சி அமர்வு மூலம் பங்கேற்பாளர்கள் உள்ளூராட்சி மன்றங்களின் பங்கு, உறுப்பினர்களின் பொறுப்புகள் மற்றும் சபையின் செயல்முறை குறித்த முக்கியமான புரிதலைப் பெற்றனர். மேலும், சபை தீர்மானங்கள் எடுக்கும் நடைமுறைகள், சேவை வழங்கல் மற்றும் மக்களுக்குப் பொறுப்பான ஆட்சி முறைகள் குறித்த நடைமுறை அறிவையும் மேம்படுத்திக்கொள்ள இந்த நிகழ்வு உதவியது. இது பெண் உறுப்பினர்களின் தலைமைத்துவ திறன்களை வலுப்படுத்தி, உள்ளூராட்சி நிர்வாகத்தில் அவர்களின் செயற்பாட்டு பங்கேற்பை மேலும் மேம்படுத்தும் நோக்கத்தையும் கொண்டது.

Under the WINGS (Women in Governance and Services) Project, implemented by the Federation of Sri Lankan Local Government Authorities (FSLGA) with the financial support of the Embassy of the Kingdom of the Netherlands, a training programme on Roles, Responsibilities, and Council Functions for women councillors of Local Government Authorities in the Nuwara Eliya District was successfully conducted at Auslink Hotel, Walapane, in the Sinhala medium.
The training session provided participants with a clear understanding of the roles and responsibilities of local council members and the functions of local government institutions. It also enhanced participants’ knowledge on council decision-making processes, service delivery, and responsive governance practices. The programme further contributed to strengthening the leadership capacities of women councillors while promoting their active participation in local governance.

දැරණියගල ප්‍රාදේශිය සභාවේ දේශගුණික විපර්‍යාස සහ ආපදා කළමනාකරණ කමිටුවේ මෙහෙයවීමෙන්, ළමා මූලික ආපදා අවදානම් අවමකරණය පිළිබඳ වැඩසටහනක් පසුගියදා දැරණියගල කොස්ගහකන්ද මහා විද්‍යාලයේ දී පැවැත්විනි.
විදුහලේ සිසුන් සඳහා පාසැල් මට්ටමින් ආපදා පිළිබඳව ඇති අවධානය වැඩි දියුණු කිරීම අරමුණු කරගනිමින් මෙම වැඩසටහන සංවිධානය විය.
මෙම වැඩසටහන සඳහා සම්පත්දායකත්වය ආපදා කළමනාකරණ මධ්‍යස්ථානයේ කෑගල්ල දිස්ත්‍රික් සම්බන්ධීකරණ (DDMCU) ඒකකයේ නිලධාරීන් විසින් ලබා දුන් අතර ශ්‍රී ලංකාවේ ඔස්ට්‍රේලියානු මහකොමසාරිස් කාර්‍යාලයේ සෘජු ආධාර වැඩසටහන යටතේ ශ්‍රී ලංකා පළාත් පාලන ආයතනයන්ගේ සංසදය විසින් වැඩසටහනට පහසුකම් සලසන ලදී.

தெரணியகல பிரதேச சபையின் காலநிலை மாற்றம் மற்றும் அனர்த்த முகாமைத்துவக் குழுவின் தலைமையில், தெரணியகல கொஸ்கஹகந்த மகா வித்தியாலயத்தில் சமீபத்தில் 'குழந்தைகளுக்கு உகந்த அனர்த்த இடர் குறைப்பு' குறித்த ஒரு நிகழ்ச்சி நடைபெற்றது.
பாடசாலை மட்டத்தில் குழந்தைகள் இத்தலைப்பில் அதிக அறிவைப் பெறும் வகையில், பேரழிவுகள் குறித்த விழிப்புணர்வை குழந்தைகளுக்கு உகந்த முறையில் மேம்படுத்தும் நோக்கத்தில் இந்த நிகழ்ச்சி ஏற்பாடு செய்யப்பட்டது.
இந்நிகழ்ச்சிக்கான வளவாளர்களை, அனர்த்த முகாமைத்துவ நிலையத்தின் மாவட்ட அனர்த்த முகாமைத்துவ ஒருங்கிணைப்புப் பிரிவின் (DDMCU) கேகாலை கிளை வழங்கியது. இலங்கையில் உள்ள ஆஸ்திரேலிய உயர்ஸ்தானிகராலயத்தின் நேரடி உதவித் திட்டத்தின் கீழ், இலங்கை உள்ளூராட்சி மன்றங்களின் சம்மேளனத்தால் இந்நிகழ்ச்சி வசதியளிக்கப்பட்டது.

A program on Child-Friendly Disaster Risk Reduction was recently held at Kosgahakanda Maha Vidyalaya, Deraniyagala, under the leadership of the Climate Change and Disaster Management Committee of the Deraniyagala Pradeshiya Sabha.
This program was organised with the aim of improving awareness on disasters in a child-friendly manner, so that children at the school level will be more knowledgeable on the topic.
The resource persons for this program was provided by the Kegalle branch of the District Disaster Management Coordination Unit (DDMCU) of the Disaster Management Center. The program was facilitated by the Sri Lanka Local Government Association under a Direct Assistance Program of the Australian High Commission in Sri Lanka.

The Federation of Sri Lankan Local Government Authorities (FSLGA), in partnership with the Federation of Canadian Municipalities, is providing a grant of CAD 64,800 to Koralai-Pattu Pradeshiya Sabha under the PMI-WILL project, which is being implemented with financial assistance from Canada’s Foreign Policy—Global Affairs Canada.

This project, which aims to modernize the Kiran Public Market within the council area by improving sanitary facilities to ensure accessibility and usability for women and persons with disabilities, has already commenced.

A discussion on the progress of the project and other related matters was recently held at the Koralai-Pattu Pradeshiya Sabha. Representatives of the project team of the Koralai-Pattu Pradeshiya Sabha, engineers, the contracting team, and the FSLGA team participated in the discussion.
