Strengthening Economic Cooperation: Germany and Cambodia!

The Council for the Development of Cambodia (CDC) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH have signed the Implementation Agreement for Phase II of the Improved Competitiveness of National Enterprises (ICONE II) project.

Commissioned by Germany's Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) and implemented by GIZ, this 2026–2030 initiative marks a major milestone in Cambodian-German cooperation to drive private sector growth and boost industrial competitiveness.

Key Focus Areas (2026–2030):

🔷 Fostering German-Cambodian business cooperation and direct trade/investment ties with German enterprises.
🔷 Supporting government initiatives to attract international business and investment.

Strengthening consumer complaint handling and dispute resolution in Cambodia

On 7– 8 October 2026, The General Director of Consumer Protection and Competition (GDCC) of the Ministry of Commerce, with support from the European Union and Germany, GIZ organised a two-day validation workshop on the draft Standard Operating Procedures (SOPs) for Consumer Complaint Handling and Dispute Resolution (CHDR). The workshop brought together approximately 75 key representatives and technical official experts from GDCC to review the draft SOPs and provide practical feedback.

Key insights from the workshop included:
🔹 A shared understanding of how consumer complaints will be handled step by step
🔹 Hands-on exercises in screening, sorting, negotiation, escalation, and investigation of consumer complaints.
🔹 Practical experience in negotiation and mediation for consumer-to-business (C2B) disputes and in developing clear, legally sound settlement agreements.
🔹 Feedback and recommendations to refine the draft SOPs and inform future training needs.

This effort is part of the EU-German GATE Project, co-funded by the European Union and Germany and implemented by GIZ Cambodia – working to support stronger consumer protection and a more effective and predictable regulatory environment in Cambodia.

Building stronger trust in Cambodia’s growing digital economy.

As more businesses collect and use personal data, clear and practical data protection rules are becoming essential to building customer trust and strengthening digital competitiveness.

On 07 October 2026, the Ministry of Posts and Telecommunications (MPTC) with support from the European Union and Germany through the EU-German GATE project, organised a consultation workshop on the draft Common Guidelines on Personal Data Protection. The workshop brought together businesses and key stakeholders to share practical perspectives on how future data protection requirements can work in practice.

Through this initiative, Cambodia is taking steps towards a data protection framework that is practical for businesses, protects individuals, and supports a trusted digital economy.

Protecting pepper quality in a changing climate

For Mr. Em Tro, a pepper farmer and committee member of the Kampot Pepper Promotion Association, changing weather patterns are making pepper farming increasingly challenging. Drought, irregular rainfall, higher temperatures, and pest and disease outbreaks are affecting pepper growth and increasing the risk of crop losses.

To adapt, Mr. Em Tro has adopted several climate-resilient practices:

🔹 Install a Hybrid Solar Dryer Dome to dry pepper during the rainy season
🔹 Use organic compost and bone fertiliser to improve soil fertility
🔹 Apply Integrated Pest Management to control pests without chemical pesticides

Despite these challenges, he maintained the same yield as last year while improving the quality and quantity of his harvest. Lower production costs and access to premium and export markets have also helped increase his household income.

Mr. Em Tro is among around 4,000 farmers trained in climate-smart agriculture and one of the four farmers receiving support for a Hybrid Solar Dryer Dome through the EU-German CAPSAFE project, supported by the European Union and Germany and implemented by GIZ Cambodia.

Battambang: Turning organic waste into climate action

Landfill methane emissions are making headlines again ahead of COP31. Global satellite findings are putting a spotlight on waste sites worldwide, a strong reminder that waste management is climate policy.

When organic waste ends up in landfills, it generates methane, one of the most powerful greenhouse gases. Grounded in Cambodia’s Circular Strategy on Environment 2023–2028 and NDC 3.0, national climate commitments explicitly prioritize organic waste diversion through expanded composting and biological treatment systems.

In Battambang, Cambodia, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH through the Green Growth Initiative for Circular Economy in Cambodia (GGI4CE), supports separate waste collection and value-added organic waste treatment. While the city already operates a composting facility, scaling up source separation and processing efficiency is critical to cutting emissions at scale.

Working under Output 3 alongside public, private, and informal-sector stakeholders, we are building practical municipal solutions.

The operational path is clear: Separate organics → Collect separately → Process properly → Eliminate methane generation → Extend landfill lifespan → Deliver on NDC 3.0 goals.

By returning nutrients to local agriculture, Battambang demonstrates how national climate ambitions turn into tangible circular economy operations on the ground ahead of COP31.

From policy to practice: Day 2 of the Cambodia Circular Economy Forum 2026! 🌱

Last week on 01 October, participants took the discussion beyond the conference room and into the field at Tasey Bati Farm in Takeo Province. This modern eco-farm puts circular economy principles into practice — from using biochar and organic fertilizers to turning farm waste into valuable resources that help restore soil health and reduce reliance on chemical inputs.

Spanning 17 hectares, Tasey Bati is more than a farm. It is also a training and processing facility, a community learning hub, and a preservation area for the Tamao Mountain ecosystem.

The visit offers a tangible example of what moving “From Policy to Prosperity” can look like: translating circular economy approaches into practical, scalable solutions that benefit local enterprises and communities while strengthening sustainability in Cambodia’s agricultural sector.

Helping families recover from today’s crisis and build resilience for tomorrow’s shocks and crisis

Cambodia’s recently launched Agricultural Production Support Intervention Programme is a social protection response to the fuel crisis. It aims to help approximately 18,000 poor and vulnerable families in five affected border provinces strengthen their agricultural livelihoods and resilience.

To prepare for delivery, UNDP Cambodia has organised three training sessions for around 450 trainers and youth volunteers, with funding and technical support from GIZ and other partners, including ADB Cambodia, the International Development Programme of the Government of Ireland and the Green Climate Fund.

Taking place in Siem Reap from 28 September to 8 October 2026, the sessions equip participants to support families in Battambang, Pursat, Preah Vihear, Oddar Meanchey and Banteay Meanchey.
Running from September 2026 to August 2028, the government-led programme connects social protection with agricultural support, helping families restore livelihoods and build resilience to future shocks.

This joint effort supports the General Secretariat of the National Social Protection Council, the Ministry of Social Affairs, Veterans and Youth Rehabilitation, and the National Social Assistance Fund.

GIZ’s contribution is provided through the Improving Social Protection and Health II project, funded by the German Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) and co-funded by the Australian Government Department of Foreign Affairs and Trade.

Beyond the Code: Highlights from the Regional D4D Forum Asia Pacific 2026

Under the theme "Beyond the Code – Making Digital Progress Sustainable and Just," GIZ colleagues working on digitalisation across Asia and the Pacific gathered in Phnom Penh. What stood out was not only what we discussed, but how we discussed it, openly, self-critical and with a lot of curiosity and engagement.

Key highlights of our discussions and exchanges included:
🔹 Debating where artificial intelligence (AI) genuinely serves people and where it falls short
🔹 Discussing sustainability and how digital transformation contributes to environmental and climate protection
🔹 Exploring key questions around governance, rights, and digital sovereignty, yielding deeper insights toward building new partnerships across projects and countries!
By the final day, "Shaping Our Future Service Provision" became a shared commitment to define quality and accountability toward 2030.

The forum's value went beyond the agenda. The conversations continue; connections, collaborations, and lessons are already informing our work.

Thank you to the organisers from the LENA D4D team and the co-organising team and to all who contributed to looking beyond the code.

Private Sector Working Group Meeting in four provinces

On October 1st, 2026, the Cambodia Chamber of Commerce (CCC), with support from the European Union (EU) and Germany through the EU-German GATE project, completed a major pilot phase in strengthening the functioning of provincial public-private dialogue (PPPD).

Following comprehensive training on the Standard Operating Procedure (SOP) for the provincial Government-Private Sector Forum (G-PSF), four provincial chambers in Battambang, Kampong Cham, Siem Reap, and Kampong Thom conducted Private Sector Working Group meetings to collect, discuss, and validate issues raised by their business communities.

Across the four pilot provinces, 173 business representatives submitted 62 issues spanning operational, regulatory, and sector-specific concerns. The meetings also brought together 12 business associations and agricultural communities across the pilot provinces, including the Cambodia Women Entrepreneurs Association (CWEA) Battambang, the Kampong Thom Pepper Association, CWEA Siem Reap, the Young Entrepreneurs Association of Cambodia (YEAC) Siem Reap, and seven agricultural communities from Battambang and Kampong Cham.

The pilot shifts from ad-hoc issue-raising to a structured process—documenting, clarifying, prioritising and consolidating issues before dialogue with provincial authorities, with national-level matters channelled via CCC for further follow-up.

Provincial chambers now have practical SOPs, tools and templates to track concerns from identification to action and, where needed, escalation.
