Land Allocation for Social and Economic Development Project (LASED) What is LASED? LASED (Land Allocation for Social and EconomicDevelopment) is a project of the Royal Government of Cambodia.

Responsibility for implementation is shared jointly between the Ministry of Land Management, Urban Planning and Construction and the Ministry of Interior. LASED pilots the distribution of state land to landless and land-poor rural families for agricultural and residential purposes in a process initiated by communes. In addition to land, basic infrastructures and services are provided to sustain th

e new livelihoods of the land recipients. After 5 years of continuous use of the land, it becomes private property. The project intends to develop a transparent and efficient process for nation-wide distribution of land to the rural poor.
