ដោយទទួលបានការចាត់តាំងពីឯកឧត្តម ឃួង ស្រេង អភិបាលនៃគណៈអភិបាលរាជធានីភ្នំពេញ និងក្រោមការសម្របសម្រួលពីអង្គការសុខភាពពិភពលោកប្រចាំតំបន់ប៉ាស៊ីហ្វិចខាងលិច លោកស្រី ដោ សម្ផស្ស នាយករងររដ្ឋបាលសាលារាជធានីភ្នំពេញ រួមជាមួយទីក្រុង ៧ផ្សេងទៀត បានចូលរួមក្នុងកិច្ចពិភាក្សា និងចែករំលែកបទពិសោធន៍របស់រដ្ឋបាលរាជធានីភ្នំពេញ ក្នុងការអនុវត្តគម្រោង ការដាក់ពាក្យស្នើសុំការវាយតម្លៃ រហូតទទួលបានពានរង្វាន់ប្រចាំឆ្នាំ២០២៦ របស់អង្គការសុខភាពពិភពលោក។

កាលពីឆ្នាំ២០២៥ រដ្ឋបាលរាជធានីភ្នំពេញទទួលបានគម្រោងលើកកម្ពស់សុវត្ថិភាពនៅតំបន់សាលារៀន ក្រោមការជួយឧបត្ថម្ភថវិកាពីអង្គការវាយថលស្រ្តាថិជី (Vital Strategies) តាមរយៈអង្គការភាពជាដៃគូសម្រាប់សុខុមាលភាពទីក្រុង (Partnership for Healthy Cites)។ បន្ទាប់មក​ រដ្ឋបាលរាជធានីភ្នំពេញបានធ្វើការជ្រើសរើសសាលាចំនួន២សម្រាប់អនុវត្តសាកល្បងនូវគម្រោង “សុវត្ថិភាពនៅតំបន់សាលារៀន” ដោយផ្តោតលើការរៀបចំ នូវ ហេដ្ឋារចនាសម្ព័ន្ធនិងបរិក្ខាគាំទ្រដើម្បីលើកកម្ព ស់សុវត្ថិភាពធ្វើដំណើររបស់សិស្សានុសិស្ស លោកគ្រូ​ អ្នកគ្រូ​ និងប្រជាពលរដ្ឋនៅក្នុងមូលដ្ឋាន។

នៅក្នុងខែមិថុនា​ ឆ្នាំ២០២៦នេះ អង្គការសុខភាពពិភពលោក​ បានប្រកាសជ្រើសរើសបេក្ខភាពក្នុងការអនុវត្តគម្រោងតាមប្រធានបទធំៗចំនួន៨ស្តីពីការលើកកម្ពស់សុខុមាលភាព និងសុវត្ថិភាពជូនប្រជាពលរដ្ឋ ដើម្បីទទួលពានរង្វាន់ប្រចាំឆ្នាំ២០២៦របស់ខ្លួន ហើយនៅពេលនោះរដ្ឋបាលរាជធានីភ្នំពេញបានជ្រើសយកគម្រោងសុវត្ថិភាពនៅតំបន់សាលារៀននេះទៅដាក់ពាក្យរួមជាមួយទីក្រុងប្រមាណជាង១៥០ទីក្រុងទៀតមកពីតំបន់អាស៊ីប៉ាស៊ីហ្វិច។

ជាលទ្ធផល​ ក្រោយការសិក្សាវាយតម្លៃនិងដាក់ពិន្ទុយ៉ាងត្រឹមត្រូវតាមបច្ចេកទេសរបស់ខ្លួន អង្គការសុខភាពពិភពលោកបានសម្រេចជ្រើសរើសទីក្រុងចំនួន៨ តំណាងឱ្យប្រធានបទទាំង ៨។​ រាជធានីភ្នំពេញត្រូវបានផ្តល់ជូននូវពានរង្វាន់ដែលបញ្ជាក់ពីកិច្ចខិតខំប្រឹងប្រែងក្នុងការលើកកម្ពស់សុវត្ថិភាពចរាចរណ៍ស្តីពី “ការដឹកជញ្ជូនមានសុវត្ថិភាព សកម្ម និងលើកកម្ពស់សុខភាព៖ ការជំរុញសុខភាព និងការកាត់បន្ថយវិសមភាពក្នុងការធើ្វដំណើរក្នុងទីក្រុង​។

His Excellency Khuong Sreng, Governor of the Phnom Penh Capital Administration, participated as a panelist alongside the Mayor of Dong-Gu, Republic of Korea, and the Mayor of Penang, Malaysia, in a panel discussion entitled “From Local Action to Collective Impact – The Power of Networks,” which the leaders shared experiences and perspectives on the role of local action and international cooperation in advancing urban well-being.

During the discussion, His Excellency Governor shared key experiences from his role as a local government leader and as a member of the Partnership for Healthy Cities network. He emphasized the importance of promoting close cooperation and engagement with all relevant stakeholders to safeguard and enhance the well-being of citizens.

In addition to strengthening the health sector, the Phnom Penh Capital Administration continues to give priority to a number of key areas, including education, land use, urban planning, environmental protection, sanitation, and the development of physical infrastructure. The Administration has also strengthened mechanisms for monitoring the living conditions and needs of residents at all levels, from districts and communes, sangkats to villages, with the aim of ensuring that vulnerable people and those facing difficulties receive timely and appropriate support.

His Excellency Governor further highlighted the significant value of Phnom Penh’s membership in the Partnership for Healthy Cities network, which has contributed meaningfully to the Capital’s efforts to become a more resilient, healthy, inclusive, and harmonious city.

Through participation in the network, Phnom Penh has benefited from the exchange of knowledge, experiences, and good practices with advanced cities, as well as from learning about practical approaches to addressing urban challenges. In particular, these exchanges have provided valuable insights into mechanisms for promoting community well-being and have served as important inputs for strengthening practical implementation and improving the quality of life of Phnom Penh residents.

Membership in the network has contributed to strengthening the institutional capacity of the Phnom Penh Capital Administration to identify emerging challenges, formulate appropriate solutions, and implement effective measures to respond to the evolving needs of the city and its residents.

His Excellency Khuong Sreng, Governor of the Phnom Penh Capital Administration, led a delegation to attend the 11th Global Conference of the Alliance for Healthy Cities and the 2026 WHO Healthy Cities Recognition Awards, which Phnom Penh Capital was honored with a 2026 World Health Organization (WHO) Healthy Cities Recognition Award for its efforts to promote road safety through the implementation of the project entitled “Safe, Active and Healthy Transport: Promoting Health and Reducing Inequalities in Urban Mobility.”More than 150 cities from Asia Pacific Region submitted applications for assessment and consideration for the award. Following the evaluation and selection process, only 8 cities were selected as award recipients, including Phnom Penh Capital.

Under the leadership of His Excellency Khuong Sreng, the Phnom Penh Capital Administration has consistently attached the highest priority to improving the health and well-being of its residents. Phnom Penh Capital Administration has undertaken a wide range of initiatives, including the improvement and development of physical infrastructure, the strengthening of education and healthcare services at the local level, and the enhancement of traffic and public transport systems through the introduction of public bus services and the development of a comprehensive transport master plan.

Through cooperation between the Phnom Penh Capital Administration and the Partnership for Healthy Cities (PHC), the “School Zone Safety Project” was launched in August 2025 with the objective of improving safety in areas surrounding schools. Two primary schools were selected as priority model sites, namely Cambodia–Vietnam Friendship Primary School and Hun Sen Chak Angre Primary School.​ The project aims to create a safer environment for students through a number of key interventions, including improvements to physical infrastructure, public awareness and education campaigns on speed reduction, road traffic safety training, strengthened law enforcement, and the enforcement of speed limits, among other measures.

Since 2017, the Phnom Penh Capital Administration has maintained close cooperation with the Partnership for Healthy Cities (PHC) and has jointly implemented a number of major initiatives aimed at promoting public health and improving the overall well-being of residents, particularly through efforts to reduce the risks, harmful impacts associated with non-communicable diseases. These initiatives include the School Health and Food Safety Promotion Project, the Drink-Driving Risk Reduction Project, and the Smoke-Free Initiative in the Chaktomuk Pedestrian Tourism Area, among other public health and urban well-being initiatives.
