National Science and Technology Commission of Sri Lanka The Apex Policy Formulating and Advisory body to the Government of Sri Lanka on Science and Technology Matters

The National Science and Technology Commission (NASTEC) is the Apex Policy Formulating and Advisory body to the Government of Sri Lanka on Science and Technology matters. It was created by an Act of Parliament, and came into operation in August 1998. NASTEC fulfills a need that has been highlighted for a long time by the scientific community, the establishment of a policy making apex body of scientists. The Act states: ".... in formulating policies relating to science and technology, and in implementing such policies, the Minister shall have regard to the objects (set out in the Act), and shall consult the National Science and Technology Commission..."

NASTEC successfully held the Second Technical Consultation Meeting of the Technical Working Group of the 10th Biennial Conference on Science and Technology (BICOST X โ€“ 2026) on 10th July 2026 at the Sethsiripaya Premises, Battaramulla.

This session focused on the scope of the framework, the structure of the roadmap, the required data, and the types of data models essential for its formulation. Deliberations further emphasized the main pillars to be addressed under the core areas of; Disaster Hazard Analysis, Governance and Finance, Research and Innovation.

The meeting highlighted the importance of integrating scientific evidence, robust governance, and innovative solutions into disaster risk reduction strategies.

Through BICOST X, NASTEC continues to foster multi-stakeholder collaboration and reinforce the role of science, technology, and innovation in building a safer, sustainable, and future-ready Sri Lanka ๐Ÿ‡ฑ๐Ÿ‡ฐโœจ.

On 8th July 2026, a significant discussion was held at the Disaster Management Centre (DMC) between Major General (Retd) Sampath Kotuwegoda, Director General of the DMC, and Professor Rohan Fernando, Chairman of the National Science and Technology Commission (NASTEC), accompanied by officials from both institutions.

The meeting focused on preparations for BICOST X 2026, which will be held under the theme โ€œScience-driven Disaster Resilience.โ€ The discussions emphasized the importance of strengthening collaborations between NASTEC and the DMC, recognizing the DMC as the leading national agency mandated with implementing and coordinating disaster risk reduction programmes at both national and sub-national levels, with the active participation of all relevant stakeholders.

This engagement highlighted the shared commitment of both institutions to harness science, technology, and innovation in building a safer and more resilient Sri Lanka. The collaboration will ensure that scientific insights and evidence-based approaches are integrated into disaster management strategies, thereby enhancing preparedness, response, and recovery capacities across the country.

The Performance Review of the Field Crop Research and Development Institute (FCRDI) was initiated in 2026. The three member review panel consisting of Dr. Nanda Senanayake (Chairman of the Review Panel), Prof. H.L. Darshani Weerahewa and Dr. M.T.M. Dayani Renuka Perera, visited the FCRDI main institute at Mahailluppallama as well as the Grain Legumes and Oil Crops Research & Development Centre (GLORDC) operating under FCRDI, in Angunakolapelessa. The panel carried out several discussions with the Director, Additional Director and Heads of Divisions as well as all categories of staff members, and visited the separate divisions under FCRDI & GLORDC. The panel also had the opportunity to visit the crop fields under FCRDI and had a discussion with a Farmer Association who receive services from FCRDI. The review process is currently ongoing and the panel is expecting to conduct a comprehensive review within the next months.

The Review Panel appointed by NASTEC for the Performance Review of the Palmyrah Research Institute (PRI) visited PRI, Jaffna, on ๐Ÿ๐Ÿ•โ€“๐Ÿ๐Ÿ– ๐€๐ฉ๐ซ๐ข๐ฅ ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ”.
During the visit, the Panel held discussions with the management and staff of PRI and observed the instituteโ€™s facilities and ongoing activities.
A stakeholder meeting was also conducted on ๐Ÿ๐Ÿ– ๐€๐ฉ๐ซ๐ข๐ฅ ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ” with manufacturers and exporters of palmyrah-related products. The discussion provided an opportunity to obtain stakeholder views, experiences and suggestions on the services provided by PRI and the future needs of the palmyrah sector.

The Performance Review of the National Aquatic Resources, Research and Development Agency (NARA) was initiated in 2026. The three member review panel consisting of Prof. Kalpa W. The meetings enabled the Review Panel to obtain stakeholder perspectives on CRIโ€™s role, services, sector contribution, research support, and areas requiring further attention. These consultations also provided a platform to understand industry expectations and practical challenges faced by different segments of the coconut sector.

The inputs received will contribute to the development of evidence-based recommendations to further strengthen CRIโ€™s institutional performance and its contribution to the sustainable advancement of Sri Lankaโ€™s coconut industry.

The National Science and Technology Commission (NASTEC) carried out a Performance Review visit to the ๐‚๐จ๐œ๐จ๐ง๐ฎ๐ญ ๐‘๐ž๐ฌ๐ž๐š๐ซ๐œ๐ก ๐ˆ๐ง๐ฌ๐ญ๐ข๐ญ๐ฎ๐ญ๐ž (๐‚๐‘๐ˆ) on ๐Ÿ๐ŸŽโ€“๐Ÿ๐Ÿ ๐€๐ฉ๐ซ๐ข๐ฅ ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ”.

The National Science and Technology Commission (NASTEC) successfully convened the Inaugural Technical Consultation Meeting of the 10th Biennial Conference on Science and Technology (BICOST X โ€“ 2026) on 22 May 2026 at the Sethsiripaya Premises, Battaramulla.

As Sri Lankaโ€™s flagship biennial platform dedicated to science, technology, innovation, and evidence-informed policymaking, BICOST continues to foster national dialogue on emerging priorities critical to sustainable development. Marking its 10th milestone edition, BICOST X is being organized under the theme:

The consultation meeting brought together Technical Working Group members, experts, institutional representatives, and NASTEC officials to deliberate on existing disaster resilience initiatives, identify prevailing gaps and challenges, and explore strategic and collaborative approaches towards strengthening science-based resilience mechanisms in Sri Lanka.

The discussions also contributed towards the development of a national roadmap and working framework that integrates science, technology, research, and innovation into disaster preparedness, response, adaptation, and long-term resilience planning.

Through BICOST X, NASTEC aims to strengthen multi-stakeholder collaboration and promote the role of science and technology in building a resilient, sustainable, and future-ready Sri Lanka.
