រាជធានីភ្នំពេញ៖ នាព្រឹកថ្ងៃទី២៦ ខែសីហា ឆ្នាំ២០២៦ ឯកឧត្តម ថោង សុពីមករា អគ្គលេខាធិការរង នៃអគ្គលេខាធិការដ្ឋានគណៈកម្មាការរដ្ឋាភិបាលឌីជីថល (គ.រ.ឌ.) បានអញ្ជើញចូលរួមជាវាគ្មិនកិត្តិយសក្នុងកិច្ចសន្ទនាកម្រិតគោលនយោបាយ ស្តីពី «ភាពជាអ្នកដឹកនាំរបស់ស្ត្រីក្នុងបរិវត្តកម្មឌីជីថល» ក្រោមប្រធានបទ «ការប្រើប្រាស់បញ្ញាសិប្បនិម្មិត (AI) ដើម្បីជំរុញកំណើនសេដ្ឋកិច្ច និងនវានុវត្តន៍ប្រកបដោយបរិយាបន្ន» ក្រោមអធិបតីភាព លោកជំទាវ គ្រី ណាល់លីស រដ្ឋលេខាធិការក្រសួងកិច្ចការនារី នៅស្ថានីយ៍ទូរទស្សន៍ជាតិកម្ពុជា។ កិច្ចសន្ទនានេះ ក៏មានការអញ្ជើញចូលរួមពីវាគ្មិនជំនាញនិងតំណាងស្ថាប័នសំខាន់ៗផ្សេងទៀត រួមមាន៖ ក្រសួងកិច្ចការនារី ក្រុមហ៊ុន Impact Hub Phnom Penh សមាគមសហគ្រិនស្ត្រីកម្ពុជា និងមានអ្នកចូលរួមមកពីក្រសួងកិច្ចការនារី អគ្គលេខាធិការដ្ឋានក្រុមប្រឹក្សាជាតិកម្ពុជាដើម្បីស្រ្តី សហគ្រិនស្រ្តី សាស្ត្រាចារ្យ និងនិស្សិត មកពីសកលវិទ្យាល័យភូមិន្ទភ្នំពេញ សរុបប្រមាណ ៨០នាក់ ក្នុងនោះស្រ្តីមានចំនួនសរុប ៦២នាក់។

កិច្ចសន្ទនាក៏បានផ្តោតយ៉ាងស៊ីជម្រៅលើ៖ (១) ការវិភាគស្ថានភាពបច្ចុប្បន្ន ឱកាស និងបញ្ហាប្រឈមរបស់ស្ត្រីក្នុងវិស័យ STEM និង AI (២) ការបង្កើនសមត្ថភាព AI និងជំនាញឌីជីថល សម្រាប់ស្ត្រីក្នុងរដ្ឋបាលសាធារណៈ និងសហគ្រិនភាព (ដូចជាកម្មវិធី WE Academy) (៣) យុទ្ធសាស្ត្រក្នុងការបង្កើតប្រព័ន្ធអេកូឡូស៊ី ដៃគូរវាងរដ្ឋ និងឯកជន ដើម្បីផ្តល់ឱកាសរៀនសូត្រ ការណែនាំ (Mentorship) និងការភ្ជាប់ទៅកាន់ទីផ្សារ និង (៤) វិធីសាស្ត្រត្រៀមខ្លួនសម្រាប់ស្ត្រី និងក្មេងស្រីក្នុងការចាប់ផ្តើម ឬអភិវឌ្ឍអាជីវកម្មក្នុងយុគសម័យឌីជីថល។

ថ្លែងក្នុងកិច្ចសន្ទនានេះ ឯកឧត្តមអគ្គលេខាធិការរង ថោង សុពីមករា បានលើកឡើងពីគោលនយោបាយសំខាន់ៗដូចជា ក្របខណ្ឌគោលនយោបាយសេដ្ឋកិច្ចនិងសង្គមឌីជីថលកម្ពុជា ២០២១-២០៣៥ គោលនយោបាយរដ្ឋាភិបាលឌីជីថលកម្ពុជា ២០២២-២០៣៥ និងយុទ្ធសាស្ត្រជាតិស្ដីពីបញ្ញាសប្បនិម្មិត ដែលជម្រុញបរិវត្តកម្មឌីជីថលនិងបង្កើនទំនុកចិត្តប្រជាពលរដ្ឋ ហើយធានាថាសេវាសាធារណៈទាំងអស់មានភាពងាយស្រួលក្នុងការទទួលបាន មានប្រសិទ្ធភាព និងបរិយាបន្នសម្រាប់ស្ត្រី។

🎯 គួរបញ្ជាក់ផងដែរថា កិច្ចសន្ទនានេះ ត្រូវបានរៀបចំឡើងដោយ ក្រុមការងារជំរុញបរិវត្តកម្មឌីជីថល នៃក្រសួងកិច្ចការនារី និងមានគោលបំណងសំខាន់ៗដូចខាងក្រោម៖
១. ជំរុញ បំផុសគំនិត និងបង្ហាញពីគំរូភាព (Role Model)៖ ចែករំលែកបទពិសោធន៍ បង្កើតការជឿជាក់ និងបំផុសគំនិតច្នៃប្រឌិតដល់យុវតី សហគ្រិនស្ត្រី និងស្ត្រីជាអ្នកដឹកនាំក្នុងវិស័យបច្ចេកវិទ្យា និងអាជីវកម្ម និង
២. លើកកម្ពស់ការយល់ដឹងពី AI៖ ផ្សព្វផ្សាយ និងបញ្ជ្រាបការយល់ដឹងដល់សាធារណជន អំពីសារៈសំខាន់នៃការចូលរួមរបស់ស្ត្រី និងក្មេងស្រីក្នុងបច្ចេកវិទ្យាបញ្ញាសិប្បនិម្មិត (AI) សម្រាប់កសាងសេដ្ឋកិច្ច និងសង្គមឌីជីថលប្រកបដោយសមធម៌។

Phnom Penh: On the morning of August 26, 2026, His Excellency Thong Sopymakara, Deputy Secretary General of the General Secretariat of the Digital Government Committee (DGC), participated as a panelist in the Policy Dialogue on "Women's Leadership in Digital Transformation" under the theme "Leveraging Artificial Intelligence (AI) to Drive Inclusive Economic Growth and Innovation," which was presided over by H.E. Kry Nalis, Secretary of State of the Ministry of Women's Affairs, at the National Television of Cambodia (TVK). The dialogue also convened expert speakers and representatives from other key institutions, including the Ministry of Women's Affairs, Impact Hub Phnom Penh, and the Cambodia Women Entrepreneurs Association (CWEA), and other participants from the Ministry of Women's Affairs, the Secretariat of the Cambodian National Council for Women, women entrepreneurs, professors, and students from the Royal University of Phnom Penh—bringing together approximately 80 participants (with 62 participants being women).

The key highlights of the dialogue are: ✅ analysis of the current status, opportunities, and challenges for women in STEM and AI; ✅ enhancing AI capabilities and digital skills for women in public administration and entrepreneurship (such as through the WE Academy program); ✅ strategies to build a public-private ecosystem offering learning opportunities, mentorship, and market linkages; and ✅ practical ways for women and girls to prepare for starting or expanding businesses in the digital era.

Speaking at the dialogue, H.E. Deputy Secretary General Thong Sopymakara highlighted key policies, including the Cambodia Digital Economy and Society Policy Framework 2021–2035, the Cambodia Digital Government Policy 2022–2035, and the National AI Strategy, which has been implemented to drive digital transformation, build public trust, and ensure all public services are accessible, efficient, and inclusive for women.

It is worth noting that the dialogue was organized by the Digital Transformation Working Group of the Ministry of Women's Affairs with the key objectives as follows:
1. Inspire and Promote Female Role Models: Share real-world experiences, build confidence, and foster creative ideas among young women, female entrepreneurs, and women leaders in technology and business.
2. Raise Awareness of AI Technology: Promote public awareness regarding the crucial participation of women and girls in artificial intelligence (AI) to build an equitable digital economy and society.

Phnom Penh: On the morning of August 18, 2026, His Excellency Cheang Vutha, Deputy Secretary General of the General Secretariat of the Digital Government Committee (DGC), virtually delivered a presentation on the document verification platform of the Royal Government, verify.gov.kh, during the ASEAN Workshop on Cross-Border Digital Identity and Verifiable Credentials, which was attended by representatives from ASEAN member states, the ASEAN Secretariat, development partners, and technical experts.

Sharing experiences and achievements through the verify.gov.kh platform clearly demonstrates Cambodia's commitment to connecting our Digital Public Infrastructure (DPI) with fellow ASEAN member states and relevant stakeholders. This initiative plays a crucial role in developing a regional framework that ensures digital identity and document verification across ASEAN members are seamlessly interoperable and highly secure.

As the 4th infrastructure pillar within the paperless reduction framework, the verify.gov.kh platform will facilitate cross-border digital transactions, support trade, enable workforce mobility, and ensure trusted public-private service delivery.

Phnom Penh: On the afternoon of August 21, 2026, H.E. Thong Sopymakara and H.E. Cheang Vutha, Deputy Secretaries General of the General Secretariat of the Digital Government Committee (DGC), held a meeting and welcomed a delegation from the Democratic Republic of Timor-Leste led by H.E. Agustinus Bruno Halle, Chief of Cabinet of the Cabinet for Digitalization and Cybersecurity of the Ministry of Transport and Communications of the Democratic Republic of Timor-Leste, at the Ministry of Post and Telecommunications (MPTC).

During the meeting, H.E. Deputy Secretary General Thong Sopymakara briefed the Timor-Leste delegation on the implementation of the Cambodia Digital Economy and Society Policy Framework 2021–2035 and the Cambodia Digital Government Policy 2022–2035, which guide Cambodia’s digital transformation in alignment with the Royal Government’s Pentagonal Strategy—Phase I, which focuses on five key priorities: People, Roads, Water, Electricity, and Technology, particularly digital technology. Furthermore, H.E. the Deputy Secretary General highlighted the policy and legal initiatives undertaken by the General Secretariat of the DGC, including the formulation of the draft Data Governance Policy and Cloud First Policy, which aim to further strengthen the effective implementation of the aforementioned policies.

In response, the Timor-Leste delegation expressed keen interest and commended the nation’s efforts in formulating and implementing digital policies. The delegation also noted the key policies shared during the meeting as valuable insights to support and effectively foster digital transformation in Timor-Leste.

ឆ្លៀតក្នុងឱកាសនេះ គណៈប្រតិភូពីសាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្ដេ ក៏បានអញ្ជើញធ្វើទស្សនកិច្ចសិក្សាផ្ទាល់នៅសាកលវិទ្យាល័យអាមេរិកាំងភ្នំពេញ និងបណ្ឌិត្យសភាបច្ចេកវិទ្យាឌីជីថលកម្ពុជា ដើម្បីសង្កេតនិងស្វែងយល់ឱ្យកាន់តែស៊ីជម្រៅអំពីករណីប្រើប្រាស់ (use case) នៃការដាក់ឱ្យប្រើប្រាស់ថ្នាល verify.gov.kh នៅលើវិញ្ញាបនបត្រអប់រំនៅកម្ពុជា។

ជាលទ្ធផលនៃសិក្ខាសាលារយៈពេល ៥ថ្ងៃ កន្លងទៅនេះ មន្ត្រីបច្ចេកទេសនៃអគ្គលេខាធិការដ្ឋាន គ.រ.ឌ. បានធ្វើបទបង្ហាញកម្រិតបច្ចេកទេសនិងចែករំលែកបទពិសោធពាក់ព័ន្ធនឹងការអភិវឌ្ឍនិងការដាក់ឱ្យប្រើប្រាស់ថ្នាលនិងកម្មវិធីរដ្ឋាភិបាលឌីជីថល ដូចមានជាអាទិ៍ ថ្នាលផ្ទៀងផ្ទាត់ឯកសារ Verify និងថ្នាល DG SuperApp។ លើសពីនេះទៅទៀត សិក្ខាសាលានេះបានផ្ទេរចំណេះដឹង និងបទពិសោធជាក់ស្តែងដល់គណៈប្រតិភូនៃក្រសួងទាំង២ នៃសាធារណរដ្ឋប្រជាធិបតេយ្យទីម័រឡេស្តេ ដើម្បីគាំទ្រដល់ការធ្វើសមាហរណកម្មវិញ្ញាបនបត្រអប់រំជាមួយថ្នាល verify.gov.tl ក្នុងដំណាក់កាលបន្ទាប់ ព្រមទាំងពង្រឹងសមត្ថភាពបច្ចេកទេស និងភាពជាម្ចាស់របស់ទីម័រឡេស្តេ ក្នុងការគ្រប់គ្រង គាំទ្រ និងពង្រីកការប្រើប្រាស់ថ្នាល Verify ទៅកាន់ស្ថាប័នរដ្ឋាភិបាល និងឯកសារសាធារណៈបន្ថែមទៀតនាពេលអនាគត។

🔷 Key Outcomes and Activities of the “Verify.gov Cooperation Workshop: Experience Sharing and Joint Capacity Building”

Phnom Penh: From August 17 to 21, 2026, technical officials from the General Secretariat of the Digital Government Committee (DGC), together with a delegation from the Ministry of Transport and Communications and the Ministry of Education of the Democratic Republic of Timor-Leste, shared experiences and strengthened joint technical capacity building in developing and implementing the document verification platform, verify.gov.tl, for educational certificates in Timor-Leste. The event was attended by 25 participants, including Deputy Secretaries General and technical officials of the General Secretariat of the DGC.

On this occasion, the Timor-Leste delegation also paid study visits to the American University of Phnom Penh (AUPP) and the Cambodia Academy of Digital Technology (CADT) to gain deeper insights into the practical implementation and use cases of the verify.gov.kh platform for educational certificates in Cambodia.

As a result of this 5-day workshop, DGC technical officials delivered technical presentations and shared practical experiences related to the development and implementation of key digital government products, including the Verify and the DG SuperApp platforms. Furthermore, the workshop provided practical knowledge and experiences for both ministries of Timor-Leste to support the integration of the verify.gov.tl platform for educational certificates in the next phase, thereby strengthening the technical capacity and ownership of the Timor-Leste side in managing, supporting, and expanding the use of the Verify platform across government institutions and for additional public documents in the future.

More than 418,000 students who passed Cambodia's national Grade 12 examination, or Baccalaureate, between 2022 and 2025 have received diplomas embedded with standard QR codes through the Verify.gov.kh platform, strengthening security and simplifying document verification.

Kim Sethany, Permanent Secretary of State at the Ministry of Education, Youth and Sport, announced the figures during a workshop on “Cooperation on the Implementation of the Verify.gov Document Verification Platform: Experience Sharing and Joint Capacity Building” on Monday morning (Aug. 17).

“Through the Verify.gov.kh platform, more than 418,000 students who passed the Baccalaureate examination between 2022 and 2025 have been issued diplomas featuring Standard QR Codes with the highest levels of security and authenticity,” Kim Sethany said.

The system enables students, educational institutions, employers, and other users to quickly verify the authenticity of diplomas by scanning the embedded QR code.

The platform has also eliminated the need to legalise photocopies of Baccalaureate certificates and diplomas issued from the 5 December 2022 examination session onwards, reducing administrative procedures, costs, and paper use while helping prevent document forgery.

Jointly developed by the Ministry of Education, Youth and Sport and the Ministry of Post and Telecommunications since early 2023, the initiative represents another step in Cambodia's digital transformation of public services under the Digital Government Policy 2022-2035.

The Education Ministry plans to expand Verify.gov.kh to cover additional education-related documents and further integrate the platform with Cambodia's national education data system.

Phnom Penh: On the afternoon of August 17, 2026, H.E. Cheang Vutha and H.E. Chanty Sothy, Deputy Secretaries General of the General Secretariat of the Digital Government Committee (DGC), welcomed a delegation from the Democratic Republic of Timor-Leste, led by H.E. Agustinus Bruno Halle, Chief of Cabinet, Cabinet for Digitalization and Cybersecurity of the Ministry of Transport and Communications of the Democratic Republic of Timor-Leste, and Mr. Sourav Das, Chief of Staff, Investments at Co-Develop, and led a tour of the technical offices at the DGC General Secretariat.

During the visit, Deputy Secretary General Cheang Vutha presented the digital government products that the DGC General Secretariat has developed and implemented as well as outlined the core mission to build public trust through better public service provision. Furthermore, the Timor-Leste delegation and Co-Develop representative engaged directly with the DGC technical teams to learn about technical workflows supporting digital government transformation, as well as the overall operational environment at the DGC General Secretariat.
