UPDATE: PSC, Development Partners Align Priorities to Advance Disability Inclusion in Public Service

The Public Service Commission (PSC) and development partners have mapped out priority policies and guidelines for review as part of efforts to strengthen disability inclusion and accessibility across the public service.

Speaking during a working meeting with development partners in Nairobi on 20 August 2026, PSC Disability Mainstreaming Committee Patron Commissioner Harun Hassan said the Commission is committed to accelerating reforms that will enhance the inclusion of persons with disabilities in public service employment.

“The Commission remains fully committed to advancing inclusivity in the public service and even surpassing the constitutional threshold of 5%. In this regard, we must move with speed to review the key policies and guidelines that will make this target a reality,” said Commissioner Hassan.

The meeting brought together PSC officials and development partners to align their work plans and identify priority areas for joint action. The agreed areas will guide the review of key policies and guidelines aimed at addressing barriers to disability inclusion, accessibility and participation within the public service.

CBM Kenya Country Director Mr. David Munyendo commended the Commission for prioritizing disability inclusion. He also reaffirmed the development partners’ commitment to supporting initiatives that deliver tangible results for persons with disabilities.

PSC CEO Signs performance contract with the Commission

The Public Service Commission Secretary, Mr. Paul Famba, on 17 August 2026, signed his Performance Contract with the Commission, reaffirming the institution’s commitment to accountability, performance and results-based management.

The signing, held at Commission House, Nairobi, marked an important step in aligning the leadership of the Commission Secretariat with the Commission’s strategic priorities, performance targets and institutional objectives.

Following the signing, Mr. Famba handed over the signed performance contract to the PSC Chairperson, Mr. Francis Meja.

The Performance Contract provides a framework for assessing the Commission Secretary/CEO’s performance against agreed targets and deliverables, while promoting efficiency, effectiveness and accountability in the ex*****on of the Commission’s mandate.

Speaking during the ceremony, Mr. Famba reaffirmed his commitment to delivering on the agreed targets and supporting the Commission in achieving its strategic objectives. He noted that effective performance management is critical to enhancing service delivery and ensuring that public institutions remain focused on measurable results.

The signing comes as the Commission continues to implement its Strategic Plan 2025–2029, which focuses on strengthening institutional performance, enhancing workforce productivity, developing human capital and entrenching values and principles in the public service.

The ceremony underscored the Commission’s commitment to fostering a performance-driven culture, where leadership and staff are accountable for delivering on agreed commitments and contributing to improved service delivery to the Kenyan public.

UPDATE: PSC donates Music Festival trophies to promote national values

The Public Service Commission sponsored trophies in nine classes which were competed on at all levels of learning from ECDE to University level starting at zonal to national level during the just concluded 98th Kenya Music Festival.

The highlight of the competitions was the state concert for the top performing institutions held at Bungoma State Lodge in Bungoma county on 15th August 2026 graced by President William Ruto and First Lady Racheal Ruto.

Commission chairperson Francis Meja and commissioner Dr Francis Owino represented the Commission at the state concert where Mr Meja joined President Ruto on the podium to present a winning trophy to Nzoia Comprehensive School from Bungoma County.

The subcounty competitions started in early May, culminating in the gala event at Kibabii University and the state concert. The Commission sponsored classes were tailored around National Values and Principles of Governance and the Values and Principles of the Public Service.

The performances used choral music, elocution, and dramatized verses to address key constitutional values including integrity and ethics, inclusivity and cultural diversity, and patriotism and cohesion.

Choral arrangements and spoken-word pieces emphasized the fight against corruption, calling for transparency, accountability, and professional ethics among state officers as traditional instruments and folk songs were used to model ethnic harmony and equitable service delivery across all 47 counties.

The university of Nairobi Choir was selected to present the Commission Values theme song at the State concert where they not only thrilled the audience with their sterling performance but also captured the attention of the audience with their articulation of the Commission’s mandate on issues pertaining to promotion of values and principles of public service.

South Africa Public Service Commission Chair pays courtesy visit to PSC Kenya Chairperson

The Chairperson of the South African Public Service Commission (PSC) and Chairperson of the SADC Public Service Commissions Forum, Prof. Somadoda Fikeni, accompanied by PSC South Africa Commissioner Prof. Mandla Makhanya, on 13th August 2026 paid a courtesy visit to the Chairperson of the Public Service Commission (Kenya), Mr. Francis Meja, at the Commission house, Nairobi.

The visit provided an opportunity for the two Commissions to strengthen bilateral relations and explore areas of mutual interest in public service transformation, digitalisation, institutional resilience and knowledge sharing.

Prof. Fikeni and Prof. Makhanya were in Nairobi as part of AUDA-NEPAD’s high-level policy and field engagement delegation, which included engagements with Strathmore University and Strathmore Business School on digital education, institutional resilience and South-South cooperation.

During the meeting, Mr. Meja expressed optimism about the critical role of public service commissions in advancing Africa’s development agenda and improving the efficiency and effectiveness of public service delivery.
He highlighted the Commission’s ongoing digital transformation initiatives, including capacity-building programmes aimed at equipping public servants with emerging technologies, particularly Artificial Intelligence (AI).

“We must position public service institutions at the forefront of Africa’s digital transformation by investing in the skills, innovation and partnerships needed to deliver efficient and citizen-centred services,” said Mr. Meja.

Prof. Fikeni emphasised the importance of continuously strengthening the capacity of commissioners and public service institutions to respond to emerging challenges. He noted the need for enhanced skills in Artificial Intelligence, big data analytics, values and ethics, and alternative dispute resolution, particularly in the public sector.

The meeting also discussed the progress and future direction of the African Association of Public Service Commissions (AAPSCOMS), with emphasis on strengthening knowledge-sharing platforms and expanding the Association’s engagement to include public service institutions from North and Central Africa.

The courtesy visit underscored the shared commitment of the two Commissions to strengthening African public service institutions, promoting innovation and digital transformation, and fostering regional and continental cooperation for improved service delivery.

No payment of salaries outside payroll system to curb fraud - PSC chairperson, Francis Meja

Heads of human resource management in government ministries have been told to exercise diligence in payroll management to ensure no payments of salaries is done outside the payroll system.

Speaking at Lake Naivasha Resort in Nakuru County on Thursday 6th August 2026, the Chairperson of the Public Service Commission Mr Francis Meja disclosed that the Commission had in its 2024/2025 Values Compliance Report flagged cases of payment of salaries outside the payroll system, adding that a recent special audit by the government also revealed payroll anomalies in 12 state agencies.

"You are called upon to be diligent in your job and ensure that you don't just sign off the payroll without ascertaining accuracy and probity of the information," Mr Meja said.

He was addressing directors of human resource management during a training workshop on institutionalization of values and principles in the public service.

Mr Meja noted that promotion of values in the public service remains a challenge despite the Commission having released 14 annual reports on the status of compliance with values and principles in articles 10 and 232 since the promulgation of the Constitution in 2010.

The Chairperson decried what he described as inordinate delays in the implementation of Commission decisions by MDAs, warning that heads of human resource management will be held personally liable for inaction.

"We have noticed low responsiveness by MDAs when required to submit views during public participation stages of policy formulation, and going forward, we expect a robust participation and input especially from HR practitioners who are the key implementers," Mr Meja said.

Also present was Public Service Principal Secretary Dr Jane Imbunya, PSC commissioners Dr Francis Owino, Dr Irene Asienga and Boya Molu, Economic Planning Director General Dr Masini Ichwara, and Planning Secretary Mr Timothy Gakuo.

UPDATE: PSC to Revamp PSIP Policy to Accommodate Diploma and TVET Graduates

The Public Service Commission has commenced the process of reviewing the Public Service Internship Programme (PSIP) Policy with a view to accommodating graduates from diploma programmes and Technical and Vocational Education and Training (TVET) institutions.

This was announced today by the Commission Chairperson, Francis Meja, during a courtesy call on the Cabinet Secretary for Cooperatives and MSMEs Development, Hon. Wycliffe Oparanya, at the NSSF Building on 4th August 2026.

"The focus should now shift to what happens during and after the PSIP programme. A revamped programme will bring the private sector on board, provide entrepreneurship training, and introduce a savings scheme for interns," said Mr. Meja.

He noted that the revamped PSIP programme will ensure interns receive well-rounded mentorship to support a smooth transition into employment or entrepreneurship upon completion of the one-year internship.
On his part, Hon. Oparanya called for a consolidated internship programme with a comprehensive system for tracking interns' progress and individual performance.

"We all serve the same government. The internship programme should be centralised to ensure quality control and standardisation. All interns should receive the same benefits across the board," said Hon. Oparanya.

The consultative meeting also explored other areas of collaboration, including bringing on board development partners to support the Public Service Internship Programme.

Also present were the PSC Deputy Commission Secretary Jethro Mosoti and Director Simon Mwangi.

UPDATE: HR leads in MDAs told to champion public service values

Heads of Human Resource departments in state agencies have been challenged to play a leading role in ensuring that National Values and Principles of Public Service are entrenched in service delivery across government.

Speaking during the opening session of a five-day training workshop for heads of Human Resource at Lake Naivasha Resort in Naivasha on Monday, 3 August 2026, a commissioner in the Public Service Commission Dr Francis Owino noted that Human Resource leaders are responsible for embedding values-based leadership in public institutions by ensuring that recruitment, performance management, promotions and employee development are aligned with the Constitution and the principles of good governance.

Commissioner Owino observed that while public institutions have made commendable progress in strengthening compliance with constitutional requirements, greater emphasis should now be placed on improving productivity, efficiency and responsiveness to citizens' needs.

He underscored the importance of continuous capacity building for Human Resource practitioners, noting that equipping them with the necessary knowledge and skills would enhance their capacity to guide institutions in implementing the National Values and Principles of Governance under Article 10 and the Values and Principles of Public Service under Article 232 of the Constitution.

The training workshop provided a platform for participants to exchange experiences, share best practices and develop practical strategies for strengthening ethical leadership, accountability and professionalism across the public service.

In attendance were Heads of Human Resource from Ministries, Departments and Agencies. The programme is expected to strengthen institutional capacity to promote compliance with constitutional values and principles while fostering a productive, efficient and citizen-centred public service.

The opening session was also attended by commissioners Boya Molu and Dr. Irene Asienga, alongside senior officials of the Commission.
