Singapore Embassy in Vientiane Welcome to the official page of the Singapore Embassy in Vientiane Mr Benjamin Jeyaraj William from October 2007 to January 2011.

Singapore officially established diplomatic relations with the Lao People's Democratic Republic on 02 December 1974. The Singapore Embassy in Vientiane was first established in February 1997 with Mr Tan Seng Chye as the first Ambassador. After Mr Tan, the following have served as Singapore Ambassadors in Laos:

Mr Ong Siew Gay has been the Ambassador since 20 October 2025

Between 1997 and 2008, the Singapore Embassy operated out of a two-storey house located at Ban Naxay in Saysettha District. On 1 Jan 2009, the Embassy moved into its new Chancery located along Thadeua Road towards the Lao-Thai Friendship Bridge, opposite UNICEF and near the Australian Embassy. The mission of the Embassy is to safeguard the interests of Singaporeans visiting, living and working in Lao PDR, and to promote political, economic and cultural links between Singapore and Lao PDR.

It was heartening to meet NUS Project Sabaidee recently during the students’ time here in Laos. 🇱🇦

I hosted the National University of Singapore students before they headed to begin their community work at Sakai Village, Sangthong District. I was touched by not just their enthusiasm and energy, but also their warmth and curiosity about Lao society and its people.

The students will be working alongside the local community on several projects — painting educational murals on school library walls, providing a water tank to increase access to clean water, and improving classroom conditions.
Wishing the students of NUS Project Sabaidee all the best on this learning journey, and hope that this experience will have a strong and positive impact on each and everyone of you!

Had a meeting with Her Excellency Sysay Leudedmounsone, Chief of the Central Committee for Organisation and Personnel, earlier this week. I conveyed my congratulations on her re-appointment to the Politburo of the Lao People’s Revolutionary Party. With various portfolios of the former Ministry of Home Affairs transferred to other entities last year, the Organisation and Personnel Board now has even heavier responsibilities over human resource management and public administration.

I am glad that H.E. Sysay supports 🇸🇬 🇱🇦 cooperation in human resource development. It has been 25 years since Initiative for Integration (IAI) courses were launched in Lao PDR, as part of the Singapore Cooperation Programme - SCP. Regular courses are now conducted at the Laos-Singapore Cooperation Centre in Vientiane. Senior Lao officials also visit Singapore for programmes in leadership and governance, and for language training. Other topics covered in the courses include public policy and administration, economic development, trade facilitation, healthcare, and environment and sustainable development. More than 17,600 Lao officials have participated in our programmes to date, including Lao President Thongloun Sisoulith, National Assembly President Xaysomphone Phomvihane and PM Sonexay Siphandone.

H.E. Sysay and I agreed that our organisations should continue to have regular dialogues. This will allow us to scope out the coverage and modalities of our development partnership, so that it remains relevant to Lao PDR’s developmental priorities and reflects the bilateral agenda. We also expressed support for our respective countries’ hosting of various ASEAN meetings, including Singapore’s ASEAN chairmanship in 2027 and Laos’ chairmanship of the ASEAN Cooperation on Civil Service Matters from 2028.

As countries with small populations, human capital are valuable resources. I look forward to continuing to work with Lao partners to grow our partnership to develop human resources.

I had a good conversation with Dr Saynakhone Inthavong, Deputy Minister, 🇱🇦 Ministry of Agriculture and Environment (MAE) this week over lunch. Deputy Minister Saynakhone is very familiar with Singapore, including our water and environmental policies, having visited us a few times in the past. Notably, he delivered a keynote address at the Singapore International Energy Week in October 2023.

We exchanged views on how our respective countries are mitigating the effects of climate change. With MAE coordinating carbon credits issues in Lao PDR, we reaffirmed our commitment to deepen cooperation in this area under Article 6 of the Paris Agreement, as a follow up to the MoU signed in July 2024.

I look forward to continuing our good partnership with MAE, and keeping in touch with Deputy Minister Saynakhone regularly. I also invited him to visit Singapore soon.

Watch Champasak province’s coverage of the Basic English Language and Communication Skills Course, conducted in Pakse from 4 to 22 May 2026 as part of the Singapore Cooperation Programme - SCP. Delighted to visit Champasak Province last week, to co-officiate the closing ceremony of the Basic English Language and Communication Skills Course together with Administrative Committee Vice President Phimphone Phandanouvong. The course was part of the Singapore Cooperation Programme - SCP framework and had taken place at Pakse from 4 to 22 May 2026, with 30 Champasak officials.

I took the opportunity to also visit the Singapore investments in Champasak, and meet some local business leaders. Within Champasak’s dynamic economy and agricultural resources are pockets of opportunities. I look forward to gaining a deeper understanding of the business environment and working with friends and partners in Champasak to deepen collaboration.

It was a pleasure to welcome students from NUS Raffles Hall to Laos last week as part of the Southeast Asia Friendship Initiative (SFI)! 🇱🇦

The students shared that their programme was curated to give a comprehensive and understanding of Laos — spanning governance, public health, business, culture, and civil society. They visited many organisations to see first hand the work done in the different sectors in Laos.

People-to-people exchanges like these are at the heart of building lasting ties between our nations. I am glad that young people are taking time to understand the country at a deeper level — its institutions, its communities, and its people . They then become the bridge-builders of tomorrow.

I look forward to seeing the friendships and connections forged here grow in the years to come.

I was pleased to host students from the NUS College Impact Experience (IEx) programme recently during their visit to Lao PDR. It was encouraging to hear about the different projects that the students will be doing over the next two years in Laos as part of their coursework, in areas ranging from education to animal welfare. The programme brings together students from different disciplines to work with community partners in Laos to develop practical solutions, fostering their understanding about operating in different socio-cultural contexts vastly different from Singapore’s.

We had a thoughtful exchange on topics ranging from social entrepreneurship, community development and sustainability to education, innovation, and regional cooperation. The students have thought deeply about the respective fields and broader context of their projects in Laos, and their questions demonstrated intellectual curiosity, a strong sense of purpose, and commitment to applying what they learn to real-world situations.

Experiential learning is part of the people-to-people exchanges we have with Laos, which is a key pillar of our bilateral relationship. They build deep understanding between communities, which we hope would grow into lasting partnerships.

I wish the students a meaningful and enriching experience implementing their projects in Lao PDR, and that they will obtain new perspectives which will broaden their world view as they begin their professional careers in a few years’ time.

I had the pleasure of hosting students from NUS Project OceaNUS recently during their visit to Lao PDR. The students are in Laos to engage in community work, including the er****on of concrete walls, provision of solar-powered lamps for Na Xath Primary School, and conducting enrichment programmes in Na Xath Village, Vientiane Province. By staying within the community for the entire duration of the project, the students will have an opportunity to learn more about Lao traditional culture and its society.

During our dialogue before they left for Na Xath, we discussed Singapore–Lao PDR relations, recent economic developments in Laos, and how people-to-people ties underpin our overall bilateral relationship. I hope these discussions helped to set the context before the students proceed for their project.

I wish the students a meaningful experience in Lao PDR, and hope that they return to Singapore with a broader perspective of our bilateral relationship with Laos, enriched by the friendships forged in their time here.
