Growing a diverse and competitive SME sector would be one of the critical factors towards achieving sustainable growth in the country's economy. Ministry of Technology and Research (MoTR) implements a programme that ensures transfer of new technologies that has meaning to the rural communities, so as to empower them to become entrepreneurs, using natural resources readily available in such areas.

All the statutory organizations functioning under the Ministry are involved either in carrying out technological research innovations or facilitating such innovations through multiplicity of ways. These innovations are transferred to the micro, small and medium sectors through a strong island wide network of technology transfer centers called Vidatha. These centers are manned by young scientists known as Science and Technology officers who have been trained in numerous no-frill technologies developed by the public research institutes. They serve as the main vehicle for transferring research and scientific knowledge to the grass-root level.
