Regional Centre for Mapping of Resources for Development - RCMRD RCMRD is an inter-governmental organization and currently has 20 Contracting Member States in the Eas Remote Sensing, Geodesy, Cartography etc.)

The original objectives of the Centre were:
To provide services in the fields of surveying and mapping including aerial photography, photogrammetry, photo-interpretation, first order geodesy, remote sensing, calibration and maintenance of surveying and mapping equipment;
To provide training for nationals of contracting parties in surveying, mapping and remote sensing, and; To provide advisory services upon request on problems relating to surveying and mapping to the governments of member States. Since its establishment, the Center has been very instrumental in capacity building in resource survey, mapping, remote sensing, GIS and natural resources assessment and management in Africa. It was also instrumental in helping different countries establish their National Mapping Agencies. To date the Centre in any given year trains more than 3000 technical officers from its member States and other African countries in the fields of surveying and mapping, remote sensing, GIS and natural resources assessment and Management. The Centre has also implemented numerous projects on behalf of its member States and development partners. RCMRD functional programmes have moved away from service technology framework (e.g. to problem solving applications in natural resource and environmental management. RCMRD is now providing service on demand driven basis. RCMRD is now moving into the future with confidence and endeavors to live up to its values of upholding the highest standards of services to its customers and continuously improving the quality of services and products.

👉 RCMRD, Nairobi!
👉 This week, RCMRD is honoured to host Hon. Dr Edwin Dikoloti, Minister of Lands and Agriculture of Botswana, and his delegation for an engagement focused on strengthening collaboration in land administration, agriculture, land information management and the application of geospatial technologies.

👉 Botswana has been an RCMRD member State since 1989. This engagement provides an opportunity to explore current and emerging opportunities to apply Earth observation, geospatial data and digital technologies to strengthen land-use planning, Land Information Management Systems, agricultural monitoring, natural resource management and evidence-based decision-making.

👉 As part of our mandate to support member States with geospatial information and technical capacity, RCMRD has supported Botswana with and images and land-cover maps to strengthen land and natural resource management.

👉 This includes the Botswana Land Cover 2000 baseline and the 2010 update, providing reference datasets for monitoring land-use and land-cover change, supporting planning and environmental monitoring.

👉 👉From learning to action in digital land administration.

👉The five-day Land Information Management System training has successfully concluded, bringing together 55 government officials from RCMRD’s 20 member States in Nairobi.
👉Participants strengthened their capacity in digital land records, spatial data, system integration, data security, institutional readiness and citizen-centred service delivery.
👉More importantly, the training focused on taking knowledge into practice. Participants leave with practical skills and country-level action plans to support the shift from analogue to digital land systems and strengthen more connected, secure and accessible land services across the region.

Training creates impact when knowledge is applied to real-world challenges.
For the Union of Comoros, the Land information management system training happening at RCMRD, is strengthening the Mapping Unit’s capacity to support the newly established National Directorate of Land and Public Domain with the technical expertise needed for modern land administration.
It is also providing practical knowledge that can help advance national data sharing and geospatial data governance across institutions.

👉Agricultural planning is only as effective as the data behind it. Yet gaps in data collection, access to spatial data, and the ability to translate agricultural data into decision-support tools can limit timely, evidence-based action.

👉To address these challenges, RCMRD is conducting Module 3: Digital Systems Development – Data Collection, Spatial Data and Agricultural Decision Support training under the Strengthening Food Security and Agricultural Data Systems capacity building programme.

👉The 5-day training, taking place this week is strengthening participants’ ability to collect, manage and apply digital, spatial and agricultural data for food security and development decisions. The training is supported by
Development Bank and the Global Partnership for Sustainable Development Data , equipping institutions with practical tools to turn data into actionable evidence

👉On Day 4 of the Information Management System training at RCMRD, participants are focusing on what it takes to make digital land administration sustainable and citizen-centred: assessing institutional readiness, developing change-management strategies, planning the transition from analogue to digital systems, managing risks, and identifying sustainable approaches to financing and maintaining LIMS.

🖊️ Digital land systems are only as strong as the data, infrastructure and governance behind them.
At the ongoing one week Land Information Management System (LIMs) training for RCMRD member States, participants are exploring how to integrate
hashtag with national geospatial platforms, valuation systems, planning databases and e-government services.

🖊️ The training also looks beyond integration to data quality, security, and digital sovereignty-including metadata standards, access controls, cloud hosting choices, vendor lock-in, open-source versus proprietary technologies, cybersecurity, and the responsible use of hashtag .
The goal is to build land information systems that are interoperable, secure and fit for national needs

Across Africa, governments are accelerating the digital transformation of land administration to improve service delivery, strengthen tenure security, enhance transparency and accountability, optimise revenue generation and support evidence-based planning. Yet, manual systems continue to create delays, incomplete or inaccessible records, land disputes and limited interoperability across government platforms.

To support member States in addressing these challenges, RCMRD has kicked off a one-week Land Information Management Systems (LIMS) training, bringing together more than 40 participants from our Member States. The training is equipping participants with practical knowledge and tools to design, implement and manage LIMS that integrate cadastral mapping, land registration, valuation, spatial data and administrative workflows.

Preparations are underway in Swakopmund, Namibia ahead of RCMRD’s 2026 Governing Council and Council of Ministers meetings in November.

The meetings provide strategic and policy direction for RCMRD, bringing the 20 Member states together to shape priorities and strengthen regional cooperation in geospatial information, Earth Observation and mapping.

The RCMRD delegation, led by the Director General Dr Emmanuel Nkurunziza, is working alongside Namibia’s Directorate of Surveys and Mapping, led by Surveyor General Mr. Shanyengana Ndilipunye, to advance preparations for the meetings.
