Food insecurity is rapidly deepening across Lebanon as humanitarian agencies warn that southern governorates are expected to remain in Crisis (IPC Phase 3) food insecurity through September 2026. Under the Integrated Food Security Phase Classification (IPC), the global standard for measuring hunger, Phase 3 signifies a situation in which households are unable to adequately meet their food needs and are forced to adopt crisis coping strategies such as skipping meals, selling productive assets, accumulating debt, or sacrificing spending on healthcare and education in order to survive. Amid the ongoing Israeli military escalation against Lebanon, civilians and critical infrastructure are facing repeated and devastating attacks. Under international humanitarian law, medical personnel, humanitarian workers, and healthcare facilities must be respected and protected at all times. However, warfare has increasingly expanded into the digital domain, exposing hospitals, emergency response teams, and humanitarian databases to potentially devastating cyber operations. The development of a “Digital Emblem” represents a technological mechanism for extending the protections of international humanitarian law into cyberspace. Targeting the Vicinity of the Qaraoun Dam: National Judicial Action Must Be Accompanied by a Referral to the ICC

The Committee on International Humanitarian Law at the Lebanese National Human Rights Commission announced that the Israeli bombardment targeting the vicinity of the Qaraoun Dam and its associated facilities poses catastrophic risks to civilians, vital infrastructure, water security, and energy supply in Lebanon, while at the same time constituting a serious threat to installations that enjoy special protection under the rules of international humanitarian law. In this context, the Committee stressed that the protection of dams and installations containing dangerous forces constitutes one of the well-established fundamental rules of international humanitarian law, given that any direct or indirect attack against them may unleash destructive forces capable of causing large-scale civilian casualties and severe harm to the environment, infrastructure, and essential services....

Ciblage des abords du barrage de Qaraoun : l’action judiciaire nationale doit être accompagnée d’un renvoi à la Cour pénale internationale

La Commission du droit international humanitaire auprès de la Commission nationale des droits de l’homme du Liban a annoncé que les bombardements israéliens ayant visé les abords du barrage de Qaraoun et les installations qui y sont liées font peser des risques catastrophiques sur la population civile, les infrastructures vitales, la sécurité hydrique et l’approvisionnement énergétique du Liban, tout en constituant une atteinte grave à des installations bénéficiant d’une protection spéciale en vertu des règles du droit international humanitaire. Dans ce contexte, la Commission a souligné que la protection des barrages et des installations contenant des forces dangereuses constitue l’une des règles fondamentales et bien établies du droit international humanitaire, étant donné que toute attaque directe ou indirecte contre ces installations pourrait libérer des forces destructrices susceptibles de provoquer des pertes massives parmi les civils ainsi que de graves dommages à l’environnement, aux infrastructures et aux services essentiels....
