កម្មវិធីចុះអនុស្សរណៈនៃកិច្ចព្រមព្រៀង (MoA) ស្ដីពី "ការកសាងសមត្ថភាព ការស្រាវជ្រាវ ការផ្លាស់ប្តូរព័ត៌មាន និងកិច្ចសហប្រតិបត្តិការ"

នាព្រឹកថ្ងៃពុធ ៥រោច ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី២ ខែកញ្ញា គ.ស.២០២៦ ដោយទទួលបានការអនុញ្ញាតដ៏ខ្ពង់ខ្ពស់ពី ឯកឧត្តមអគ្គបណ្ឌិតសភាចារ្យ អូន ព័ន្ធមុនីរ័ត្ន ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីក្រសួងសេដ្ឋកិច្ចនិងហិរញ្ញវត្ថុ និងជាប្រធានក្រុមប្រឹក្សានៃអាជ្ញាធរសេវាហិរញ្ញវត្ថុមិនមែនធនាគារ (អ.ស.ហ.) និយ័តករមូលបត្រកម្ពុជា (ន.ម.ក.) តំណាងដោយ ឯកឧត្តម ស៊ូ សុជាតិ ប្រតិភូរាជរដ្ឋាភិបាលទទួលបន្ទុកជាអគ្គនាយកនៃ ន.ម.ក. បានចុះអនុស្សរណៈនៃកិច្ចព្រមព្រៀង (MoA) ជាមួយអេស៊ីស៊ីអេ (ACCA) តំណាងដោយលោក Aucky Pratama ប្រធានកិច្ចការសាធារណៈប្រចាំតំបន់អាស៊ីប៉ាស៊ីហ្វិក នៃ ACCA នៅអគារ អ.ស.ហ.។
ការចុះ MoA នេះ មានគោលបំណងដើម្បីបង្កើតក្របខ័ណ្ឌកិច្ចសហប្រតិបត្តិការក្នុងការលើកកម្ពស់ការរាយការណ៍ហិរញ្ញវត្ថុ ការបង្ហាញព័ត៌មានចីរភាព ការកសាងសមត្ថភាព ការអភិវឌ្ឍវិជ្ជាជីវៈ និងកិច្ចសហប្រតិបត្តិការអន្តរជាតិ ដើម្បីគាំទ្រដល់ការអភិវឌ្ឍទីផ្សារមូលបត្រប្រកបដោយចីរភាព។ ផ្សារភ្ជាប់ទៅនឹងកម្មវិធីចុះ MoA នេះ ក៏មានការរៀបចំសិក្ខាសាលាចែករំលែកចំណេះដឹងពាក់ព័ន្ធនឹងការកសាងគ្រឹះនៃមូលធនមនុស្ស។ គំនិតផ្ដួចផ្ដើមនេះ មានគោលបំណងគាំទ្រការអភិវឌ្ឍវិស័យហិរញ្ញវត្ថុនៅកម្ពុជា ដើម្បីពង្រឹងសមត្ថភាពប្រកួតប្រជែង និងការត្រៀមខ្លួនដើម្បីសម្របទៅនឹងការរីកចម្រើនយ៉ាងឆាប់រហ័សនៅក្នុងតំបន់ ក៏ដូចជាបំពេញតម្រូវការទីផ្សារដែលកំពុងវិវត្ត។
នៅក្នុងពិធីនេះ ឯកឧត្តមប្រតិភូ បានមានប្រសាសន៍ថា “ការកសាងទំនាក់ទំនងដែលរឹងមាំ គឺជាមូលដ្ឋានសម្រាប់ការកសាងទីផ្សារដែលរឹងមាំ។ តាមរយៈការផ្សារភ្ជាប់មន្ត្រីជំនាញរបស់យើងជាមួយនឹងចំណេះដឹង ជំនាញ និងបទពិសោធរបស់អ្នកជំនាញមកពីស្ថាប័នផ្សេងៗនៅថ្នាក់តំបន់ និងអន្តរជាតិ យើងអាចនាំមកនូវចំណេះដឹង គំនិត និងកាលានុវត្តភាពថ្មីៗ ដើម្បីរួមចំណែកគាំទ្រ និងអភិវឌ្ឍទីផ្សារមូលបត្រកម្ពុជា ព្រមទាំងវិស័យហិរញ្ញវត្ថុឱ្យកាន់តែរីកចម្រើន។ ការចុះហត្ថលេខាលើ MoA នៅថ្ងៃនេះ បង្ហាញពីការប្តេជ្ញាចិត្តរបស់ ន.ម.ក. ក្នុងការអនុវត្ត និងតម្រង់ទិសឱ្យស្របតាមឧត្តមមានុវត្តន៍ និងស្តង់ដារអន្តរជាតិ ព្រមទាំងពង្រឹងទំនាក់ទំនងជាមួយសហគមន៍វិជ្ជាជីវៈអន្តរជាតិ"។
បន្ថែមពីនេះ លោក Aucky បានរំលេចផងដែរថា៖“ទីផ្សារមូលបត្រអាចដំណើរការប្រកបដោយប្រសិទ្ធភាពបាន លុះត្រាតែវិនិយោគិនមានទំនុកចិត្តលើទីផ្សារនោះ។ ទំនុកចិត្តនេះត្រូវបានកសាងឡើងជាបន្តបន្ទាប់ តាមរយៈបទប្បញ្ញត្តិ ស្តង់ដារ និងការអនុវត្តច្បាប់ប្រកបដោយប្រសិទ្ធភាព មួយជំហានម្តងៗ។ ACCA មានមោទនភាពដែលបានចូលរួមជាផ្នែកមួយនៃដំណើរដ៏សំខាន់នេះ”។
កម្មវិធីនេះ មានសមាសភាពចូលរួមពីថ្នាក់ដឹកនាំ និងមន្រ្តីនៃ ន.ម.ក. ACCA តំណាងអគ្គលេខាធិការដ្ឋានអាជ្ញាធរសេវាហិរញ្ញវត្ថុមិនមែនធនាគារ និយ័តករ និងអង្គភាពក្រោមឱវាទ ធនាគារជាតិនៃកម្ពុជា អង្គភាពស៊ើប-ការណ៍ហិរញ្ញវត្ថុកម្ពុជា ក្រុមហ៊ុនចុះបញ្ជី និងក្រុមហ៊ុនផ្ដល់សេវាសវនកម្ម និងសវនករឯករាជ្យផ្ដល់សេវានៅក្នុងវិស័យមូលបត្រ ដែលមានអ្នកចូលរួមសរុប ៩០ រូប។ កម្មវិធីនេះ បានប្រព្រឹត្តទៅដោយរលូន និងផ្លែផ្កាខ្ពស់។
On the morning of September 2, 2026, with the honor permission from H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance and Chairman of the Non-Bank Financial Services Authority (NBFSA), the Securities and Exchange Regulator of Cambodia (SERC), represented by H.E. Sou Socheat, Delegate of the Royal Government in charge as Director General of the SERC, signed Memorandum of Agreement (MoA) with ACCA, represented by Mr. Aucky Pratama, Regional Lead Public Affair, Asia Pacific of ACCA at NBFSA Building, in Phnom Penh, Cambodia.
The signing of this MoA aimed to establish a framework for cooperation in promoting financial reporting, sustainability disclosures, capacity building, professional development, and international cooperation, thereby contributing to the sustainable development of Cambodia’s securities market. In conjunction with the signing ceremony, a knowledge-sharing seminar was organized to highlight the importance of building a robust human capital foundation. This initiative aimed to support the development of Cambodia’s financial services sector, enhance its competitiveness, and strengthen its readiness to respond to rapid regional growth and evolving market needs.
In this ceremony, H.E. the Delegate emphasized that, “Stronger networks build stronger markets. By connecting our professionals with regional and international expertise across different fields, we can bring new knowledge, ideas, and opportunities to support Cambodia’s securities market and financial sector. The signing of the MoA today demonstrated SERC’s commitment to applying and aligning with international best practices and standards, while strengthening our connections with the global professional community.”
In addition, Mr Aucky highlighted that, “A capital market only functions when investors trust it, and that trust is built one regulation, one standard, and one enforcement decision at a time. ACCA is proud to be part of this journey.”
The event was attended by the management and officials of SERC, representatives of ACCA, the General Secretariat of the NBFSA, regulators and subordinate entities, the National Bank of Cambodia, the Cambodia Financial Intelligence Unit, listed companies, audit firms, and independent auditors providing services in the securities sector, with a total of 90 participants. The event concluded successfully and fruitfully.
