The Sub-County Administrator Mr. Dadu Chome and the Sub-County Water Officer Eng. Erick Diwani today led a team of prospective bidders to the site for construction of the 250m3 at Sir Ali Primary School, Shella ward; a County Government project under the department of Water.

The objective of the site visit was to enable the prospective bidders to familiarize with the site to guide their bids.

The project is intended to boost water supply within Malindi township.

Access to clean water for domestic and commercial needs is a key focus of the Gideon Maitha Mung'aro administration.

Katika hatua ya kuongeza kuhusika kwa vijana kwenye mradi wa NYOTA katika Gatuzi dogo la Malindi, tumefanya mkutano wa hamasa kuhusu mradi huo hivi leo katika jumba la mikutano la Manispaa mjini Malindi.

Mkutano ulihusisha vijana katika wadi tofauti tofauti za Gatuzi dogo la Malindi ambapo vijana wamehamasishwa kuhusu mradi wa NYOTA na jinsi wanavyoweza kufaidika kutokana na mradi huo.

Tumekuwa na majadiliano ya kina juu ya haja ya vijana kujitokeza na kuwa mstari wa mbele katika kukumbatia miradi ya Serikali inayolenga kuwezesha vijana. Kutokana na hili, tulifurahia hatua ya vijana kutuma maombi yao ya kuhusika katika mradi baada ya hamasa hiyo na kila mmoja wao kuchukua jukumu kwa hiari kuhakikisha ya kwamba wengine pia wanatuma maombi kabla siku ya mwisho ya tarehe 15 mwezi huu.

NYOTA ni mradi wa Serikali ya Kenya unaotekelezwa na idara ya Kitaifa ya maswala ya Vijana na Uchumi bunifu. Baadhi ya malengo ya mradi ni kusaidia vijana kuweza kujiajiri katika biashara kupitia kuwapa mtaji na mafundisho ya ujasiriamali pamoja na kutambua ujuzi wao wa awali na kupewa vyeti vya kuthibitisha ujuzi wao ili wafaidike katika soko la ajira nchini na nje ya nchi.

Mkutano ulihuhisha afisi ya maswala ya vijana ya Serikali ya Kitaifa na Serikali ya Kaunti pamoja na mashirika ya kijamii ya Kwacha Afrika na KECOSCE yanayofanya kazi na vijana katika Gatuzi dogo la Malindi.

We were privileged to have the honourable Ivvy Wasike, the Presiding Magistrate, Kilifi Law Court at our offices on our invitation to speak to our enforcement officers as part of efforts to build their capacity to undertake their enforcement duties as required by law.

The enforcement officers were sensitized on court processes with a keen focus on how they are required to execute their responsibilities in accordance to the County Inspectorate Services Act, 2024 in order to address challenges related to enforcement of County laws within the Sub-County.

This engagement underscores the cooperation between the two levels of government as envisaged by Article 6 of our Constitution.

Also present in the meeting was the Director Enforcement Services Mr. Karisa Mwaringa, Municipal Manager Madam Tecler Dadu and the Municipal Administrator Mr. Emmanuel Kalu.

In efforts to support implementation of the NAVCDP project in Malindi town ward, the Sub-County Administrator Mr. Furaha Dadu Chome today met with Malindi Town Ward Community Sacco committee at Barani Assistant Chief's Office, Kaoyeni.

Top of the agenda was evaluating the progress the Sacco has made towards recruitment of members in order to meet the minimum conditions to access the inclusion grant offered by the project.

From the report presented, we are proud to note that the committee has made significant progress to register members into the Sacco although more efforts still need to be made.

We exchanged ideas on strategies to accelerate recruitment and we are confident that in the next few weeks the Sacco will be submitting its proposal for the inclusion grant.

The inclusion grant is intended to provide financial support to cover establishment of Sacco office and funding their initial operations.

The committee was also encouraged to uphold integrity, transparency and accountability in the governance of the Sacco to inspire confidence of members and those who would want to join.

The meeting was also attended by the Sub-County Cooperatives Officer Madam Felister Moraa.

Peace and security play a fundamental role in social cohesion and facilitating a stable environment for economic development and social transformation.

In realization of efforts to maintain peace and security, the Sub-County Administrator Mr. Dadu Chome joined the Assistant County Commissioner Madam Irine Munyoki and other community leaders in a community baraza at Bawaziri, Shella ward to discuss matters security following increased reports of insecurity in the area.

Among issues addressed in the baraza include;

I. Parental responsibility in the proper up-bringing of children, including taking them to school to acquire education and skills enabling them benefit from opportunities within the community and beyond.

II. Cooperation with state actors in the criminal justice system to address crime in the community including sharing of information relating to crime to the village administration and the police for action to be taken.

III. Adherence to the criminal justice administration process to ensure meaningful progress is achieved in the fight against crime.

IV. Cultivation of community consciousness on matters crime with the realization that everybody has a responsibility to play in the fight against crime.

IV. Tailoring community programs such as the Kazi Mtaani initiative to engage the youth and enable them earn effectively reducing idleness and the pangs of unemployment.

The baraza was also attended by Inspector Kobina representing the OCS Malindi Police Station and representatives from office of the MP and office of the MCA.

The Sub-County Administrator Mr. Dadu Chome today joined ECDE teachers of Malindi Sub-County at Kakuyuni Primary School where they are undertaking their training on digital literacy.

The training which is conducted by the County Department of Education in partnership with EIDU seeks to empower the ECDE teachers with the requisite skills to roll out digital learning in our ECDE schools.

The Digital literacy program is intended to deliver the curriculum digitally through the use of tablets preloaded with KICD - approved learning applications, designed to enhance educational experience for the young learners.

The Sub-County Administrator encouraged the teachers to make the best out of the training to ensure that they are able to deliver the transformative program in the schools and afford our children the earliest opportunity to experience technology in their learning as we seek to lay a solid foundation for their future.

The training that started on Monday has brought together over 90 teachers across the County Government Centres of Early learning in the Sub-County and is expected to end on Friday this week.

The Sub-County Administrator also had an opportunity to receive briefs on the progress of the nutrition program that the County Government is implementing where all learners are served with nutritious porridge at school. Reports indicate that the program has improved enrollment as the learners are guaranteed of the provision every morning at school.

In furtherance of our mandate to coordinate County Government functions at the Sub-County level, we held a meeting for Sub-County Heads of Departments in Malindi Sub-County at the Municipal Chambers.

The meeting brought together Heads of Departments and Sections in Malindi Sub-County who presented reports on status of service delivery and implementation of projects and programs by their respective departments across the wards.

Key among issues discussed were;

The potential of the NAVCDP project in economic empowerment of our farmers through increasing their market presence. The department of Agriculture reported a successful roll out of the project in all wards with all community committees already established and trained. Saccos have been formed in the wards and onboarding of farmers currently ongoing. It was resolved that further collaboration with the department of Agriculture in continuous sensitization of farmers will be undertaken to maximize impact.

Delivery of emergency services was also found to have improved following the establishment of the Emergency Services Unit, provision of the County Emergency Number 1535, and construction of additional fire hydrants by MAWASCO. However, utilization of the Emergency Number in reporting emergencies is still low among the community with most reports made through third parties which delays response. It was resolved that more efforts need to be made in disseminating the County Emergency Number and sensitization of the community for emergencies to be reported directly through the Toll-free Number for fast response.

Lighting up of our markets to address security and increase business hours for our traders was reported by the department responsible for Energy where installation, equipping and operationalization of high mast lights at Malindi New Market and Kwa Jiwa Market is currently ongoing. Repairs and maintainance of existing streetlights and high masts is also in progress to light up the town and make our streets safe.

Vandalism of water infrastructure including theft of water metres was reported rampant. More conversations are ongoing to address the matter with support from the community and the police.

More areas for further collaboration by departments to strengthen delivery of services and project implementation were identified and prioritized.

The meeting for Heads of Departments presents a key platform to discuss progress of Government projects and programs in the Sub-County as well as address challenges that require multi-agency interventions.

The Local Project Committee for the ICU Project held its second meeting at Malindi Sub-County hospital laboratory boardroom and later toured the site to evaluate progress of the construction of the High Dependency Unit (HDU) which is the second component of the ICU project.

We are pleased to report that the project is going on well with 40 per cent of works already done since site take-over by the contractor in early February this year.

Once completed, the project will become the second public ICU facility in the Coast region after Coast General hospital's ICU facility effectively increasing access to critical health-care services in the region.

The development of the ICU facility at Malindi Sub-County hospital is taking place alongside the construction of a Modern Maternity wing with a forty bed capacity and two ceaserian theatres further bolstering maternity services at the level four hospital.

The Sub-County Administration is working closely with the Kilifi Department of Health and Sanitation Services to fast-track delivery of projects and programs in the health sector as envisioned in the Governor's Manifesto.

The Sub-County Administrator and the MCA Shella Ward hon. Twaher Abdulkarim today joined the Shella Ward Community Driven Development Committee (CDDC) for the NAVCDP project at St. Francis Xavier Catholic Church Hall, Kisumu Ndogo as they concluded their weeklong training to empower them drive the project for the community.

The committee was encouraged to embrace the project and reach out to all stakeholders for support to ensure that the project succeeds in Shella ward.

The committee will shortly embark on registration of a SACCO for all farmers in the targeted value chains across the ward so that they can start getting support from the project.

The National Agricultural Value Chain Development Project (NAVCDP) is a community-driven development Project that seeks to increase market participation and value addition for targeted small-scale farmers in Kenya.

Attending the meeting were the Sub-County Agricultural Officer Mr. Anthony Chai, Area Chief Mr. Wilfred Nyiro, Assistant Chief Mr. Nicodemus Mwayele and other officials from the County Department for Agriculture.
