Sri Lanka welcomes its first Digital Nomad Visa holder!

On 26 February, Sri Lanka welcomed its first Digital Nomad Visa holder, Ms. Darya Gordienko from Ukraine, at the Silk Route Lounge of Bandaranaike International Airport, marking an important milestone in the country’s digital journey.

The Digital Nomad Visa initiative, led by the Information Communication Technology Agency of Sri Lanka (ICTA) under the Ministry of Digital Economy, together with the Department of Immigration and Emigration Sri Lanka, reflects Sri Lanka’s commitment to attracting global digital talent. The Sri Lanka Tourism Promotion Bureau supported the initiative through promotional activities.

The event was attended by Hon. Eng. ICTA ව්‍යාපෘති කළමනාකාරිනී උදාරි විතානගේ, තාක්ෂණික නිලධාරී ඉනුක මායකඩුව සහ LankaPay මෙහෙයුම් කළමනාකරු අමිල ඒකනායක යන මහත්ම මහත්මීන් විසින් තාක්ෂණික මගපෙන්වීම සහ අදාල පුහුණුව ලබා දෙන ලදී. ප්‍රවාහන, මහාමාර්ග හා නාගරික සංවර්ධන අමාත්‍යාංශයේ උපදේශක හර්ෂ පුරසිංහ මහතා ඇතුළු තවත් සම්පත්දායකයන් පිරිසක් ද මීට දායක විය. නව පද්ධතිය මධ්‍යම පළාත තුළ ක්‍රියාත්මක කිරීම සඳහා අවශ්‍ය ජංගම දුරකථන උපාංග ද මෙහිදී නිලධාරීන් වෙත සංකේතාත්මකව බෙදා දෙන ලදී.

GovPay මාර්ගගත රථවාහන දඩ ගෙවීමේ පද්ධතිය සමඟ සම්බන්ධ වී ඇති ඕනෑම මාර්ගගත හෝ ජංගම බැංකුකරණ (online or mobile banking) යෙදුමක් හෝ ෆින්ටෙක් (FinTech) යෙදුමක් භාවිත කරමින් ක්ෂණිකව දඩ මුදල් පියවීමට රියදුරන්ට හැකියාව ලැබේ. සාර්ථක ගෙවීමකින් පසුව රියදුරු බලපත්‍රය එසැණින් මුදා හැරිය හැකි අතර, එමඟින් මහජනතාවට සිදුවන අපහසුතා අවම වන අතරම පොලිස් මෙහෙයුම්වල කාර්යක්ෂමතාව, විනිවිදභාවය සහ වගවීම ඉහළ නැංවේ.
2025 අප්‍රේල් මාසයේදී උපාංග 40ක් යොදාගෙන ආරම්භ කළ නියමු ව්‍යාපෘතියකින් පසුව, GovPay ක්ෂණික රථවාහන දඩ ගෙවීමේ පහසුකම 2025 අගෝස්තු මාසයේදී බස්නාහිර පළාතෙන් නිල වශයෙන් ආරම්භ විය. පසුව එය අදියර වශයෙන් දිවයින පුරා ව්‍යාප්ත කෙරුණු අතර, මාස හයක් වැනි කෙටි කාලයක් තුළ, එනම් 2026 පෙබරවාරි වන විට පළාත් නවයම ආවරණය කරමින් දිවයින පුරා ව්‍යාප්තිය සාර්ථකව අවසන් කර ගැනීමට සමත් වී ඇත.

මේ වන විට මෙම පද්ධතිය පොලිස් ස්ථාන 678ක ක්‍රියාත්මක වන අතර රථවාහන පොලිස් නිලධාරීන් වෙත ජංගම දුරකථන 4,100කට වඩා බෙදා දී ඇත. මේ දක්වා 89,000කට අධික රථවාහන දඩ මුදල් ගෙවීම් සංඛ්‍යාවක් ඩිජිටල් ක්‍රමයට සිදු කර ඇති අතර එමඟින් රුපියල් මිලියන 115කට අධික ආදායමක් උත්පාදනය වී ඇත.

මාර්ගගත රථවාහන දඩ ගෙවීමේ පද්ධතිය දිවයින පුරා ක්‍රියාත්මක කිරීම ශ්‍රී ලංකාවේ ඩිජිටල් පොදු සේවා පරිවර්තනයේ වැදගත් පියවරකි. ඩිජිටල් ආර්ථික අමාත්‍යාංශයේ මගපෙන්වීම යටතේ ශ්‍රී ලංකා තොරතුරු සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA), LankaPay සහ ශ්‍රී ලංකා පොලිසිය එක්ව සිදු කරනු ලබන මෙම මුලපිරීම මඟින් පුරවැසියන් කේන්ද්‍ර කරගත්, කාර්යක්ෂම සහ ඩිජිටල් රාජ්‍ය සේවාවක් සැපයීමට රජයේ කැපවීම තහවුරු කරයි.

இலங்கையின் டிஜிட்டல் அரச நிர்வாகத்தில் ஒரு முக்கிய மைல்கல்லை எட்டும் வகையில், GovPay ஊடாக இணையவழி போக்குவரத்து அபராதங்களைச் செலுத்தும் முறைமை இப்போது நாட்டின் ஒன்பது (09) மாகாணங்களிலும் வெற்றிகரமாக விரிவுபடுத்தப்பட்டுள்ளது. அண்மையில் மத்திய மாகாணத்தில் ஆரம்பித்து வைக்கப்பட்டதன் மூலம், GovPay இன் 'Spot Fine' தீர்வு உத்தியோகபூர்வமாக நாடு முழுவதும் பயன்பாட்டிற்கு வந்துள்ளது. இதன் மூலம் வாகனச் சாரதிகள் தங்களது போக்குவரத்து அபராதங்களை மிகவும் பாதுகாப்பான, வசதியான மற்றும் வெளிப்படையான முறையில் டிஜிட்டல் வழியாகச் செலுத்த முடியும்.

GovPay Online Traffic Fine Payment System Achieves Islandwide Rollout

Sri Lanka has reached a major digital governance milestone with the successful islandwide rollout of the Online Traffic Fine Payment System via GovPay, now operational across all nine provinces. With the recent launch in the Central Province, GovPay’s Spot Fine solution is officially available nationwide, enabling motorists across the country to pay traffic fines digitally in a secure, convenient, and transparent manner.

The Central Province launch marked the final phase of the rollout, with inauguration and awareness programmes conducted in Nuwara Eliya, Hatton, Kandy, Matale, Gampola, and Theldeniya Police Divisions. An awareness and inauguration programme for the Nuwara Eliya and Hatton Divisions was held at the Nuwara Eliya District Secretariat under the patronage of DIG Priyantha Chandrasiri, in charge of the Nuwara Eliya District, and DIG W. P. J. Senadheera, DIG Traffic and Road Safety.

Meanwhile, the launch for the Kandy, Matale, Gampola, and Theldeniya Police Divisions was held at the Kandy Police Headquarters Auditorium, under the patronage of Senior DIG Lalith Pathinayake, in charge of the Central Province, together with DIG W. P. J. Senadheera.

The programmes were designed to equip traffic police officers with the technical knowledge required to operate the Online Traffic Fine Payment System effectively and to enable them to guide and educate the public on its use. Technical guidance and operational training were provided by Udari Vithanage, Project Manager at ICTA, Inuka Mayakaduwa, Technical Officer at ICTA, along with Amila Ekanayake, Operation Manager at LankaPay. Several other resource persons, including Harsha Purasinghe, Advisor to the Ministry of Transport, Highways and Urban Development, also contributed to the sessions. During the programmes, mobile devices were ceremonially distributed to police officers to support the effective on-ground implementation of the system.

The GovPay Online Traffic Fine Payment System enables motorists to settle fines instantly using any online or mobile banking application or FinTech app connected to GovPay. Upon successful payment, driving licenses can be released immediately, significantly reducing inconvenience to the public while improving efficiency, transparency, and accountability within police operations through real-time digital connectivity.

The GovPay Spot Fine rollout officially commenced in August 2025, beginning with the Western Province, following a pilot programme launched in April 2025 using 40 devices. The solution was subsequently implemented in phases across the country and, within six months, successfully extended to all nine provinces by February 2026, achieving complete islandwide coverage for digital traffic fine collection.

To date, the Online Traffic Fine Payment System has been implemented across 678 police stations, with more than 4,100 mobile devices distributed to traffic police officers nationwide. The platform has facilitated over 89,000 digital traffic fine payments, generating more than Rs. 115 million in revenue, reflecting strong citizen adoption and operational stability.

The islandwide implementation of the GovPay Online Traffic Fine Payment System represents a significant step forward in Sri Lanka’s digital public service transformation. This initiative is being carried out under the leadership of the Ministry of Digital Economy, in collaboration with the Information and Communication Technology Agency of Sri Lanka (ICTA), LankaPay, and the Sri Lanka Police, reinforcing the Government’s commitment to delivering citizen-centric, efficient, and digitally enabled public services.

GovPay Concludes 2025 with Rs. 2 Billion in Digital Transactions, Marking a Major Milestone in Sri Lanka’s Digital Transformation

GovPay, Sri Lanka’s Government Digital Payment Platform, concluded the year 2025 by surpassing Rs. 2 billion in total digital transaction value, marking a major milestone in the country’s digital transformation journey. Notably, GovPay doubled its collections from Rs. 1 billion to Rs. 2 billion in just 45 days, reflecting rapid adoption, growing public trust, and strong institutional uptake across the public sector.

Since its official launch on 07 February 2025, GovPay has processed over 69,000 digital transactions, enabling payments for 3,372 government services across 215 government institutions. This accelerated growth underscores the increasing reliance on secure, convenient, and transparent digital payment mechanisms by both citizens and government institutions.

Implemented under the strategic leadership of the Ministry of Digital Economy, the Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with LankaPay, GovPay has emerged as a key pillar of Sri Lanka’s national digital public infrastructure. The platform plays a critical role in advancing financial inclusion, improving service efficiency, and strengthening transparency in public service delivery.

A key milestone in 2025 was the launch of the Online Traffic Fine Payment System through GovPay on 10 April 2025. Since its introduction, the system has facilitated over 50,000 digital traffic fine payments, generating more than Rs. 66 million in revenue. The service is currently operational across the Western, Southern, Northern, North Western, and North Central Provinces, including the Southern, Katunayake, and Central Expressways. While the island wide rollout planned for December 2025 was postponed due to adverse weather conditions and disaster-related challenges, ICTA, in coordination with the Sri Lanka Police and with the support of LankaPay, has agreed to complete the nationwide rollout in January 2026, with a landmark launch in the Central Province.

GovPay has continued to expand its reach across local authorities, including Divisional Secretariats, Municipal Councils, Urban Councils, and Pradeshiya Sabhas, significantly enhancing access to government services in citizens’ day-to-day activities. The platform has enabled digital transactions for all local authorities in the Northern Province and all Divisional Secretariats in the Southern Province, with a national target to digitize all local authorities by 2026.

Institutions such as Kotelawala Defence University, Sri Lanka Police, the Department of Technical Education and Training, the University of Moratuwa, and the Sri Lanka Atomic Energy Board emerged as some of the highest contributors to GovPay in 2025. Strong adoption by the education sector in particular highlights the readiness of younger generations to embrace digital transformation and demonstrates the platform’s scalability and reliability.

Beyond routine government services, GovPay also supported national disaster response efforts. Since 30 November 2025, the platform facilitated digital donations to the Rebuild Sri Lanka Disaster Relief Fund, collecting almost Rs. 14 million across 909 transactions, including contributions from Sri Lankans living abroad, ensuring transparency and ease of contribution during a national emergency.

As GovPay continues to grow, ICTA is working on revamping www.govpay.lk with enhanced features to support institutional onboarding, service management, and reporting capabilities. With Rs. 2 billion in digital collections achieved within its first year of operation and the last Rs. 1 billion reached in just 45 days, GovPay stands as a strong testament to the impact of coordinated digital transformation, reinforcing Sri Lanka’s vision of achieving a USD 15 billion digital economy by 2030.
