This morning, I attended the Plenary Session of the Council of Ministers, held at the Office of the Prime Minister (Peace Palace), highly presided over by Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia.

[Special Lecture on "The Uniform Commercial Code: Essence and Relevance"]

នៅថ្ងៃទី២៧ ខែសីហា ឆ្នាំ២០២៦ គណៈកម្មាធិការផ្តល់យោបល់លើគោលនយោបាយពាណិជ្ជកម្ម (គ.ផ.គ.ព.) សហការជាមួយគណៈកម្មាធិការដឹកនាំការកែទម្រង់ច្បាប់ (គ.ក.ច.) បានរៀបចំបាឋកថាពិសេសស្តីពី «ក្រមពាណិជ្ជកម្មឯកសណ្ឋាន៖ ខ្លឹមសារ និងភាពពាក់ព័ន្ធ» ដែលធ្វើបទបង្ហាញដោយ លោកបណ្ឌិត ព្រំម វីរៈ ប្រធានក្រុមប្រឹក្សាភិបាលវិទ្យាស្ថានខេមអេដ (CamEd Business School)។

បាឋកថាពិសេសនេះត្រូវបានរៀបចំឡើងក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់របស់ ឯកឧត្តមសាស្រ្តាចារ្យបណ្ឌិតសភាចារ្យ សុក ស៊ីផាន់ណា ទេសរដ្ឋមន្រ្តីទទួលបន្ទុកបេសកកម្មពិសេស ប្រធាន គ.ផ.គ.ព. និងជាអនុប្រធានទី១ គ.ក.ច.។ បាឋកថានេះក៏មានការអញ្ជើញចូលរួមផងដែរពី ឯកឧត្តម ណន សំណាងសីមុន្នី ប្រធានលេខាធិការដ្ឋាន គ.ផ.គ.ព. និងជានាយកខុទ្ទកាល័យទេសរដ្ឋមន្ត្រី អគ្គលេខាធិការរង គ.ក.ច. មន្ត្រីលេខាធិការដ្ឋាន គ.ផ.គ.ព. អ្នកជំនាញការច្បាប់ ព្រមទាំងមន្ត្រីនៃអគ្គលេខាធិការដ្ឋាន គ.ក.ច. ផងដែរ។

On August 27, 2026, the Trade Policy Advisory Board (TPAB), in collaboration with the Legal Reform Committee (LRC), co-organized a Special Lecture on "The Uniform Commercial Code (UCC): Essence and Relevance", delivered by Dr. Virak Prum, Chairman of the Board of CamED Business School.

The Special Lecture was presided over by H.E. Prof. Bundit Sapheacha Dr. SOK Siphana, Senior Minister in charge of Special Missions, Chairman of the TPAB, and First Vice-Chairman of the LRC. The session was also attended by H.E. NORN Samnangseymony, Head of the TPAB Secretariat and Chief of the Cabinet of the Senior Ministers, Deputy Secretary-General of the LRC, TPAB secretariat officials, legal experts as well as officials of the General Secretariat of the LRC.

[The 20th Plenary Session of the Trade Policy Advisory Board]

នៅថ្ងៃទី២៦ ខែសីហា ឆ្នាំ២០២៦ ឯកឧត្តមសាស្រ្តាចារ្យបណ្ឌិតសភាចារ្យ សុក ស៊ីផាន់ណា ទេសរដ្ឋមន្រ្តីទទួលបន្ទុកបេសកកម្មពិសេស (វិស័យពាណិជ្ជកម្ម និងសេដ្ឋកិច្ចអន្តរជាតិ) និងជាប្រធានគណៈកម្មាធិការផ្តល់យោបល់លើគោលនយោបាយពាណិជ្ជកម្ម (គ.ផ.គ.ព.) បានអញ្ជើញដឹកនាំកិច្ចប្រជុំពេញអង្គលើកទី២០ របស់ គ.ផ.គ.ព. នៅទីស្តីការនាយករដ្ឋមន្រ្តី (វិមានសន្តិភាព)។

កិច្ចប្រជុំបានពិភាក្សាអំពីស្ថានភាពបច្ចុប្បន្នរបស់សហរដ្ឋអាមេរិកក្រោយពីការរៀបចំយន្តការប្រើប្រាស់ក្របខណ្ឌច្បាប់អំណាចសេដ្ឋកិច្ចបន្ទាន់អន្តរជាតិ (IEEPA) ការប៉ះទង្គិចនៃរលកសេដ្ឋកិច្ចចិន ២.០ និងមាគ៌ាយុទ្ធសាស្ត្រសម្រាប់ការអភិវឌ្ឍវិស័យឧស្សាហកម្មរបស់កម្ពុជា។

On August 26, 2026, H.E. Prof. Bundit Sapheacha Dr. SOK Siphana, Senior Minister in charge of Special Missions (Multilateral Trade and Economic Affairs), and Chairman of the Trade Policy Advisory Board (TPAB), convened the 20th TPAB Plenary Session at the Office of the Prime Minister (Peace Palace).

The meeting focused on assessing the current situation of the U.S. following the deployment of mechanisms under the International Emergency Economic Powers Act (IEEPA), the impact of China's economic shock 2.0, and strategic pathways for Cambodia’s industrial development.

[Public Lecture on "Global Trends Affecting the Cambodian Economy"]

នៅថ្ងៃទី២០ ខែសីហា ឆ្នាំ២០២៦ ឯកឧត្តមសាស្រ្តាចារ្យបណ្ឌិតសភាចារ្យ សុក ស៊ីផាន់ណា ទេសរដ្ឋមន្រ្តីទទួលបន្ទុកបេសកកម្មពិសេស (វិស័យពាណិជ្ជកម្ម និងសេដ្ឋកិច្ចអន្តរជាតិ) និងជាប្រធានគណៈកម្មាធិការផ្តល់យោបល់លើគោលនយោបាយពាណិជ្ជកម្ម (គ.ផ.គ.ព.) បានអញ្ជើញចូលរួមធ្វើជាវាគ្មិនកិត្តិយសក្នុងបាឋកថាស្តីពី៖ «និន្នាការសកលដែលជះឥទ្ធិពលដល់សេដ្ឋកិច្ចកម្ពុជា» ដែលរៀបចំឡើងដោយធនាគារអភិវឌ្ឍន៍ជនបទ និងកសិកម្ម (ARDB)

បាឋកថានេះមានការអញ្ជើញចូលរួមពីសំណាក់ ឯកឧត្តមបណ្ឌិត កៅ ថាច ប្រតិភូរាជរដ្ឋាភិបាលទទួលបន្ទុកជាអគ្គនាយកនៃធនាគារអភិវឌ្ឍន៍ជនបទ និងកសិកម្ម (ARDB) ព្រមទាំង ឯកឧត្តមបណ្ឌិត អ៊ុន ឃាង រដ្ឋលេខាធិការក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ និងជាប្រធានក្រុមប្រឹក្សាភិបាលនៃមជ្ឈមណ្ឌលអគ្គបណ្ឌិតសភាចារ្យ អូន ព័ន្ធមុនីរ័ត្ន សម្រាប់ការសិក្សាគោលនយោបាយ និងបណ្តុះបណ្តាល (APM Center)។

បន្ថែមពីនេះ ក៏មានការចូលរួមពីសំណាក់ អគ្គនាយករង ទីប្រឹក្សាជាន់ខ្ពស់ ទីប្រឹក្សាបច្ចេកទេស ប្រធាននាយកដ្ឋាន អនុប្រធាននាយកដ្ឋាន និងមន្ត្រីមកពីគ្រប់នាយកដ្ឋាននៃធនាគារ ARDB។ បាឋកថានេះ ក៏មានវត្តមានចូលរួមពីសមាជិក សមាជិកានៃមជ្ឈមណ្ឌល APM ព្រមទាំងអ្នកសិក្សាស្រាវជ្រាវ មកពីគ្រឹះស្ថានអប់រំ និងស្ថាប័នស្រាវជ្រាវ (Think Tanks) នានាផងដែរ។

On August 20, 2026, H.E. Prof. Bundit Sapheacha Dr. SOK Siphana, Senior Minister in charge of Special Missions (Multilateral Trade and Economic Affairs) and Chairman of the Trade Policy Advisory Board (TPAB), was invited to deliver a lecture on "Global Trends Affecting the Cambodian Economy", organized by the Agricultural and Rural Development Bank (ARDB).

The session was attended by H.E. Dr. KAO Thach, Delegate of the Royal Government of Cambodia in charge as the Chief Executive Officer of the ARDB, along with H.E. Dr. UN Kheang, Secretary of State of the Ministry of Foreign Affairs and International Cooperation and Chairman of the Board of the Akkak Pundit Sapheachar Aun Pornmoniroth (APM) Center for Policy Studies and Training.

Furthermore, the session was joined by ARDB's Deputy Chief Executive Officer, Senior Advisors, Technical Advisor, Directors, Deputy Directors, and officials from all departments of the ARDB. The lecture further included members of the APM Center for Policy Studies and Training, alongside academia, researchers from various educational institutions, and think tanks.

[Donation of Books to the Center for Khmer Studies (CKS)]

នៅថ្ងៃទី១៩ ខែសីហា ឆ្នាំ២០២៦ ឯកឧត្តមសាស្ត្រាចារ្យបណ្ឌិតសភាចារ្យ សុក ស៊ីផាន់ណា ទេសរដ្ឋមន្ត្រីទទួលបន្ទុកបេសកកម្មពិសេស (វិស័យពាណិជ្ជកម្ម និងសេដ្ឋកិច្ចអន្តរជាតិ) និងលោកជំទាវ ខៀវ មាលី បានបរិច្ចាគអំណោយជាសៀវភៅ និងឯកសារសិក្សាមួយចំនួន ជូនដល់មជ្ឈមណ្ឌលខេមរសិក្សា (CKS) នៅខេត្តសៀមរាប។ ការចូលរួមចំណែកនេះ បង្ហាញឱ្យឃើញពីការប្តេជ្ញាចិត្តរបស់ រាជរដ្ឋាភិបាលកម្ពុជា ក្នុងការលើកកម្ពស់កិច្ចការងារអប់រំ ការស្រាវជ្រាវ និងការអភិវឌ្ឍមូលធនមនុស្ស ដែលជាសសរស្តម្ភស្នូលនៃកំណើនរបស់ជាតិនាពេលអនាគត។

On August 19, 2026, H.E. Prof. Bundit Sapheacha Dr. SOK Siphana, Senior Minister in charge of Special Missions (Multilateral Trade and Economic Affairs), and his spouse, LCT. KHIEU Mealy, donated a collection of valuable books and academic materials to the Center for Khmer Studies (CKS) in Siem Reap. This contribution highlights the Royal Government of Cambodia's ongoing commitment to education, research, and human capital development as the core pillars of the nation's future growth.
