ODPP, Hebei People’s Procuratorate Explore Enhanced Prosecutorial Cooperation
The Office of the Director of Public Prosecutions (ODPP), led by the Secretary, Prosecution Services, Mr. Alloys Kemo, OGW, hosted a delegation from the People’s Procuratorate of Hebei Province, China, led by Deputy Chief Prosecutor Mr. Zhihong Jia, during a courtesy visit aimed at strengthening institutional relations and exploring opportunities for enhanced legal and prosecutorial cooperation between Kenya and China.
Delivering remarks on behalf of the Director of Public Prosecutions, Mr. Renson Ingonga, CBS, OGW, Mr. Kemo welcomed the delegation and underscored the importance of continued engagement, knowledge exchange and cooperation in addressing emerging and cross-border forms of crime.
He highlighted the importance of collaboration in areas including prosecution of transnational organised crime, Mutual Legal Assistance (MLA), extradition, information sharing, capacity building and the exchange of prosecutorial experiences and best practices. The discussions provided an opportunity for both institutions to share experiences on prosecution systems, specialised crime prosecution and the use of technology in case management.
The delegation received an overview of the ODPP from the Senior Deputy Director of Public Prosecutions Mr. Vincent Monda, OGW, ‘ndc’ (K), who outlined the Office’s constitutional mandate under Article 157 of the Constitution of Kenya, 2010, institutional structure and key functions. He explained the ODPP’s role in representing the State in criminal proceedings, guiding investigations in complex cases, handling extradition proceedings and supporting international cooperation, including prosecution-related aspects of MLA requests in collaboration with the Office of the Attorney General, the Central Authority.
In his remarks, Mr. Jia provided an overview of Hebei Province and China’s prosecution system, which is headed by the Supreme People’s Procuratorate and operates through a structured hierarchy at central, provincial and local levels. He expressed interest in strengthening institutional exchange, knowledge sharing and cooperation between the two prosecution services.
The delegation was further briefed on the mandate of the ODPP’s Counter Terrorism, International, Transnational and Organised Crime Division, including its role in prosecuting terrorism, narcotics trafficking, wildlife crime, human trafficking, smuggling and other transnational offences. The briefing highlighted the Division’s prosecution-guided investigations approach and its collaboration with investigative agencies.
The delegation also received a presentation on the Uadilifu Case Management System, which has enhanced efficiency, accountability, document security and reporting through automation and digitisation. The system supports e-filing, case tracking, e-disclosure and e-reporting, while enabling remote filing and real-time management information.
In the afternoon, the delegation visited the Milimani Law Courts, where they paid a courtesy call on the Chief Magistrate, Hon. Alfred Kibiru, and toured the court facilities.
The delegation later visited the ODPP Jomo Kenyatta International Airport (JKIA) Law Courts office, where they received a briefing on its operations and paid a courtesy call on the Senior Principal Magistrate, Hon. Stephen Ngii.
The visit identified practical areas for future cooperation, including MLA, combating transnational organised crime, information sharing, capacity building, reciprocal institutional visits and the use of technology in prosecution services.
