DISASTER COMMITTEE PUSHES FOR FIRE STATIONS ACROSS NAKURU

The County Assembly’s Committee on Disaster Management is pushing for fully equipped and operational fire stations in every Sub- County following a petition on the County’s fire emergency response.

The petition, presented by Alvin Njoroge Kamau, raised concern over fires in markets, schools and homes that have claimed lives and destroyed property worth millions of shillings.

Kamau said delayed emergency response was contributing to losses, with fire engines sometimes travelling long distances to reach areas hit by fires.

He called on the County Executive to establish fire stations equipped with modern fire engines and trained personnel in every sub-county and develop a countywide fire emergency response policy.

The petition further seeks adequate funding for firefighting, recruitment and training of personnel and regular reporting to the Assembly on measures being taken to strengthen emergency response.

The Committee, chaired by Mauche MCA Hon. Moses Koros, resolved to engage the County Executive Committee Member responsible for Disaster Management on the status of firefighting infrastructure across the County.

THE HOUSE PUTS SERVICE DELIVERY UNDER THE SPOTLIGHT

The House this afternoon turns its focus to water, healthcare, agriculture and disaster preparedness, with Hon. Members seeking answers on stalled projects and gaps in service delivery across the County.

Hon. Jane Gituku, MCA Maiella Ward, seeks answers on persistent soil erosion and gullies in the ward, as well as two coolers that have remained non-operational since their completion in 2022.

In Mosop Ward, Hon. Alex Langat seeks updates on the Ogilgei Water Project, Ogilgei Market Project and Kerma Water Project, including concerns over delayed tender and project documents.

Hon. Michael Gathanwa, MCA Ebburu Mbaruk Ward, seeks a statement on the implementation and operationalisation of SHIF and SHA in Nakuru County.

The House is also set to receive a response from Hon. Moses Koros, Chairperson of the Sectoral Committee on Disaster Management and Emergency Services, on the County Government’s preparedness for the anticipated El Niño rains.

HOUSE CONSIDERS REPORT ON COUNTY REGULATIONS

The House considers the report of the Committee on Rules and Delegated Legislations on its April 2026 meeting with focus on strengthening the scrutiny and implementation of County regulations.

The report calls for timely submission of regulations, review of outdated regulatory frameworks and development of regulations to operationalize key County laws, including the Nakuru County Bursary Fund Act, 2025 and Sports Management Act, 2025.

The Committee also recommends stronger oversight of statutory instruments and capacity building for officers involved in drafting regulations.

The Motion is moved by Hon. Nixon Morogo, Chairperson, Committee on Rules and Delegated Legislations.

TRADE COMMITTEE HEARS PETITION ON TRADERS’ DISPLACEMENT

The Committee on Trade, chaired by Hon. Stanley Karanja (Naivasha East), heard a petition from Nakuru town East Small and Micro Traders over the planned rehabilitation of Oginga Odinga and Spur Roads by the Kenya Urban Roads Authority (KURA).

The petitioners, led by their Chairperson, Mr. Francis Wachira, raised concerns over the planned demolition and displacement of traders operating along the affected roads.

They cited inadequate notice, lack of a formal relocation plan and inadequate public participation in the planned works.

The petitioners called for the suspension of demolitions, a joint census of affected traders and provision of an alternative trading area before any displacement.

Following the hearing, the Committee resolved to summon relevant County officials to respond to the issues raised. The Committee will also undertake a site visit to the affected areas before making further recommendations.

The House today considers the Committee on County Public Accounts and Investment’s report on the Auditor General’s examination of Olenguruone Level 4 Sub-County Hospital’s financial statements for the year ended 30th June 2025.

The report will be tabled by Committee Chairperson Hon. Simon Kamau, who will also give a Notice of Motion seeking its adoption.

MCAs question CECs over bursary disbursement delays

The County Assembly Committee on Education has questioned CECM for Education Hon. Zipporah Wambui and CECM for Finance and Economic Planning Mr. Iribe Njogu over delays in the disbursement of bursary funds and implementation of the Uji Programme.

The session was chaired by the Committee Vice Chairpersons, Hon. George Nene (Elementaita Ward) and Hon. Hellen Megek (Visoi Ward).

The CECMs were required to provide clarity on the status of Tranche I bursary funds, delays in processing and issuing cheques and timelines for the release of Tranche II funds.

The Committee further tasked the two CECMs to hold a press conference to update Nakuru residents on the status of the bursary programme and provide the exact date for disbursement.

The Education CECM was also required to brief the Committee on the implementation of the Uji Programme
