Migori County Water and Sanitation Company Ltd (MIWASCO) is seeking to recruit suitably qualified Kenyans to fill the following five positions. MIWASCO is a Water Service Provider fully owned by the County Government of Migori and contracted by Lake Victoria South Water Works Development Agency (LVSWWDA) to provide water and sanitation services under the license of Water Sector Regulatory Board (WASREB) in the approved service areas of Migori County under the Water Act 2016.
HEAD OF TECHNICAL SERVICES: MIWASCO/HTS/01/10/2019
Reporting to the Managing Director, the HTS will be part of the Corporate Management Team (CMT) in the Company and will be responsible for directing, coordinating, controlling and managing the Company’s Technical operations and maintaining its operational infrastructure (Water Supplies). The successful candidate will also be furnishing the management and the Board with regular technical reports containing various analyses, recommendations, counsel and information concerning the operations/activities of the Company. He/she will also facilitate effective, efficient and sustainable provision of water and sanitation services as per WASREB performance indicators and in compliance with Company policy while meeting performance targets.
Duties and Responsibilities
• Provide strategic and technical leadership in the Technical Services Department to ensure provision of high quality water and sanitation services to customers.
• Steer the development of departmental policies, procedures and action plans in line with the Company vision, goals and objectives in the development and maintenance of water supply schemes.
• Overseeing the sourcing, production, treatment and distribution of water.
• Manage and/or oversee major and minor construction works and maintenance of the water infrastructure either by using external consultants or in-house resources.
• Ensure proper management of the Company’s assets such as plant and machinery through effective maintenance and repairs so as to maximize returns on investments.
• Ensuring regular, prompt and accurate preparation of water production and supply statistics.
• Ensure the quality checks are carried out on time and remedial action taken.
• Oversee preparation of comprehensive departmental reports and budgets, to the Managing Director to facilitate decision-making.
• Ensure that company development infrastructures are operated and maintained to the required standards.
• Provide technical expertise and advice in the development of work specifications, Terms of Reference with consultants for major works.
• Ensuring prompt submission of the company’s key performance indicator reports to LVSWSB and WASREB.
Job Requirements and Qualifications
• Bachelor Degree in Civil Engineering with specialization in Water Engineering from a recognized university, OR
• Diploma in Water Engineering from Kenya Water Institute (KEWI) or any recognized institution of Higher Learning, with five (5) years’ relevant work experience, three (3) of which should be at management of a water utility.
• A registered member of the Engineers Board of Kenya (added advantage)
• Must be computer literate
• Demonstrated outstanding leadership capability.
• A self-driven results oriented person.
• Satisfies the requirement of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity.
HEAD OF FINANCE AND COMMERCIAL SERVICES: MIWASCO/HFCS/02/10/2019
The successful candidate will report to the Managing Director and will be responsible for the financial health of the Company, putting in place strategies for cash flow management which include billing efficiency, revenue collection and customer care.
Duties and Responsibilities
• Assist in the formulation of policies, procedures, plans and budgets for effective service delivery;
• Developing and implementing departmental strategies and plans that will facilitate achievement of Company objectives;
• Continuously develop, review and enforce relevant Company policies, procedures and internal controls in line with IFRS;
• Formulate appropriate revenue collection & expenditure control guidelines in accordance with the provisions of prevailing national Water Laws, rules and regulations.
• Assist in the M&E and submission of the company performance indicator reports to LVSWWDA and WASREB on time.
• Ensure formulation and compliance with viable business plans, budgets and expenditure control procedures according to national and international standards.
• Ensure company financial management systems as well as expenditures fully comply with existing PFM Act 2012 and relevant regulations that are in force.
• Ensure the company makes steady progress towards growing into a commercially viable and socially responsible corporate entity.
• Ensure the entity’s financial inputs & outputs as well as measures of governance indicators meet the national standards.
• Custodian of assets and liabilities register for the company.
• Ensure performance monitoring and evaluation of annual budgets, financial planning and management and business development strategies.
Job Requirements
• Bachelor's degree in Accounting, Finance or Business Management/Administration (Accounting or Finance option) from a reputable University;
• Must be CPAK and a member of ICPAK or any other internationally recognized Accounting body;
• At least 5 years’ relevant work experience in the profession, three (3) of which should be as Finance Officer or an Accountant in a busy commercial environment;
• Have demonstrated thorough understanding of national goals, policies and development objectives;
• Must be computer literate, with relevant accounting packages.

HEAD OF HUMAN RESOURCES & ADMINISTRATION: MIWASCO/HRA/03/10/2019
Reporting to the Managing Director, the successful candidate’s role will be to ensure Optimal, motivated workforce and improved staff productivity levels.
Duties and Responsibilities:
i) Ensuring proper application and interpretation of Human Resource Management policies, regulations, procedures and systems;
ii) Overseeing and co-coordinating HRM activities in the areas of recruitment, promotion, discipline, training and development, placement and staff welfare; and
iii) Planning, co-ordination, organization and direction of services;
iv) Analyzing the staffing levels and making proposals for succession planning;
v) Analyzing, utilization and proper deployment of human resource in the Department;
vi) Analyzing staff progression and making proposals for career development;
vii) Managing staff performance and appraisal system
viii) Ensuring the correct interpretation and implementation of human resource regulations;
ix) Supervising, guiding, counseling, mentoring, training and development of staff working under him/her.
x) Coordination of company’s logistics;
xi) Establish and maintain company’s documentation and registry; and
xii) Any other human resource duties as may be assigned from time to time.
Job Requirements
• A Bachelor’s Degree in Human Resource Management or Bachelor of Business Administration (HRM option) or Bachelor of Commerce (HRM), OR
• Certified Human Resource Professional (CHRP) added advantage
• Must be a registered member of the IHRM
• Proficiency in the MS office application i.e. word, excel, PowerPoint, MS project

INTERNAL AUDITOR: MIWASCO/IA/04/10/2019
Administratively reporting to the Managing Director, and functionally reporting to the Audit, Risk and Governance committee of the Board of Directors, the Internal Auditor will ensure the economic, efficient, effective and optimal use of the Company assets, the quality of management, decisions and the mitigation of fraud and risk by ensuring implementation of appropriate and relevant systems and internal controls.
Duties and Responsibilities
Formulation and implementation of Audit policies, manuals and procedures for efficient and effective operation of the company in line with the Audit standards and regulations;
Develop and audit work plan to be approved by the Board of Directors and quarterly submit reports to the Board covering all performances of all departments;
Regularly carry out detailed risk assessment and internal audits on computer and other operating systems to ensure reliability and integrity of financial and operating information, advising the Board and Management on appropriate action.
Carry out special investigations on apparent breaches of internal controls and making recommendations to eliminate weaknesses;
Discuss internal and external audit recommendations with the Core Management Team (CMT) incorporate into the audit plan and follow up on implementation;
Review the systems established to ensure compliance with policies, plans, procedures, laws and regulations;
Reviewing the means of safeguarding assets and as appropriate, verifying the existence of such assets;
Reviewing operations or programmes to ascertain whether results are consistent with established goals and objectives;
Ensuring efficient use of company’s assets and ascertain the accounting for the assets to safeguard against risks or loss;
Conducting special reviews from time to time as may be requested by the Managing Director or the Audit Committee of the Board of Directors;
Coordinating Audit activities with the independent audit firms that may be engaged from time to time to conduct annual audits.
Job Requirements
• Bachelor’s Degree in Commerce (Accounting) from a recognized institution with 3 years’ experience and
• Must be CPA (K) or CIA
• Proficiency in Computer Applications

PROCUREMENT OFFICER: MIWASCO/PO/05/10/2019
Reporting to the Managing Director, the successful candidate will ensure adequate stock levels are kept at all times by procuring quality goods and services at the most competitive prices. Effective Management of procurement systems and sourcing of materials at the most competitive economic prices.
Duties and Responsibilities
• Liaise with other departments in formulating Procurement Plan, policies and procedures for the company.
• Develop and implement effective stock control systems.
• Procuring required goods at the most competitive and economic prices, ensuring timely delivery of goods ordered to the stores.
• Liaising with other departments on sourcing for required materials and equipment.
• Receiving procurement request from users and processing as per approved policy.
• Developing and maintaining updated list of qualified and approved Supplies.
• Ensuring sound management of stores and monitoring levels of items to maintain minimum reorder levels, maintaining accurate records on procurement
• Asset Management: Monitoring the utilization of company assets/resources.
• Ensuring that policies of fixed assets are followed and reconciliation report prepared as and when required.
• Receiving tender documents, analyzing and preparing report for committee discussions and approval.
• Developing and following through to implementation, special assignments received from the Managing Director.
Requirements for this job
• Bachelor of Commerce (Supplies Management option) or Business Administration (Procurement Option ) from a recognized university; OR
• Higher National Diploma in Supplies Management with three years of increasingly responsible professional public sector experience in supplies and procurement
• Must be a registered member of KISM
• Proficiency in Computer Application Packages
• Knowledge of Public Procurement and Disposal Act, 2015
• Ability to make appropriate recommendations. Requires sound knowledge of organizational, fiscal and supervisory practices and principles.
• Knowledge of structure and operation of business principles, practices, procedures and legal requirements.
• Ability to plan, develop and maintain complex detailed administrative projects and programs.
• Advanced level knowledge of modern office practices, procedures, systems and equipment.
