INVITATION FOR THE VALIDATION OF THE DRAFT KENYA AGRICULTURAL DATA, INFORMATION AND DIGITAL POLICY, 2026 AND DRAFT DIGITAL AGRICULTURAL INFORMATION BILL, 2026

The State Department for Parliamentary Affairs wishes to draw the attention of stakeholders and members of the public to an invitation issued by the Ministry of Agriculture and Livestock Development, to validate the Draft Kenya Agricultural Data, Information and Digital Policy, 2026 and the Draft Digital Agricultural Information Bill, 2026,

The Draft Policy seeks to establish a coherent national framework for the governance, development, deployment and use of data, information, and digital technologies across the agricultural sector. It provides a comprehensive framework that ensures responsible adoption, transparency, and accountability, while aligning digital agricultural governance with the country's broader development frameworks, including Vision 2030, the Bottom-Up Economic Transformation Agenda (BETA), and the Fourth Medium Term Plan (MTP IV).

The Draft Bill provides a legal framework for operationalizing the Policy through the establishment of the Kenya Agricultural Digital Information Centre (KADIC) as a dedicated national institution mandated to coordinate agricultural data management, digital information systems, knowledge services, and digital agricultural service delivery. It establishes the Centre’s governance structure, provides for its functions, outlines the role of county governments, establishes an agricultural data governance framework, and contains financial provisions for the Centre's operations.

The draft Policy and Bill are strategically designed to advance the Bottom-Up Economic Transformation Agenda (BETA) by leveraging agricultural data, information, and digital technologies as catalysts for inclusive growth, productivity enhancement, and sustainable development. Collectively, they lay the foundation for Kenya to achieve continental leadership in digital agriculture, with the capacity to accelerate agricultural transformation, industrial growth, and economic development under BETA, while contributing to food security, climate resilience, and inclusive prosperity for all Kenyans.

Following a nationwide stakeholder and public participation exercise conducted in March, 2026, the draft Policy and Bill have since been revised to incorporate the comments and recommendations from stakeholders.

The National Validation Meeting is therefore convened to present the revised drafts and obtain final stakeholder consensus before submission for further legislative processes. The meeting is scheduled for 7th August 2026, 9:00 a.m. at the Kenya Agricultural and Livestock Research Organization (KALRO) Headquarters in Loresho, Nairobi.

CALL FOR PUBLIC PARTICIPATION ON THE DRAFT HUMAN RESOURCE DEVELOPMENT POLICY 2026

The State Department for Parliamentary Affairs wishes to draw the attention of stakeholders and members of the public to a call for public participation and submission of memoranda issued by the Public Service Commission on the Draft Human Resource Development Policy, 2026.

The Draft Policy seeks to establish a responsive and forward-looking framework for human resource management and development within the public service. It provides comprehensive guidance on recruitment, capacity building, career progression, and performance management, hence aligning human resource development with the country's broader development aspirations.

The Policy recognizes public servants as strategic national assets and provides structured training programs, professional development pathways, and performance management systems that enhance service delivery and accountability. A key feature of the Policy is its emphasis on continuous professional development and competency-based training, which address skills gaps and prepare public servants for emerging challenges, while ethical safeguards and performance standards ensure the highest levels of integrity and professionalism.

On a progressive note, the Policy is a strategic administrative intervention towards advancing the five core pillars of the Bottom-Up Economic Transformation Agenda (BETA) by leveraging a competent, motivated, and values-driven public service as a productivity multiplier and catalyst of inclusive growth.

The Policy presents numerous benefits for public sector institutions through enhanced efficiency and accountability; public servants through professional growth and career progression; citizens through improved service delivery and public trust; and national development through optimal utilization of human capital to accelerate infrastructure development, industrial growth, and economic transformation under BETA.

The Draft Policy is accessible on the Commission's website at www.publicservice.go.ke. PUBLIC PARTICIPATION ON THE DRAFT ARTIFICIAL INTELLIGENCE AND OTHER EMERGING TECHNOLOGIES POLICY, 2026

The State Department for Parliamentary Affairs wishes to draw the attention of stakeholders and members of the public to a call for public participation and submission of memoranda issued by the Ministry of Information, Communications and the Digital Economy on the Draft Artificial Intelligence and Other Emerging Technologies Policy, 2026.

The Draft Policy, developed through a multi-stakeholders committee, seeks to establish a coherent national framework for the governance, development, deployment and use of AI and other emerging technologies across all sectors of the economy and society. The Policy establishes the Office of the AI Commissioner and an Advisory Committee to oversee implementation, enhancing accountability and ethical standards.

It also introduces classification of AI systems, mandatory registration for highrisk applications, and regulatory sandboxes to encourage innovation while maintaining safety. By embedding human rights, data protection, and transparency obligations, the Policy strengthens public trust and sets clear penalties for misuse.

On a progressive note, the Policy is a strategic intervention towards advancing the five core pillars of the BottomUp Economic Transformation Agenda (BETA) by leveraging AI and other emerging technologies as a productivity multiplier, driver of inclusive growth and sustainable development.

The Policy pauses numerous benefits for:
i) businesses, by providing a predictable regulatory environment that fosters innovation and competitiveness while safeguarding consumers;
ii) education institutions, through AI literacy programs that prepare students and professionals for future and emerging opportunities; iii) technology developers, through empowerment with structured sandboxes and global alignment, attracting investment and partnerships; and
iv) public and private sector administration, which will be strengthened through responsible AI adoption, enhancing efficiency, service delivery, and governance.

Collectively, these measures position Kenya as a continental leader in AI governance, ensuring that emerging technologies accelerate infrastructure development, industrial growth, and economic transformation under BETA.

CALL FOR COMMENTS ON THE CROPS (PYRETHRUM) REGULATIONS, 2026 AND ACCOMPANYING REGULATORY IMPACT STATEMENT

The State Department for Parliamentary Affairs wishes to draw the attention of relevant stakeholders and members of the public to a call for comments issued by the Ministry of Agriculture and Livestock Development, on the Crops (Pyrethrum) Regulations, 2026.

The Draft Crops (Pyrethrum) Regulations, 2026 have been developed to operationalize section 40 of the Crops Act. The Regulations seek to provide a clear legal framework for the production, processing, marketing and regulation of pyrethrum in Kenya, helping to revive and strengthen the sector. By operationalizing this provision, the Regulations will promote quality standards, improve market organization, protect farmers' interests and enhance compliance across the pyrethrum value chain. This will help increase farmers' incomes, create jobs and boost the competitiveness of Kenya's pyrethrum industry.

The Regulations support BETA by promoting agricultural productivity, value addition and the growth of agro-processing industries. They are expected to increase economic opportunities for smallholder farmers, strengthen rural livelihoods and contribute to sustainable economic growth through an expanded and well-regulated pyrethrum sector.

The Ministry invites members of the public to submit written comments and memoranda on the Regulations within fourteen (14) days of the date of publication. Submissions should follow the prescribed format provided in the public notice. Hard copies may be delivered to the Principal Secretary, State Department for Agriculture, Kilimo House, Cathedral Road, P.O. CALL FOR PUBLIC PARTICIPATION ON THE PUBLIC PRIVATE PARTNERSHIPS (AMENDMENT) BILL,2026, THE DRAFT PUBLIC PRIVATE PARTNERSHIPS (GENERAL) REGULATIONS, 2026, AND THE DRAFT PUBLIC PRIVATE PARTNERSHIPS (PROJECT MANAGEMENT) REGULATIONS,2026

The State Department for Parliamentary Affairs wishes to draw the attention of relevant stakeholders and members of the public to a call for review and comments issued by the National Treasury, through the State Department for Public Investments & Assets Management, the Public Private Partnerships Directorate, on the Public Private Partnerships (Amendment) Bill, 2026, the Draft Public Private Partnerships (General) Regulations 2026 and the Draft Public Private Partnerships (Project Management) Regulations 2026, hereinafter referred to collectively as “draft PPP Regulations”.

The Public Private Partnerships (Amendment) Bill, 2026 amends the Public Private Partnerships Act to expand participation by including Government Owned Enterprises as contracting authorities. It streamlines processes by removing certain procurement overlaps, clarifying roles (such as adding the Principal Secretary responsible for PPPs to the PPP Committee), correcting cross-references and extending timelines (e.g., for filing complaints from 7 to 14 days).

The Public Private Partnerships (Project Management) Regulations, 2026 provide a clear framework for identifying, preparing and implementing PPP projects. It provides for mandatory project concept notes aligned to development plans, structured processes for privately-initiated proposals (with due diligence, evaluation committees, and market testing) and requirements for stakeholder consultation and risk assessment. They emphasize transparency, value for money and compliance with public finance principles.

The Public Private Partnerships (General) Regulations, 2026 standardize procedures for PPP procurement, implementation and ex*****on. It includes qualifications for PPP Committee members, detailed project preparation (feasibility studies with climate and local content considerations), rules for transaction advisors, direct procurement and restricted bidding, plus strong oversight mechanisms for negotiations and approvals.

The Bill and Regulations provide a clearer, simpler and more efficient framework for public-private partnerships in Kenya. This means faster delivery of important infrastructure and services such as roads, hospitals, housing, water and agricultural projects, with better transparency, accountability and value for money. These initiatives are especially important for BETA because they make it easier to attract private investment into priority sectors, create jobs, reduce poverty and support inclusive economic growth that benefits citizens at the grassroots level.

The National Treasury will conduct a series of public participation forums across the country beginning Monday, 13th July 2026. Members of the public are invited to submit written comments and memoranda on the draft documents within 21 days of the publication of the notice.

The draft Amendment Bill and Regulations are available on the National Treasury (www.treasury.go.ke) and Public Private Partnerships Directorate (www.pppkenya) websites.
