Today, County Government of Migori through the Department of Lands, Housing, Physical Planning and Urban Development, led by CEC Member Hon. Mercy Mwakio, officially received the Migori County Slum Upgrading and Prevention Strategy (2025–2035).

This comprehensive strategy presents a transformative and forward-looking approach to addressing the challenges posed by informal settlements, while promoting sustainable, inclusive, and well-planned urban development across Migori County.

The strategy is firmly anchored in the Constitution of Kenya 2010 and aligns with key national frameworks, including the National Slum Upgrading and Prevention Policy (2016) and the National Slum Upgrading and Prevention Strategy.

It emphasizes the development of responsive, practical, and locally contextualized solutions aimed at upgrading existing informal settlements and preventing the emergence of new ones. Through collaborative planning, improved infrastructure, secure land tenure, and enhanced service delivery, the County Government reaffirms its commitment to dignified housing and improved living standards for all residents.
Present during this handover by the KISIP NPCT represented by Gladys, Christine Sabwa and Douglas Kinyua was Plan Arthur Orangi - County coordinator and members of the CPCT planners Ezekiel Mogere and Patrick Peter and The County Geospatial Data Management Officer Mr. James Arus.
Thereafter, the team led in the formation of Settlements Executive Committee (SEC) Grievance Redress Committee (GRC) in Kehancha Chini for the purpose of planned planning and survey exercises to be undertaken under component 1.1. Tomorrow, Tuesday, the same will be conducted in Sare, Athiko and Dede Settlements in Awendo Sub county.

Migori County Launches StateoftheArt GIS Laboratory, Empowering Smart, CrossSectoral Governance
Migori County has boldly entered a new chapter of digital transformation with the unveiling of a cuttingedge Geographic Information System (GIS) Laboratory. This milestone emerged from a collaborative effort between the County Government of Migori, Department of Lands, Housing, Physical Planning & Urban Development and the Food and Agriculture Organization (FAO) of the United Nations and the European Union and under the Digital Land Governance Programme (DLGP).
The launch was officiated H.E. Deputy Governor Dr. Joseph Mahiri alongside Hamisi Muo, FAO’s Deputy Country Representative in Kenya, Husna A. Mbarak, FAO’s Governance of Natural Resources SubProgramme Leader, signaling FAO’s robust commitment to strengthening Migori’s governance systems.
The Lab is impressively equipped—with modern workstations, high-performance computers, UPS units, a projector and screen for presentations, GPS equipment, and dedicated map storage facilities—forming the backbone of anticipated digitization efforts. It anchors the county’s development of a tenyear GIS-based County Spatial Plan and underpins critical innovations like the Land Information Management System (LIMS), County Agricultural Management Information System (CAMIS), and the County Revenue Management Information System (CRMIS).
Elevating Governance Across Sectors
At its core, the GIS Lab is engineered to elevate governance by providing spatially informed, real-time insights for policy and planning. It will support Integrated Development Plannnig, enabling better resource allocation in water, health, education, agriculture and infrastructure guided by evidence as well as facilitating investment monitoring. Additionally, the lab will play a critical role in embedding geospatial intelligence into revenue systems, agricultural planning, land governance, health infrastructure thereby offering a transformative blueprint for public administration.
The FAO team lauded H.E Dr. Ochilo Ayacko’s administration for creating an enabliblig environment for partnership and gave commitment for their readiness for further partnership with the County Governmet of Migori in future. The team also applauded the County for being among the few counties who have completed the preparation of the County Physical Plan.

DIGITAL LAND GOVERNANCE: DR OCHILO AYACKO DEVELOPING COUNTY DIGITAL PLOT MANAGEMENT SYSTEM.

Migori county Government has embarked on a Digital Land Governance Programme of training data collectors in readiness to collect plot Data, the move aims at helping in developing County Digital Plot Management System that will help in service delivery and also enhance on source revenue collection.

Cheparoned by Migori county Governor Dr George Mbogo Ochilo Ayacko, the Digital Land Governance Programme (DLGP) will improve security of tenure and equitable access to land and natural resources to enhance livelihoods and socioeconomic development in Kenya.

Spearheaded by the department of lands Housing Survey Physical Planning and urban development led by the CECM Mercy Okwanyo, Chief Andrew Mwera, and GIS James Arus, the Programme intends to achieve this through enhancing the efficient and effective land governance through digitization of land records and processes by improving conflicts and dispute resolution mechanisms on land and natural resources; and, improving inclusive policy, legal and institutional frameworks.

The department has prioritized the digitization and digitalization of land records and process and the linkage of these to revenue of own source generation. Resultantly, the County sort the support of the Food of Agriculture Organization of the United Nations (FAO) through the DLGP starting with Awendo sub-county as the pilot for future roll-out on the foundation of the lessons learned.

A rapid assessment was conducted in Awendo sub-county July 2023 to inform stakeholders of the intended plan and receive feedback on what is considered important and potential challenges.

A joint work plan for implementation was also developed. From the workplan, organizational and logistical arrangements (including the preparation of expert TORs) and analysis of data needs and attributes in County context were identified as the inception activities.

These inception activities are foundational activities and set the pace for the digitization process. It is also imperative that the data needs and attributes meet global standards and are in line with national government standards for smooth integration with national systems.

An initial list containing all the markets and public land parcels within Awendo sub-county were shared for purposes of digitization and digitalization. During this meeting, it was however agreed that the process first targets the planned area and ecologically sensitive public land (forests, swamps, riparian reserves etc.) as there is very little information available for the other areas that are unplanned and unsurveyed. These areas would need to undergo a lengthy process of survey that would possibly derail the quick achievements of digitizing the planned area and the process here would derive lessons for the other areas.

Prior to the data collection, the county and sub-county leadership has been informed about the planned process and sensitized on its relevance to development and their role in the process. The leaders targeted for this sensitization included: the area Members of County Assembly (MCAs); respective Sub-County and Ward Administrators; the area Member of Parliament; and the Board Members of Awendo Municipality.

Further, it is expected that intensive public sensitization shall be conducted. In a bid to ensure that as many members of the public are aware of the planned exercise, as mix of channels shall be used, this includes barazas, radio advertisements, church services, notices in public areas and offices and public announcements through public address systems.

Once data is collected, it shall be analyzed by an in house team and a 60 day period shall be allowed for the public to query the data and outputs. Thereafter, a validation workshop shall be conducted and the outputs shall be provided to the ICT Directorate that shall integrate them to the revenue collection platform that has a public access URL. The capabilities of this platform shall be:
Verify ownership status;
Query payment status;
Obtain invoices;
Make payments and issue e-receipts;
Development permissions applications.

Earlier Today, The County government of Migori through the Department of Lands, Housing , Physical Planning and Urban Development Received the Final Draft Migori County Slum Upgrading and Prevention Strategy prepared collaboratively by Silverwind consultants.

The meeting was chaired by CECM in charge of lands, housing, physical planning and Urban development Hon Mercy Okwanyo, and attended by the NPCT led by Plan. Sally Lesas, CECM responsible for Environment Hon Julius Nyerere, a representative of the CECM for Finance, LHPPUD Chief Officer Andrew Mwera, Legal advisor Mr Edward Holly, County Project Coordinator Plan. Arthur Orangi among other CPCT members.

Hon. Mercy Okwanyo underscored the need for collaboration of various stakeholders in the implementation of the strategy even as she appreciated everyone in ensuring the conclusion of the Strategy within the planned timelines..

Chief Officer Andrew Mwera led a team of Surveyors and Physical Planners to Masebe village in Makerero Ward to confirm the boundaries for the public land reserved for Masebe Market to pave way for its construction this Financial Year.

The residents were very positive for the development that is about to start in that area and even went ahead to request the encroachers to vocate immediately so that they can allow for development of the area.

Migori County Government through the department of Lands, Housing, Physical Planning and Urban Development is implementing Component 1.1 (Land tenure regularization) under the Kenya Informal Settlements Improvement Project 2 (KISIP II). The project's component objective is to coordinate and facilitate the formalisation of secure land tenure for the informal settlement which in the case of Migori County is Okwanyo Informal Settlement in Migori Municipality and JiwDendi Settlement in Awendo Municipality.

Today, the Planning and Survey Consultant-Spatial Milestones (K) Ltd, together Central Sakwa Member of County Assembly Ho. Eunice Migose, CPCT, County Department of lands held a meeting with the residents of Jiwdendi settlement for the official launch of the survey exercise which will entail confirmation of the plot boundaries and beaconing.

Also present was the Municipal Manager, Plan Mandela Akongo, Awendo Sub-County Administrator Elisha Mitula, County Coordinator Plan. Arthur Orangi, the SEC, GRC among other Key stakeholders.

Today, Food and Agricultural Organization (FAO) paid a visit to the County Government of Migori. FAO under the Digital Land Governance Programme is collaborating with the County Government of Migori through the Department of Lands in the Digitization and Digitalization of Land record in Awendo Sub County, formulation of Minimum Land Holding policy for Migori County and establishment of a county GIS Lab.
The programme aims to improve security of tenure and equitable access to land and natural resources for enhancement of livelihoods and sustainable socioeconomic development. It envisions improved food and nutrition security, livelihoods and sustainable development in the County through equitable and secure access and management of land as outlined in the Vision 2030.
The team lead by Ms. Husna A. Mbarak who is the FAO’s lead Governance of Land & Natural Resource and Ms. Nancy Cheruiyot who is the organizations Communications and Public Relations officer were on a mission to establish the county’s progress in the Digital Land Governance Program.
So far, the Organization has assisted in the establishing the County GIS lab by donating the Projector and projector screen, 4 No. Monitors, 4 No. UPS’s, 2 No. Map filing cabinets, 4 Way workstation, Hand help GPS machines. The FAO team applauded the progress so far made by the County Government especially in setting aside a spacious room for the GIS Lab.

*Migori County ready to champion the development of County Specific Slum Upgrading and Prevention Strategy*

_Migori, Friday, August 9, 2024_

Migori County has reiterated its commitment in seeing the ex*****on of County Specific Slum Upgrading and Prevention Strategy being spearheaded by the Second Kenya Informal Settlement Improvement Project (KISIP2).

On Friday, August 9, 2024, the KISIP National Project Coordination Team (NPCT) and the County Project Coordination Team (CPCT), met with the consulting firm – Silverwind Consultants Limited – tasked with the development of the strategy for the expansive county.

Speaking during the meeting, KISIP 2 Head of Component 3 on Institutional Capacity Development for Slum Upgrading Mr Cornel Akatch, exuded confidence that the strategy will be a game-changer for the development and upflifting of the settlements in the Southern Nyanza county.

“We are here today to introduce to you a team of consultants who will undertake this activity. We urge you to accord them maximum support,” said Akatch.

He added that once prepared, the document will be used in budgeting purposes and development of County Integrated Development Plans (CIDPs).

The KISIP Coordinator for Migori County Arthur Orangi, while flanked by a team from the CPCT, assured the NPCT and the consultant that they will accord maximum cooperation to ensure the exercise succeeds.

The meeting formally handed over the Consultants to the County Government, marking the beginning of the collaborative process for developing slum upgrading and prevention strategy.

The NPCT acts as the oversight and focal clarity communications entity in linking the County and Consultants where applicable. The forum also eemphasized the importance of maintaining high quality standards in the strategy's development.

It also highlighted the need for the County to take full ownership and involvement of the strategy, ensuring its alignment with local needs and priorities through the Office of County Executive Committee Member for Lands, Urban, Physical Planning and Housing and submission to the County Assembly for its adoption and endorsement.
