ខ្សែផ្លូវទី១៖ ផ្លូវល្បាយក្រួស ប្រវែង ៨,៩០គ.ម. តភ្ជាប់ពីភូមិពុទ្រា ត្រង់ចំណុចរមណីយដ្ឋានទេទឹកពុះ ទៅដល់ភូមិចំបក់ ឃុំត្រពាំងជោរ ស្រុកឱរ៉ាល់។ ខ្សែផ្លូវនេះ ឆ្លងកាត់ភូមិចំនួន ៥ រួមមាន ភូមិតានិល ភូមិត្រាង ភូមិកោដូនតី ភូមិពុទ្រា និងភូមិចំបក់ ដោយមានអ្នកទទួលផលដោយផ្ទាល់ចំនួន ៥៥០គ្រួសារ ស្មើនឹង ២ ៣១៣នាក់ និងអ្នកទទួលផលដោយប្រយោលចំនួន ១ ១៥០គ្រួសារ ស្មើនឹង ៦ ២១០នាក់។

ខ្សែផ្លូវទី២៖ ផ្លូវកៅស៊ូពីរជាន់ មានប្រវែង ៤,០០គ.ម. ទទឹង ៤ម៉ែត្រ ផ្លូវចូលទំនប់តាសាល ចាប់ពីខ្លោងទ្វារវត្តឧត្តមគីរីជលសា ទៅដល់ទំនប់តាសាល ភូមិអូរអញ្ចា ឃុំតាសាល ស្រុកឱរ៉ាល់។ ខ្សែផ្លូវនេះ មានអ្នកទទួលផលដោយផ្ទាល់ចំនួន ១២០គ្រួសារ ស្មើនឹង ៧៥១នាក់ និងអ្នកទទួលផលដោយប្រយោលចំនួន ៣៥០គ្រួសារ ស្មើនឹង ១ ៩៩០នាក់។

ខ្សែទី៣៖ ការដ្ឋានផ្លូវក្រាលល្បាយក្រួសក្រហម ប្រវែងសរុប ៧,១៥គ.ម. ចាប់ផ្ដើមពីភូមិតាំងបំពង់ ដល់ចង្កេះភ្នំក្លងផ្សារ ត្រង់ផ្សារសហគមន៍ដំណាក់ដំរីដំ ឃុំតាសាល ស្រុកឱរ៉ាល់ ដោយមានអ្នកទទួលផលដោយផ្ទាល់ ចំនួន ៨៥១គ្រួសារ ស្មើនឹង ៣ ៥៣២នាក់ និងអ្នកទទួលផលដោយប្រយោល ចំនួន ១ ៧១០គ្រួសារ ស្មើនឹង ៧ ៧៣០នាក់។ ខ្សែផ្លូវនេះ ចាប់ផ្តើមសាងសង់ពីថ្ងៃទី៤ ខែមីនា ឆ្នាំ២០២៦ ដោយសម្រេចវឌ្ឍនភាពបាន ៤២,៣៨% ហើយគ្រោងនឹងបញ្ចប់នៅក្នុងខែមីនា ឆ្នាំ២០២៧ ខាងមុខនេះ ។
ខ្សែផ្លូវទី៤: គម្រោងផ្លូវកម្រាលបេតុង ទទឹង ៦ម៉ែត្រ ប្រវែង៣ គីឡូម៉ែត្រ ពីជើងភ្នំខ្នងផ្សាររហូតដល់ខ្នងភ្នំដែលគ្រោងអនុវត្តដោយក្រសួងអភិវឌ្ឍន៍ជនបទ ក្នុងក្របខណ្ឌគម្រោងនិរន្ដរភាពតំបន់ទេសភាព និងទេសចរណ៍ធម្មជាតិ។ គម្រោងខ្សែផ្លូវទី៣ និងទី៤ នេះ មានគោលបំណងធ្វើឱ្យប្រសើរឡើងនូវការគ្រប់គ្រងតំបន់ការពារធម្មជាតិ ជំរុញឱកាសសម្រាប់ការអភិវឌ្ឍទេសចរណ៍ធម្មជាតិ និងការគ្រប់គ្រងតំបន់ទេសភាព ក្នុងតំបន់ ការពារធម្មជាតិ និងដើម្បីបង្កើនច្រវ៉ាក់តម្លៃអនុផលព្រៃឈើនៅតំបន់ទេសភាពជួរភ្នំក្រវាញ និង បឹងទន្លេសាប។

ក្នុងឱកាសចុះពិនិត្យនោះផងដែរ ឯកឧត្តមរដ្ឋមន្ដ្រី និងគណៈប្រតិភូរួមដំណើរ បានអញ្ជើញពិនិត្យទីតាំងតំបន់ទេសចរណ៍ធម្មជាតិទេទឹកពុះ តំបន់ទំនប់តាសាល និងតំបន់ទេសចរណ៍ធម្មជាតិខ្នងផ្សារ ព្រមទាំងបានជួបសំណេះសំណាលជាមួយ ប្រជាពលរដ្ឋក្នុងសហគមន៍នីមួយៗ ក្នុងគោលបំណងសិក្សា និងស្វែងយល់អំពីសក្តានុពលនៅក្នុងតំបន់ និងតម្រូវការនានា ដើម្បីងាយស្រួលផ្ដល់កិច្ចអន្ដរាគមន៍ចាំបាច់សម្រាប់ការអភិវឌ្ឍ។ គួរជម្រាបជូនផងដែរថា ដោយទទួលបានអនុសាសន៍ណែនាំដ៏ខ្ពស់ខ្ពស់ពីសំណាក់ សម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ដ្រីនៃព្រះរាជាណាចក្រកម្ពុជា ក្រសួងអភិវឌ្ឍន៍ជនបទ បានសហការជាមួយក្រសួង ស្ថាប័នពាក់ព័ន្ធ ដើម្បីធ្វើការអភិរក្ស និងអភិវឌ្ឍសហគមន៍ជនជាតិដើមភាគតិច ក្នុងគោលបំណងលើកកម្ពស់ជីវភាពរបស់នៅរបស់បងប្អូនក្នុងសហគមន៍ឱ្យមានជីវភាពកាន់តែប្រសើរឡើង។ ក្នុងនោះក្រសួងអភិវឌ្ឍន៍ជនបទ ចូលរួមចំណែកតាមរយៈ ការសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធផ្លូវជនបទឱ្យមានគុណភាព ការសាងសង់ហេដ្ឋារចនាសម្ព័ន្ធទឹកស្អាត និងអនាម័យជនបទ ព្រមទាំងការបណ្ដុះបណ្ដាលជំនាញមូលដ្ឋានផងដែរ៕

Kampong Speu Province: On Monday, September 7, 2026—H.E. Chhay Rithisen, Minister of Rural Development, together with ministry level leaders and technical officials, as well as the Kampong Speu Provincial Department of Rural Development, paid on site visits to inspect the actual condition of four rural road corridors and met with community residents in Kampong Speu Province, namely:

Road 1: A gravel mix road, 8.90 km long, connecting from Putra Village at the Te Teuk Pous natural tourist site to Chambak Village, Trapeang Chor Commune, Oral District. This corridor passes through five villages—Taneal, Trang, Kodoun Ti, Putra, and Chambak—and directly benefits 550 households (2,313 people) and indirectly benefits 1,150 households (6,210 people).

Road 2: A DBST road, 4.00 km long and 4 meters wide—the access road to Ta Sal Dam—starting from the gate of Otdom Kiri Cholsar Pagoda to Ta Sal Dam, O Ancha Village, Ta Sal Commune, Oral District. This corridor directly benefits 120 households (751 people) and indirectly benefits 350 households (1,990 people).

Road 3: A gravel mix road under construction, total length 7.15 km, starting from Tang Bompong Village to the Khnong Phsar ridgeline at the Damnak Damrei Dom Community Market, Ta Sal Commune, Oral District. This corridor directly benefits 851 households (3,532 people) and indirectly benefits 1,710 households (7,730 people). Construction began on March 4, 2026, has achieved 42.38% progress, and is planned to be completed in March 2027.

Road 4: A concrete pavement road project, 6 meters wide and 3 kilometers long, from the foot of Khnong Phsar Mountain up to the mountain ridgeline, to be implemented by the Ministry of Rural Development under the Cambodia Sustainable Landscape and Ecotourism Project. Road 3 and 4 aim to improve the management of protected areas, promote opportunities for developing nature based tourism and landscape management within protected areas, and increase the value chains of non timber forest products in the Kravanh mountain range landscapes and the Tonle Sap region.

On this inspection occasion, the Minister and accompanying delegation also visited the Te Teuk Pous natural tourist area, the Ta Sal Dam area, and the Khnong Phsar natural tourist area, and held friendly meetings with residents in each community to study and understand local potential and various needs, so as to facilitate the provision of necessary development interventions.

It should also be noted that, following the high level guidance of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, the Ministry of Rural Development has cooperated with relevant ministries and institutions to conserve and develop indigenous minority communities, with the goal of improving the livelihoods of brothers and sisters in these communities. In this regard, the Ministry contributes through the construction of quality rural road infrastructure, rural clean water and sanitation infrastructure, and the provision of basic skills training.

Phnom Penh: On the morning of Friday, September 4, 2026, His Excellency Pen Pichsaly, Secretary of State, accompanied by Mr. Tieng Chhayhieng, Deputy Director of Department, and Ms. Lim Rathtida, contract officer of the Department of Planning and Statistics, attended the official launch of the "Comprehensive Intervention Program Responding to the Polycrisis Situation." The ceremony was presided over by Academician Deputy Prime Minister Aun Pornmoniroth, Minister of Economy and Finance, with approximately 300 representatives from relevant ministries and institutions in attendance.
Through this program, Cambodia has rolled out a US$1.24 billion intervention package to address the polycrisis situation. The program comprises three intervention packages: 1. Livelihood stabilization linked to job creation; 2. Technical and vocational training linked to business creation; and 3. Energy management, transition, and transformation, supported by the national budget and financing from development partners.

Tbong Khmum Province: On 3 September 2026, H.E. Dr. Chan Darong, Secretary of State, representing the high esteem of H.E. Chhay Rithisen, Minister of Rural Development, together with H.E. Dr. Lim Iv, Under Secretary of State and Deputy Chairman of the Inspection and Evaluation Committee (QIC), led an inter-ministerial committee comprising representatives from the Ministry of Rural Development, the Ministry of Economy and Finance, the technical team of the Department of Rural Road Infrastructure Development, the Committee for Inspection and Evaluation of the Quality of Construction, Rehabilitation, Repair, Maintenance, and Upgrading Works of Rural Roads and Associated Structures, as well as the leadership and technical officials of the Tbong Khmum Provincial Department of Rural Development, to inspect and evaluate Phase I of routine maintenance works on 12 road sections, with a total length of 120.82 km.
The works were financed by the Government and implemented by the Tbong Khmum Provincial Department of Rural Development, comprising:
•11 Double Bituminous Surface Treatment (DBST) road sections, with a total length of 106.82 km and widths of 5 metres and 6 metres, located in Tuol Sophea, Kong Chey, Preah Theat, Ampil Tapok, Kaong Kang, Kak, Trapeang Phlong, and Kraek Communes, Suong Sangkat, Ou Reang Ov District, Ponhea Kraek District, and Suong City, Tbong Khmum Province; and
•1 laterite-gravel road section, measuring 14 km in length and 5.5 metres in width, located in Tboung Commune, Tboung District, Tbong Khmum Province.

Following the inspection, the inter-ministerial committee unanimously agreed to formally accept the above-mentioned routine road maintenance works as completed and satisfactory.

Phnom Penh: In the morning of Wednesday, September 2, 2026, His Excellency Chea Srun, Secretary of State and high-level representing the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development, attended a meeting of the Siem Reap–Angkor Tourism Management and Development Committee.

The meeting was held to present and review the draft “Key Measures for the Development of Siem Reap–Angkor Tourism 2026–2028”, under the chairmanship of His Excellency Dr. Thong Khon, Minister Attached to the Prime Minister and Chairman of the Siem Reap–Angkor Tourism Management and Development Committee.

The meeting took place in Meeting Hall A, Friendship Building, Office of the Council of Ministers. It was also attended by Their Excellencies and Lok Chumteav, Secretaries of State, Undersecretaries of State, and representatives of relevant ministries and institutions.

Phnom Penh: In the afternoon of Friday, September 4, 2026, His Excellency Chhay Rithisen, Minister of Rural Development, attended the "Official Launching Ceremony of the Network of Secretaries-General of Ministries and Institutions under the Executive Branch." The ceremony was presided over by His Excellency Hun Many, Deputy Prime Minister, Minister of Civil Service, and Standing Vice Chairman of the National Committee for Promoting the Implementation of Key Measures in Public Administration Reform of the Royal Government of the 7th Legislature of the National Assembly.
This ceremony was held at the Shangri-La Hotel in Phnom Penh, with the participation of Ministers, Secretaries-General of General Secretariats, and Directors-General of General Departments of Administration and Finance from relevant ministries and institutions.

Phnom Penh: On Friday morning, September 4, 2026, the Agriculture–Water–Rural Development Tri Sector working group convened the 7th ministerial level inter ministerial meeting on coordinating the implementation of policy programs and activities related to modern agricultural communities, farmer water user communities, and model villages. The rotating 7th session was hosted at the Ministry of Agriculture, Forestry and Fisheries under the high presidency of H.E. Dith Tina, Minister of Agriculture, Forestry and Fisheries; H.E. Chhay Rithisen, Minister of Rural Development; and H.E. Thor Chetha, Minister of Water Resources and Meteorology.
The meeting was attended by Excellencies, Ladies and Gentlemen from the leadership of the three ministries; leaders representing line ministries, institutions, target provincial departments; and representatives of development partners and relevant organizations. The session pursued two main objectives: (1) Review progress and the latest results across communities, especially the 10 communities selected for joint interventions; and (2) Review, discuss, and decide in principle on additional communities to be selected for Tri Sector interventions during 2026–2027 and 2028.
It should be noted that, to contribute to the success of Phase I of the Pentagonal Strategy of the Royal Government’s 7th legislative term and advance the Royal Government’s vision under the leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Water Resources and Meteorology, and the Ministry of Rural Development have joined forces under the “Dynamic Stakeholder System” approach. Through this, they established the Agriculture–Water–Rural Development Tri Sector mechanism to coordinate policy programs and rural development activities related to modern agricultural cooperatives, farmer water user communities, and model villages, aimed at directly addressing rural development needs, improving livelihoods, and building resilience with high effectiveness, efficiency, and sustainability.

Kompong Speu Province: On September 3, 2026, Mr. Oeun Thearith, Director of the Community Development Department, accompanied by technical officers and with cooperation from technical staff of the Rural Development Department of Kampong Speu Province, visited and studied the potential of Tang Bompong Village in Tasal Commune, which is in the Khnorng Phsa natural tourism area, and Kodonti Village in Trapang Chhou Commune, Oral District, Kampong Speu Province, located in the Tetoek Pus natural tourism area.

On this occasion, the team met and discussed with the commune council, the village development committee, and local residents and conducted on-site inspections of each location to study their potential for being considered as key model villages for development by the Ministry of Rural Development.

Phnom Penh: On Thursday afternoon, September 3, 2026 at the Ministry’s headquarters, H.E. Chhay Rithisen, Minister of Rural Development, chaired a review and discussion meeting to prepare the 3rd National Forum on Sanitation in Cambodia. The meeting was attended by the Permanent Secretary of State; Excellencies, Ladies and Gentlemen from the Ministry’s leadership; and also Mr. Yi Kimthan, Acting Country Director of Plan International Cambodia, and Mr. Chim Charany, Technical consultant for Water, Sanitation and Hygiene.

The meeting thoroughly reviewed and discussed draft documents prepared by the technical working group and provided numerous important inputs to further improve them. In his chair’s remarks, the Minister underlined that, as part of the Royal Government, the Ministry of Rural Development has been and continues to be actively and significantly engaged in improving rural living conditions through clean water services and the promotion of rural sanitation especially by driving progress toward achieving Open Defecation Free (ODF) status across all 25 capital–provinces, a new historic achievement for Cambodia. In this spirit, the Ministry plans to convene the National Forum on Sanitation in Cambodia to coincide with the celebration of the National Day for the Promotion of Rural Sanitation, which will fall on November 13, 2026.
