The Usalama Mitaani Program is designed to consolidate and streamline the various community-led security initiatives to take the lead in local safety. This approach is backed by Kenya’s private security firms and supported by government agencies, ensuring that safety is not just enforced but co-created with the people it serves.
The City of Kisumu has experienced rapid urbanization, population growth, and expanding informal settlements, creating increasing pressure on community security structures. While security falls under national government agencies, local communities play an essential role in fostering safe neighbourhoods. The Usalama Mitaani Program seeks to strengthen community-led safety initiatives through coordinated stakeholder engagement, awareness, preventive strategies, and structured neighbourhood support systems in the City of Kisumu.
The program aligns with the City of Kisumu’s objectives under the Urban Areas and Cities Act (2011), Kisumu County Development Plans, and Kenya’s National Community Policing (Nyumba Kumi) Framework. In addition, this aligns to the SDGs and the New Urban Agenda.
PROGRAM GOAL:
To enhance neighbourhood and home safety and strengthen community collaboration within the City of Kisumu through a structured, inclusive, and sustainable Usalama Mitaani Initiative.
The five-year program will adopt a Community-Led, Institutionally Supported implementation model where CKUAA acts as a convener, coordinator, and facilitator.
The City of Kisumu Usalama Mitaani Program presents a structured opportunity to foster safer, more cohesive, and empowered neighborhoods and homes in the City of Kisumu. By mobilizing communities, strengthening local safety systems, and enhancing collaboration with security agencies, CKUAA aims to build a city where residents feel secure, included, and actively responsible for collective wellbeing.
